Resolution 68 on private economic development: From policy to action

Resolution No. 68/NQ-TW (Resolution 68) of the Politburo has strongly spread to the business community and society, serving as an important basis to stimulate the development momentum of the private economic sector, contributing to the country's economic growth.

A guide for private sector action

In the spirit of Resolution 68, a number of private enterprises have made bold proposals, focusing on difficult areas, including transport infrastructure. Recently, Deo Ca Group has submitted a document proposing to study investment under the public-private partnership (PPP) method to expand sections of the Eastern North-South Expressway.

According to the representative of Deo Ca Group, with the spirit and responsibility of implementing Resolution 68, the unit clearly realizes that enterprises should not just wait for barriers, limitations, and prejudices to be removed, but must accompany from the beginning to contribute to the success of the major policies of the Party and State.

Promoting the PPP method in economic, cultural and social infrastructure investment is identified as the main direction, with socio-economic efficiency as the measure of selection. In that spirit, Deo Ca Group proposed to agree with the Ministry of Construction to study and select the route to propose the North-South expressway expansion project in the East, phase 1, investing under the PPP method on the principle that enterprises proactively arrange finance (from legal domestic capital sources), not using State budget capital, balancing revenue to repay the project and contributing to the State budget during the exploitation process.

To shorten the implementation progress and promote investment efficiency, enterprises propose projects to apply specific mechanisms and policies on compensation, support, resettlement; dumping sites and mineral exploitation for materials; investment decision makers are allowed to apply the form of appointing investors; converting forest use purposes to other purposes and temporarily using forests.

During the project implementation, the investor will take over all existing works to manage and operate, organize toll collection to implement the road expansion construction, ensuring safe and continuous traffic. Investing under the PPP method will help save the State budget in the context of the budget needing to focus on many other goals.

Sharing about the implementation of Resolution 68, Mr. Ho Minh Hoang, Chairman of the Board of Directors of Deo Ca Group, emphasized that the Politburo 's issuance of Resolution 68 on private economic development, with very specific and breakthrough viewpoints and orientations, has made the private business community very excited. Previously, the private sector had made great efforts and tried to find solutions to orient its operations, from building a strategic culture, planning on connecting with the business community to applying digital technology, implementing domestic and foreign linkage chains, training... However, at that time, businesses were doing it gropingly. When Resolution 68 was issued, it was like a torch lighting the way, a compass for action.

Need to cut administrative procedures for businesses

Developing the private economy in the spirit of Resolution 68 is also an issue that many National Assembly deputies are interested in and recommend solutions for timely institutionalization, especially in cutting administrative procedures for businesses.

According to delegate Mai Van Hai (Thanh Hoa delegation), Resolution 68 of the Politburo on private economic development will help businesses develop strongly in terms of quantity, scale and operational efficiency, contributing significantly to developing the private economy into the most important driving force of the national economy.

Regarding institutional improvement, delegate Mai Van Hai said that amending and supplementing a number of articles of the Enterprise Law is very necessary and urgent to both overcome shortcomings, obstacles and difficulties in the practical operations of enterprises and also to concretize many policies and resolutions of the Party.

Delegate Nguyen Tao (Lam Dong delegation) emphasized that recently, the Party and State have proposed many policies and guidelines on building and perfecting laws to remove difficulties and obstacles for investment and business activities of enterprises. In order to promptly remove difficulties and obstacles in the provisions of the Enterprise Law, it is necessary to supplement regulations on information on beneficial owners of enterprises according to the commitment of the Vietnamese Government. The review and amendment of the provisions of the Enterprise Law at the 9th Session of the 15th National Assembly contributes to building a favorable business environment for enterprises and affirms Vietnam's commitment to implementing the national action plan on preventing and combating money laundering and terrorist financing, etc.

Regarding the institutionalization of Resolution 68 and other Party resolutions, delegate Khuong Thi Mai (Nam Dinh delegation) suggested that, in order to facilitate business households in carrying out administrative procedures, it is necessary to change the method of business registration to a declared business, confirmed by the state management agency on the information portal and included in the registration file for business registration instead of granting business registration.

At the same time, research the mechanism for checking the actual performance of post-business activities using business assessment procedures according to international standards with clear and transparent criteria such as: Compliance with the law, job creation and implementation of policies for employees, contribution to the state budget, participation in social activities, etc.

Some National Assembly deputies also proposed to continue to cut administrative procedures for businesses, including basic procedures such as market entry, doing business in conditional business lines, etc. In addition, it is necessary to increase the responsibility of competent authorities in handling procedures for businesses and change the mindset from administrative management to administrative service. This also helps create peace of mind and trust for businesses.
