At the seminar "For the private economy to break through according to Resolution 68 - Things to do immediately" organized by the Government Electronic Information Portal, Mr. Phan Duc Hieu, National Assembly Delegate - economic expert said that the birth of Resolution 68 is very necessary and meaningful in the current context. The messages in the resolution are very clear and strong, going straight to the problems of the private economic sector, solving long-standing obstacles.
“Since then, we have continued to reform. However, the issuance of Resolution 68 at this time, I personally think that if implemented well, this could be the third turning point and breakthrough in the history of private economic sector development. And I compare this breakthrough to the previous two breakthroughs,” Mr. Phan Duc Hieu emphasized.
Mr. Tu Tien Phat, General Director of ACB Bank, shared that when Resolution 68 put the issue of the private economy as the top priority, we considered it both an honor and a responsibility. We, as well as private enterprises in Vietnam, have been looking forward to this Resolution for a long time. We see that the implementation of this Resolution is being carried out urgently.
From the perspective of the management agency, Ms. Bui Thu Thuy, Deputy Director of the Department of Enterprise Development (Ministry of Finance) said that this Resolution clearly affirms the requirement of equality between economic sectors in business opportunities, access to resources... Not only stopping at the resolution, this will be institutionalized with specific solutions. If there is still discrimination, the person implementing it must be held responsible.
Further analysis, economic expert Phan Duc Hieu said that if institutional reform is good and meets the needs and aspirations of people and businesses, people believe that this is the cheapest reform measure but brings the greatest efficiency.
Mr. Phan Duc Hieu emphasized that institutional reform will be the most effective, fairest, least costly measure that can be considered the most feasible, from the Government's perspective.
Looking at Resolution 68, the number of solutions on institutional reform is the main one. Thus, as General Secretary To Lam said, institutions are the bottleneck of bottlenecks and if we focus on strong institutional reform, the impact will be huge. We understand that institutions must come first, institutions must come first to get results.
The spirit of building Resolution 68 needs to be continued and promoted in the spirit of institutionalizing the Resolution of the National Assembly. Accordingly, the institutionalization of the Resolution cannot be too long, it needs to be very fast, urgent and strong.
Regarding the implementation method, economic expert Phan Duc Hieu said that it is possible to divide the work into three groups, in which it is necessary to clearly identify which group and level should be prioritized.
The first group is to amend or abolish some laws and regulations. However, this step cannot be done immediately and may take more time, estimated at about seven months.
The second group is to continue to amend and abolish regulations, in the current context when the Government has submitted over 30 draft laws at this 9th National Assembly session, so we cannot delay any longer. Contents that do not meet the requirements of the resolution or have not been updated in the draft laws, need to be supplemented immediately after the resolution is issued.
The third group is for legal regulations that have not yet been submitted to the National Assembly and are just beginning to be implemented. In this case, a normative National Assembly Resolution can be applied to organize implementation, expected to be submitted at the 9th session. The important thing is that the scope of the resolution needs to be expanded to maximize the integration of solutions and issues, increasing the efficiency and enforceability of the resolutions proposed by the Politburo.
Except for issues that require more time to study and edit each part, the rest must be prioritized to fully include the contents of the draft Resolution for the National Assembly to discuss and consider. The spirit is to maximize the contents of Resolution No. 68. Because for businesses and people, they do not necessarily understand the details like National Assembly deputies about the operation process of the legal system. They are only interested in Resolution No. 68, which has been clearly stated, so why is the institutionalization slow and not yet put into practice?
Phan Duc Hieu hopes that the institutionalization of this resolution must be clear and specific. In addition to the contents such as reducing business license tax, tax exemption, or other clear incentives, I suggest that this Resolution must include the following points:
First of all, Resolution No. 68 mentioned eliminating at least 30% of regulations on administrative procedures and compliance costs. If the resolution itself could stipulate a specific list of appendices, it could be completed within one to two weeks, requiring ministries and branches to review and identify unnecessary administrative procedures for urgent elimination. Without the lists, regulations, business conditions, and administrative procedures that need to be abolished, the resolution would find it difficult to maximize its effectiveness.
Mr. Hieu gave an example, in the current list of conditional business investment sectors managed by ministries and branches, there are nearly 200 sectors. Implementing the spirit of the resolution, it is necessary to abolish at least 30% of unnecessary business investment conditions, thereby immediately reducing the number of "sub-licenses" that are no longer necessary. This needs to be implemented immediately.
In fact, society is currently asking many questions about investment policies according to the Investment Law, such as why there are still procedures for approving investment policies, why adjustments are so lengthy, sometimes making businesses wait from one year to many years to complete. In fact, approving investment policies is even faster or slower than investing in building a factory. This is a problem that needs to be considered and resolved with strong solutions in the resolution.
From the perspective of businesses, Mr. Tu Tien Phat recommends that the draft Resolution of the National Assembly should specifically stipulate the contents of business establishment, post-audit, removal of tax-related barriers, inspection and audit of businesses.
