Accordingly, the National Assembly Standing Committee resolved: supplementing the state budget revenue estimate for 2024, the increase in state budget revenue in 2024 is 342,699 billion VND, of which the increase in central budget revenue is 187,244 billion VND (excluding aid revenue recorded, recorded expenditure for specific targets, central budget revenue increased by 191,900 billion VND), local budget revenue increased by 155,455 billion VND.

At the same time, allocate and use the source of increased central budget revenue in 2024 (excluding aid revenue recorded for specific purposes) of VND 191,900 billion for the following tasks: Allocate resources to implement salary policy reform according to Resolution No. 27-NQ/TW dated May 21, 2018 of the 7th Central Conference, term XII on salary policy reform for cadres, civil servants, public employees, armed forces and employees in enterprises, which is VND 76,769 billion.
The bonus for exceeding the revenue estimate and reinvesting back into localities is 16,591 billion VND, of which: Hanoi city 8,048.5 billion VND; Ho Chi Minh city 3,997.5 billion VND; Thanh Hoa province 2,139.5 billion VND; Hai Phong city 735 billion VND; Da Nang city 590.5 billion VND; Khanh Hoa province 259.5 billion VND; Can Tho city 57 billion VND; Nghe An province 52 billion VND; Hue city 100.5 billion VND; Hung Yen province 13 billion VND; Phu Tho province 83 billion VND; Ninh Binh province 49 billion VND; Bac Ninh province 124.5 billion VND; Dong Nai province 325.5 billion VND; Tay Ninh province 16 billion VND.
Implementing the housing support policy for people with revolutionary contributions according to Decision No. 21/2024/QD-TTg dated November 22, 2024 of the Prime Minister is 1,940 billion VND.
Implementing national defense and security tasks and projects; science, technology, innovation, national digital transformation tasks and projects; building boarding and semi-boarding schools for high school students in remote, border, and island areas and other important investment projects is 86,900 billion VND according to the Government's Submission No. 28/TTr-CP dated July 9, 2025. Allocate 9,700 billion VND to report to the National Assembly for decision on increasing the central budget reserve in 2025.
The National Assembly Standing Committee assigns the Government to direct relevant ministries, central agencies and localities to promptly implement and manage the use of the capital prescribed in this Resolution in accordance with the law. Assign the Prime Minister to allocate investment capital from the increased central budget revenue in 2024 to ministries, central agencies and localities to carry out tasks and projects on science, technology, innovation, national digital transformation and the construction of boarding and semi-boarding schools for high school students in remote, isolated, border and island areas according to the Project of the Ministry of Education and Training when eligible for allocation according to the law.
The Government is responsible for the correctness, accuracy, and consistency with the conclusions of competent authorities on data and report content; ensures the ability to disburse, implement, and is responsible for the arrangement and balancing of missing capital sources; ensures investment procedures in accordance with the provisions of the Law on Public Investment, the Law on State Budget, and relevant laws; ensures efficiency, focus, and key points, without spreading, loss, waste, corruption, or negativity; speeds up the disbursement of public investment capital, and limits the transfer of resources to the following year.
The Nationalities Council, the National Assembly Committees, the National Assembly Delegations, the People's Councils of provinces and cities, the National Assembly deputies, the Vietnam Fatherland Front, and the State Audit shall, according to their functions and tasks, supervise and audit the implementation of this Resolution.
