In Decree 97 amending and supplementing Decree 81 of the Government, which stipulates the mechanism for collecting and managing tuition fees foreducational institutions in the national education system and policies on tuition exemption and reduction, support for learning costs, and service prices in the fields of education and training, the health sector has the highest tuition fee ceiling.

Specifically, for the 2025-2026 school year, the tuition ceiling for medical and pharmaceutical majors is set at VND31.1 million/year for schools that are not self-sufficient in regular expenses. Other health majors are VND23.6 million/year.
Recently, the draft Decree replacing Decree 81 and 97 still maintains the ceiling tuition fees for health sectors for the 2025-2026 school year for schools that have not yet covered their regular expenses as above.
For public universities that are self-sufficient in regular and investment expenses, the tuition fee is determined to be a maximum of 2.5 times the tuition fee ceiling for institutions that are not self-sufficient in regular expenses.
Currently, health-care training schools have also announced their expected tuition fees for the 2025-2026 school year. Of these, tuition fees for medical and dental medicine are leading in both the public and private sectors.
Specifically, counting the schools that have publicly announced tuition fees up to this point, in the public sector, the maxillofacial department of Ho Chi Minh City University of Medicine and Pharmacy has the highest tuition fee of 84.7 million VND/school year. The medical department of this school charges 82.2 million VND/year, also the highest among public universities.
The Vietnam Academy of Traditional Medicine and the School of Medicine and Pharmacy (University of Danang ) have the lowest medical tuition fee of 31.1 million VND/year, equal to the tuition ceiling set by the Government for medical and pharmaceutical majors at public schools that do not yet cover their regular expenses.

Meanwhile, in the non-public university sector, VinUni University's medical school has the highest tuition fee of VND815.85 million/year. This school also charges the highest tuition fee for nursing school with VND349.65 million/year. These tuition fees are similar to those in 2024-2025.
However, this year, the Education Development Support Fund of the founder of VinUni continues to reduce tuition fees by 35% for all students. This support is for students enrolling in the first 5 academic years, applied to the full standard time of the program. Therefore, medical students pay 530.3 million VND and nursing students pay 227.27 million VND/year.
The non-public university with the highest tuition fee for dentistry is Hong Bang International University with 144 million VND/year, followed by Phan Chau Trinh University with 85 million VND/year.
Meanwhile, the medical major with the lowest tuition fee among non-public schools belongs to Buon Ma Thuot University of Medicine and Pharmacy, 65 million VND/year. Next is Cuu Long University, 78 million VND/year.
