Rising from the educational “lowlands” to the success it has today is the clearest proof of the transformation from awareness to action of all levels, sectors, localities and the whole society in education and training (GD-DT). It is from the correct awareness of the purpose and meaning of the career of “growing people” that the whole political system and the whole society have joined hands to build the foundation, “giving wings” for Bac Lieu education to fly high.

From innovation in thinking

The implementation and thorough and effective dissemination of Resolution 29 to each cadre and party member has contributed to changing the awareness of each collective and individual in implementing the goals and tasks of the Resolution. Since then, there have been many good practices, many typical collectives and individuals have devoted themselves to the cause of education .

Mr. Vo Van Luc - Deputy Head of the Provincial Party Committee's Propaganda Department, said: "In the strategy of building and developing the country, our Party always considers people as a factor of special importance, deciding the success of the revolution. The Party's consistent ideology is to constantly innovate education and training to train and develop high-quality human resources, meeting the requirements of building and defending the Fatherland. Therefore, the Provincial Party Committee pays special attention to the leadership and direction of the organization and implementation of Resolution 29. Thereby contributing to fundamentally and comprehensively changing the awareness of Party committees at all levels, cadres and Party members towards the cause of education, creating momentum for the province's education to develop sustainably."

The change in thinking has created bold innovations in the way of doing things. According to the Department of Planning and Investment, in 10 years (2013 - 2023), the Provincial People's Committee has allocated development investment capital for the education sector with a total amount of over 2,671 billion VND. In parallel, there are development investment capital sources for national target programs, development investment capital (foreign capital) with thousands of billions of VND. At the same time, the province has also attracted investment in the field of education and training with 6 projects with a total investment of over 284 billion VND. Of which, 4 projects have come into operation.

Talking about the change from awareness to action of Party committees at all levels in caring for the education cause, Ms. Le Kim Thuy - Deputy Secretary of the City Party Committee, Chairman of the City People's Committee. Bac Lieu, said: “After being thoroughly grasped Resolution 29, Plan 30 of the Provincial Party Committee, the City Party Committee issued Action Program No. 38 and directed subordinate Party committees to develop plans for implementation. In particular, the work of party building in schools was given special attention and focused direction, especially political and ideological education. In addition, the work of state management of education and training also received more attention. With the drastic direction of the City Party Committee, the Education sector of Bac Lieu City has made great strides, not only ensuring material facilities for education and training activities but also reaping many successes in gradually improving the quality of key education and mass education, contributing to the province's successful implementation of the goals and tasks of Resolution 29”.

To take drastic action

Also from the process of changing thinking and comprehensive awareness of educational work on the basis of "fundamental and comprehensive innovation of education and training" in the spirit of Resolution 29, Party committees at all levels have had many specific and practical action programs, gradually building a solid foundation to help the province's education sector fly high.

Accordingly, Party committees at all levels in general and the education sector in particular have simultaneously implemented the study and following of Ho Chi Minh's ideology, morality and lifestyle and strictly implemented Resolution 4 of the Central Committee on Party building and rectification and emulation movements of the sector, contributing to building order and discipline in schools. Attention has been paid to the work of nurturing and developing party members among teachers, students and high school students. As of March 31, 2023, preschool, general education and continuing education institutions had 5,613 party members, reaching a rate of 62.15%. Compared to the end of 2013, there was an increase of 2,408 party members. Of which, high schools had 635 party members (56%), continuing education centers had 98 party members (75.97%). Bac Lieu University has 149 party members, of which 21 party members are students.

Regarding the quality of education, the changes not only come from increasingly better evidence but also are specifically demonstrated in each school unit at each level. Gia Rai High School is the first and only unit of the high school level to be recognized as meeting national standards level 2, achieving educational quality accreditation level 3. Mr. Du Quoc Kiet - Principal of the school shared: "After 10 years of implementing Resolution 29, with the attention and direction of Party committees, authorities, and the education sector, along with the efforts of the collective, each individual in the unit, generations of students, and the consensus and support of the people, the educational career of Gia Rai High School has continuously developed".

Specifically, the unit has built a high level of solidarity and consensus in the pedagogical collective, and implemented the grassroots democracy regulations well. Strengthened the responsibility of each individual in the collective, especially the exemplary role of the leader. Contract of responsibility between the school and students' families and mass organizations. In addition, there are suitable solutions such as: researching and developing differentiated teaching plans suitable for students' learning capacity; regularly innovating testing and evaluation according to the orientation of developing students' capacity and qualities; effectively implementing knowledge education for students according to the orientation of "developing students' capacity"; effectively implementing moral and lifestyle education for students through mass organizations and the Parents' Representative Board, extracurricular activities...

With that change, the quality of general education of the unit has met and exceeded the target every year, the rate of 12th grade students passing the high school graduation exam has always reached 100%. The quality of key education has also been improved when the number and quality of excellent provincial students of the unit have always met and exceeded the target, ranking first among high schools in the province.
