Resolution 06 - Narrowing regional gaps

Resolution No. 06-NQ/TU of the Quang Ninh Provincial Party Committee, term XV, has been creating profound changes in the lives of ethnic minorities, mountainous, border and island areas. The obvious changes in infrastructure, livelihoods and cultural life show the province's determination to narrow the regional gap, towards sustainable development.

Resolution No. 06-NQ/TU was issued on May 17, 2021 - one of the first Resolutions of the 15th Provincial Party Congress, showing the province's special attention to remote, border and island areas. Immediately after its issuance, the Resolution was thoroughly disseminated to the entire political system, organized into an action program and had a clear implementation roadmap.

In the 2021-2025 period, Quang Ninh has mobilized more than 120,000 billion VND to implement development programs for disadvantaged areas, of which state budget capital accounts for only about 16%, the rest is socialized and policy credit. Loan turnover for agricultural and rural development reached over 97.4 trillion VND. Production support programs, science and technology transfer, and vocational training are flexibly implemented in accordance with the conditions of each locality.

The family of Mr. Dang Quay Chinh, living in Dai Xuyen commune of Van Don district (old), was formerly one of the poor households in the locality. Thanks to the policies and support funds of the Central and the province for ethnic minority areas, Mr. Chinh's family has been supported with loans to invest in developing a model of raising breeding cows, chickens and planting forests... Since then, his family has focused on economic development, rebuilding a spacious house, and life has gradually become more stable. Mr. Chinh said: "From the model of raising livestock and planting forests, after deducting expenses, my family earns about 50 million VND/month. The economy is now more stable, children have the conditions to study, life is less difficult. The important thing is that we have a sustainable direction, no longer have to worry about food and clothing like before."

The story of Dang Quay Chinh's family is not a rare case in the ethnic minority areas of Quang Ninh. In recent years, thanks to the effective implementation of Resolution No. 06, many people in ethnic minority, mountainous, border and island areas have had the conditions to rise up and gradually escape poverty sustainably. Along with the loan support policy, the province has also promoted agricultural and forestry extension programs, technical training, and technology transfer, helping people change their production mindset. Many new livelihood models such as growing medicinal plants, developing large timber forests, and doing community tourism... are showing clear effectiveness, bringing high income to people.

Along with economic development, the work of preserving and promoting ethnic cultural identity is also of interest. Many traditional cultural values ​​of the Dao, San Chi, Tay, San Diu ethnic groups... have been restored, associated with the development of community tourism and experiential tourism. Festivals, folk songs, and traditional crafts are preserved and spread, contributing to creating sustainable livelihoods for people in ethnic minority areas.

In particular, it can be mentioned that the province has piloted the construction, preservation and promotion of the cultural values ​​of ethnic minority villages associated with community tourism development in the period of 2023-2025, including: Tay village in Ban Cau, Luc Hon commune, San Chi village in Luc Ngu, Binh Lieu commune; Dao Thanh Y village in Po Hen, Hai Son commune and San Diu village in Vong Tre, Van Don Special Zone.

In Ban Cau (Luc Hon commune), the Tay people regularly renovate their houses to welcome visitors, maintain traditional customs, restore Then singing - Tinh lute and compile the book "Learning Tay language in Binh Lieu" to preserve the ethnic language. In Luc Ngu (Binh Lieu commune), the San Chi people preserve ancient houses, wear traditional costumes in daily life, maintain ethnic sewing establishments and organize Soong Co Festival periodically, creating a unique mark for community tourism...

Activities to preserve and promote San Diu culture in Vong Tre village (Van Don Special Zone) are maintained vigorously with the Soong Co club, folk games, traditional cuisine, etc. San Diu officials and civil servants also wear traditional costumes every Monday, contributing to spreading identity in public life.

In Hai Son commune, the Po Hen historical relic site is ranked at the national level, welcoming hundreds of thousands of visitors each year; Dao Thanh Y cultural experience activities, Dao language classes and Po Hen fairs organized periodically have created a highlight for community tourism associated with preserving traditional culture.

From these specific models, it can be seen that the implementation of Resolution 06 not only brings about decent infrastructure or stable livelihoods, but also narrows regional gaps in many aspects from economic, social to spiritual life. Highlanders are not only supported but also given equal development opportunities, participating in and mastering economic models in their homeland. Newly opened roads, lit-up villages, highland markets or community tourism spots are clear evidence of harmonious and inclusive development.

The implementation of Resolution 06 has shown the right direction and methodical approach of Quang Ninh in developing ethnic minority, mountainous, border and island areas. The development gap has been gradually narrowed, people's lives have been increasingly improved, and the appearance of the new countryside has improved. From remote villages to central urban areas, the spirit of solidarity and aspiration to rise up is spreading strongly, affirming the position of a Quang Ninh with comprehensive, sustainable and rich identity development at the headland of the Fatherland.
