
Within the framework of a thematic seminar organized by the President Club, business leaders, economic experts, lawyers, and policymakers discussed the spirit and practical requirements for implementing Resolution No. 68-NQ/TW of the Politburo on the development of the private economy.
The private economy : from its "component" to its "most important driving force".
Mr. Nguyen Trung Chinh, Chairman of the Board/CEO of CMC Technology Group, affirmed: “ Resolution 68-NQ/TW is a breakthrough in ideology, as it is the first time the private economic sector has been established as the most important driving force. If implemented correctly, most bottlenecks will be removed .”

According to Dr. Vo Tri Thanh, Director of the Brand and Competition Strategy Research Institute (BCSI), this represents a major shift from viewing the private sector as "a part" to placing it at the center of development strategy.

Many entrepreneurs at the forum shared their practical difficulties. Mr. Nguyen Hoa Binh, Chairman of NextTech, stated: “From 2008, leaders were open to licensing and testing e-wallets. But by 2015, a stricter mindset meant the sandbox took 8 years to implement. When it was introduced, the regulations required the CEO to have experience in the banking industry, excluding those with innovative thinking from outside the industry.”
Mr. Nguyen Trong Phi, Chairman of Giovanni Group, reported on a case where an investment permit application dragged on for four years simply because the project was not located within an industrial park, requiring 17 signatures from the Provincial People's Committee to be granted land. "These procedures not only cause delays but also put businesses at risk of having their projects indefinitely suspended," he said.
Mr. Dao Xuan Dung, Chairman of UHY Auditing and Consulting Company, emphasized: "The regulation prohibiting business leaders from leaving the country for late tax payments of only a few tens of millions of dong not only causes difficulties and inconvenience but can also sometimes cause the company's stock price to collapse." He also warned about the situation where trillions of dong are wasted due to projects that cannot be transferred because of legal obstacles.
Lawyer Bui Van Thanh added: "A business spends an entire year just to get permission to print packaging because it's classified as a 'publishing activity'. These things not only create difficulties but also demonstrate the outdated nature of the legal system."
Ms. Nguyen Ngoc Ha, from the National Financial Supervision Committee, warned that commercial banks now not only lend but also own securities companies, operating as brokers, consultants, appraisers, and traders – creating closed links that can manipulate the market.
Capital is "circulating" within privileged groups, creating businesses that monopolize capital, while private businesses cannot access resources.

A new spirit is emerging.
The discussion highlighted a positive trend: the private sector is no longer waiting for top-down policies, but is proactively contributing, proposing, and collaborating with the government in every step of implementation.
CMC, MISA, 1Office, Giovanni... not only raised concerns but also proposed specific mechanisms, action programs, and commitments to implementation. Dr. Vo Tri Thanh recommended that businesses strengthen cost-benefit analysis and policy impact assessment to provide more effective feedback.
Lawyer Bui Van Thanh proposed developing a national portal for transparent investment opportunities. Mr. Dang Huy Dong, former Deputy Minister of Planning and Investment, emphasized: "Sandboxes need to be controlled in terms of space, time, and risk, but should not stifle creativity with conservative conditions."
Mr. Le Viet Thang, General Director of 1Office, suggested that the government should allocate budget to purchase Vietnamese software and provide it free of charge to businesses less than 3 years old.
"We need to learn how developed countries make laws – laws that are clearly applicable and can be implemented immediately," added Mr. Nguyen Xuan Hoang, Vice President of MISA.
Resolution 68-NQ/TW, with its groundbreaking spirit, has opened up new policy space. However, the journey from policy to reality cannot be the sole responsibility of the State. It is a parallel process in which businesses, experts, and the entire society must move forward together.
