Previously, the Ministry of Education and Training issued Official Dispatch No. 6302/BGDĐT-KHTC to the People's Committees of 18 provinces and cities, announcing the list of 100 schools to be invested in in 2025 and must be completed before August 30, 2026.
As a province with 21 border communes, Nghe An will invest in building 10 schools, including: Nhon Mai, Na Ngoi, Keng Du, Mon Son, Bac Ly, Tam Thai, Que Phong, Tri Le, Hanh Lam and Anh Son.

In Nghe An, on the morning of October 11, the first project - Na Ngoi Primary and Secondary Boarding School was started, with the participation of General Secretary To Lam. The project is located in the border commune of Na Ngoi in a particularly difficult socio-economic area, about 250km from the provincial center.
With a total investment of nearly 240 billion VND from the State and socialized capital, the school has 49 classrooms with a system of functional rooms, dormitories, dining halls, playgrounds, experience areas and production areas, meeting the learning needs of more than 1,900 students. The project is designed in a modern way, ensuring full conditions for learning, living and comprehensive development for students.

According to Conclusion Notice No. 81-TB/TW dated July 18, 2025, the Politburo agreed on the investment policy to build 248 inter-level boarding schools in land border communes.
This investment aims to improve people's knowledge and human resource quality, create a source of ethnic minority cadres, improve the material and spiritual life of people in border areas, and at the same time contribute to strengthening national defense and security.
In the immediate future, the pilot phase in 2025 will complete 100 new or renovated schools, serving as models for widespread implementation in the next 2-3 years. The projects must ensure technical standards, adequate facilities, absolute safety, and meet the learning and training requirements of students in border areas.
