On the evening of August 4, at the first meeting of the National Steering Committee for the implementation of Resolution No. 68-NQ/TW of the Politburo on private economic development, delegates discussed many solutions to effectively implement Resolution 68/NQ-TW - a document expected to create a breakthrough for the private economic sector to develop strongly. Issued on May 4, 2025, Resolution 68 aims to unlock resources for more than 940,000 enterprises and 5.2 million business households. After more than 3 months, many solutions for administrative reform, law making and support policies have been implemented by the Government, ministries, branches and localities, especially supporting small and medium enterprises.
Issues arising from the practice of small and medium enterprises
According to Mr. Nguyen Van Than - Chairman of the Vietnam Association of Small and Medium Enterprises, private enterprises (PEs) account for a very large force in the economy. Therefore, the resolutions of the Central Committee, the National Assembly and the Government in recent times have created many positive movements. However, Mr. Than also frankly acknowledged that if we want to go further and create more substantial impacts, we need to discuss specific issues in more depth.
The Chairman of the Vietnam Association of Small and Medium Enterprises said that recently, some of the summary contents of the Ministry of Finance related to business households have caused misunderstandings among the public, including himself: "I used to think that the tax authority had taken punitive measures and reported to the Standing Member of the Secretariat and the Prime Minister about this. However, after careful investigation, in fact, no punitive decision has been issued."

According to him, the unclear communication at that time caused information to spread uncontrollably, causing confusion among people and businesses. Based on this reality, Mr. Than proposed that the Prime Minister consider assigning an official task, in writing, so that the Association of Small and Medium Enterprises has a basis to coordinate propaganda, support and explain policies to more than 5 million business households nationwide.
The second issue is the removal of projects. Mr. Than said that in recent times, Hanoi has actively removed many obstacles, especially in the real estate sector, creating an exciting atmosphere for businesses. However, it is necessary to have an overall view on a national scale to comprehensively assess the situation, thereby finding more synchronous solutions. Currently, many capital flows are still blocked, Mr. Than noted, "If there is not a strong enough force to "untie the knot", it will be very difficult to circulate the cash flow. If this capital source can be released, it will certainly contribute significantly to GDP growth."
Along with that, Mr. Than suggested reviewing the land valuation method. High land prices push up housing prices, making it difficult for people to access, the market is sluggish, and the state has to intervene with the budget. "If prices continue to increase as they are now, people will not be able to access housing. High land prices lead to high real estate prices, investors add more costs, causing the selling price to be pushed up very high," he suggested the Ministry of Finance and the Ministry of Agriculture and Environment re-study the land valuation mechanism in the direction of creating real value, avoiding the mindset of selling land.
Regarding digital transformation, Mr. Than commented that many small and medium-sized enterprises have ideas and technological capabilities but lack capital, testing markets and support policies. According to him, if we do not create an environment for technology talents to try their hand and resources to be released, the opportunity for breakthroughs will quickly be missed.

Proposal to build a program on the overall private economic landscape, creating actions after Resolution 68
While representatives of small and medium enterprises emphasized the issues that need to be resolved, the Advisory Board for Private Economic Development focused on creating a vision and a mechanism to monitor the implementation of the Resolution. Mr. Truong Gia Binh - Chairman of FPT Corporation, representative of Board IV said, "Resolution 68 is like a ray of light in the context of geopolitical and economic difficulties. It gives confidence that from now on, Vietnamese private enterprises will be trusted and given favorable conditions to develop."
From the perspective of advising the Government, the representative of Committee IV proposed a number of major directions.
First, It is necessary to build a comprehensive program for private economic development , synchronous from the national to the grassroots level, linking the State and enterprises, combined with long-term strategies.
Next, is to develop a set of indicators and digital tools to monitor the implementation of Resolution 68 , ensuring transparency and updating closely to reality to promptly adjust policies.
Mr. Binh emphasized that if implemented effectively, this will be the foundation to strengthen trust and promote stronger action from the business community.

Vietnam Fatherland Front accompanies in effectively implementing Resolution 68
Along with initiatives from the business community, the Vietnam Fatherland Front has launched a program with four key tasks. Vice President of the Central Committee of the Vietnam Fatherland Front Ha Thi Nga said that this program is designed to bring Resolution 68 into life with specific, practical solutions.
First of all, promote propaganda and dissemination of policies to people and businesses through tools, document sets, specialized pages and columns on the information system of the Front and member organizations.
At the same time, promote the role of social supervision and criticism, coordinate with ministries and branches in implementing policies to support the private economy, especially commitments on credit, land, administrative reform and prevention of negativity; at the same time, contribute comments to related draft laws.
The Front also coordinates with VCCI to conduct high-level dialogues with private enterprises, organize honoring of typical entrepreneurs and enterprises, and at the same time train and foster management skills for business directors, business households, and individual entrepreneurs - especially members of the Farmers' Association, Women's Union, Youth Union, and Veterans' Association.
In addition, focus on mobilizing the overseas Vietnamese community, especially overseas businessmen and business owners, to strengthen investment and business connections in Vietnam; build a private economic support information portal integrated into the electronic system of the Front and its member organizations.
Ms. Ha Thi Nga affirmed that the Front hopes to continue receiving coordination from ministries, branches, localities and the business community to contribute to promoting the country's economic development.
