The Politburo recently issued Resolution 59-NQ/TW dated January 24, 2025 on international integration in the new situation. The Resolution sets out goals, guiding viewpoints, directions, tasks, and major solutions to implement international integration in a synchronous, proactive, positive, comprehensive, extensive, high-quality, and more effective manner.

To better understand this content, the reporter of Cong Thuong Newspaper had an interview with Associate Professor, Dr. Tran Le Hung, Gustave Eiffel University (France).

Strategic vision in the new era

- How do you feel about the general spirit of Resolution 59 in the context of the current changing world situation?

Assoc. Prof. Dr. Tran Le Hung: In the context of an unpredictable world, from strategic competition between major powers, widespread geopolitical conflicts, to technological polarization and global climate change, Resolution 59 carries a very clear spirit that integration cannot be passive, but must be proactive, selective, courageous and distinctive.

I think that the Party and the State have not only seen the inevitability of integration but also emphasized the need to closely link integration with protecting national and ethnic interests, with building a strong economic and social internal force. This is a shift from opening up for development to integrating for guidance and shaping, which clearly reflects the strategic vision in the new era.

At the same time, Resolution 59 is not only an adaptation, but also a demonstration of a proactive position and mindset in shaping a new order, where Vietnam does not stand outside global flows but must participate in creating the rules of the game at both the regional and global levels.

In other words, this Resolution is a clear shift from opening up for development to integration to lead and shape, reflecting Vietnam's long-term vision, proactive thinking and national character in the 21st century.

- Sir, if we look further than 10 years, what do you expect from the impact of Resolution 59 on Vietnam's position in the region and internationally?

Assoc. Prof. Dr. Tran Le Hung: I believe that Resolution 59 is a strategic document that lays the foundation for Vietnam's transformation from a participant to a voice-making country. If the contents of the Resolution are seriously and synchronously implemented, in my opinion, within the next 10-15 years, Vietnam can achieve very fundamental changes in its economic and political position.

In terms of economic status, the Resolution identifies international integration as not only expanding trade, but also the process of upgrading endogenous capacity and developing an independent and self-reliant economy. If done well, in the next 10 years, Vietnam can become a regional production and transit center, making good use of trade agreements and new initiatives such as the North-South transport corridor or linking with the Indian Ocean - Middle East.

In addition, it can also shape a proactive role in the global value chain, not only as a world factory but also as a creative and innovative country. As well as participating in setting standards for the digital economy, green finance, and sustainable supply chains, contributing to shaping a new regional economic order.

In terms of political position, the Resolution clearly sets out the requirement to proactively and actively participate and contribute responsibly to multilateral institutions. In my opinion, this will help Vietnam achieve a number of steps forward:

One is to strengthen the image of a responsible, trustworthy, and actively neutral country in regional disputes.

Second is to become a bridge between groups of countries, between ASEAN and major partners, between East Asia and South Asia, between developing countries and developed economies.

Third is to increase influence through multilateral diplomacy, cultural diplomacy, digital diplomacy and people-to-people diplomacy.

Shaping a shared future

- If you could briefly describe in one sentence, what message would Resolution 59 send to the country and the world?

Assoc. Prof. Dr. Tran Le Hung: For me, Resolution 59 can be described as: "International integration is not only a development strategy, but also a choice that demonstrates national character, identity and responsibility in the era of globalization".

Resolution 59 sends a strong message that Vietnam is stepping out into the world not only to adapt, but also to participate in shaping the common future, with a confident, proactive, equal and insoluble mindset. This is an affirmation of the role and position of a rising nation, knowing who it is, where it stands and what it needs to do to protect national interests while still harmoniously connecting with the international community.

More importantly, the Resolution is not simply a call to open the market, but a reminder of Vietnam's political, legal, and cultural responsibilities in the face of global issues such as green transition, cybersecurity, humanitarian crises, and fair trade.

- What should the media and press do to bring Resolution 59 closer to the public, especially the young generation?

Assoc. Prof. Dr. Tran Le Hung: In my opinion, the media and press need to move away from dry propaganda and switch to policy storytelling in a language that is familiar, practical and inspiring, especially for young people.

Gen Z is interested in global values ​​such as climate change, digital technology and peace... Therefore, instead of just quoting the Resolution, the press should tell stories about startups going international, Vietnamese engineers working in the global supply chain, or students participating in large international conferences... That is, we are realizing the spirit of integration through the image of specific people, not through theory.

In addition, it is necessary to increase dialogue on social networks, online discussions and especially digital communication through platforms such as TikTok, YouTube, and Instagram. This is also the key to conveying Resolution 59, making policies a stream of social thinking, instead of just a document of the State.

The general objective of Resolution 59-NQ/TW is to improve the quality, effectiveness, synchronization, comprehensiveness and breadth of international integration, maintain a peaceful and stable environment, and practically contribute to building, developing and protecting the country.

Make the most of external resources and favorable conditions to build an independent, autonomous, self-reliant, self-reliant, fast-growing, and sustainable economy; perfect the socialist rule-of-law State of Vietnam of the people, by the people, and for the people.
