The announcement affirmed that the signing ceremony of the Hanoi Convention is an important event in the context of Vietnam promoting digital transformation associated with ensuring cyber security and safety for breakthrough development in the new era.
This is the first time Vietnam has been chosen by the United Nations to host the signing ceremony of a global international treaty, marking a new milestone in Vietnam's international legal integration in particular and multilateral foreign affairs in general, affirming Vietnam's consistent stance of upholding international law and multilateralism, proactively participating and actively contributing to the common work of the United Nations to solve global issues, including contributing to shaping the global cyberspace governance framework for a safe, cooperative and inclusive digital future in the coming time.
The successful signing ceremony of the Hanoi Convention will be a highlight in foreign affairs activities in 2025, contributing towards the 14th National Party Congress.
Deputy Prime Minister Bui Thanh Son welcomed the Ministry of Public Security , as the standing agency organizing the signing ceremony of the Hanoi Convention, to closely coordinate with the Ministry of Foreign Affairs and relevant ministries and agencies to proactively and actively carry out diplomatic activities, information and propaganda, prepare content, and build an overall program for this important event.
From now until the signing ceremony, there is not much time left and the workload is extremely large, so the Deputy Prime Minister requested the Ministry of Public Security, the Ministry of Foreign Affairs, relevant ministries and agencies to continue to promote the sense of responsibility, proactively carry out the assigned tasks in the Steering Committee, the Standing Secretariat and the Steering Committee's supporting sub-committees.
In terms of content, the Standing Secretariat and the Content Subcommittee closely coordinate with the Office of the President: (i) Based on the approved General Project and component Projects on reception - logistics, propaganda, security - health, concretize them into detailed plans and scenarios, disseminate and assign specific tasks to each Ministry and agency for coordination and implementation, in the spirit of clear people, clear work, clear time, clear responsibility, clear products, clear authority; (ii) Carefully prepare the content of the speeches of Key Leaders at activities within the framework of the Hanoi Convention Opening Ceremony and bilateral activities, ensuring brevity, conciseness, substance, going straight to the point, and clear messages.
Ministries and agencies proactively prepare content for their leaders in related activities.
Regarding information and propaganda work, the Subcommittee on Communications and Culture closely coordinated with the Ministry of Culture, Sports and Tourism and the Hanoi People's Committee to continue to promote the opening ceremony of the Hanoi Convention, combined with promoting the image of the country, people of Vietnam and the capital Hanoi - City for Peace.
The Ministry of Public Security and the Ministry of Foreign Affairs are responsible for providing propaganda content to media agencies.
The Deputy Prime Minister noted that, on the basis of the approved Propaganda Project, the Ministry of Foreign Affairs will develop a plan for a press conference co-chaired by the UN Secretary-General and the Prime Minister, and report to the Prime Minister for consideration and decision before October 16, 2025.
Regarding logistics and finance, based on the proposals of ministries, agencies and the Finance and Logistics Subcommittee, the Ministry of Finance urgently submits to competent authorities for approval the estimate for the organization of the Hanoi Convention signing ceremony according to the framework standards, ensuring compliance with current regulations of our country, while meeting the standards of the United Nations.
Regarding security and health work, the Security and Health Subcommittee closely coordinated with the Hanoi People's Committee to deploy professional work, ensure security, traffic order, and food safety and hygiene for the Hanoi Convention Signing Ceremony.
Regarding reception work, the Reception Subcommittee urgently completed detailed reception scenarios for reception activities, meetings, and events attended by senior leaders, ensuring thoughtfulness and respect.
The Deputy Prime Minister agreed to schedule the preliminary review on October 20, 2025. The Ministry of Foreign Affairs reported to the President to preside over the rehearsal ceremony on October 23, 2025.
