Research and propose to issue a Resolution of the Politburo on the development of state-owned enterprises.

(Chinhphu.vn) - On the morning of June 16, at the Government Headquarters, Deputy Prime Minister Nguyen Chi Dung chaired a meeting on the Project to summarize the implementation of Resolution No. 5 of the 12th Central Committee on State-owned enterprises (Resolution No. 12-NQ/TW).

Reporting at the meeting, Deputy Minister of Finance Nguyen Duc Tam said that according to the Working Program of the Politburo and the Secretariat in 2025, based on Plan No. 01-KH/DU dated February 21, 2025 of the Government Party Committee; The Party Committee of the Ministry of Finance was assigned to develop a Project to summarize the implementation of Resolution 5 of the 12th Central Committee on State-owned enterprises (SOEs), and report to the Politburo in June 2025.

On June 5, in Official Dispatch No. 4941/VPCP-DMDN, the Prime Minister directed the Ministry of Finance to preside over and coordinate the completion of the Project, research and propose the issuance of the Politburo Resolution on the development of SOEs to truly promote and develop the resources of SOEs to become an important material force to fulfill the leading role of the State economy, contributing to realizing the goal of national development in the new era. At the same time, Deputy Prime Minister Nguyen Chi Dung was assigned to direct the development, seek opinions from competent authorities, and complete the submission to the Politburo for this Project.

Next, on June 11, Deputy Prime Minister Nguyen Chi Dung requested ministries, branches, localities and enterprises to give their opinions on the dossier submitted by the Ministry of Finance. The dossier includes: Draft Proposal of the Government Party Committee, Draft Resolution of the Politburo and Summary Report on the implementation of Resolution No. 12-NQ/TW.

During the meeting, many leaders of state-owned enterprises such as Petrolimex, Vietnam National Energy and Industry Group, Vietnam Electricity Group, Vietnam Rubber Industry Group, Vietnam Railways Corporation, Vietnam National Shipping Lines, etc. contributed their opinions to the Ministry of Finance's submission; reported on the current status of enterprises' operations; recommended and proposed "untying" a number of issues related to institutions, equitization, divestment, infrastructure investment, human resource management, etc.

Sharing the difficulties of SOEs, representatives of the leaders of State management agencies: Ministry of Science and Technology, State Bank of Vietnam, Government Inspectorate, Central Policy and Strategy Committee, Ho Chi Minh City People's Committee, Hai Phong City People's Committee, ... answered some concerns from enterprises and said that it is necessary to review and carefully evaluate the difficulties to come up with effective and practical solutions, innovative and breakthrough management methods.

In his concluding remarks, Deputy Prime Minister Nguyen Chi Dung highly appreciated the Ministry of Finance for its efforts in preparing elaborate documents in a short time and the accurate and dedicated opinions of delegates from ministries, localities and enterprises today.

"The Ministry of Finance fully accepts the valid opinions of the agencies attending the meeting and promptly completes the Submission to the Politburo for comments on the development of a Resolution on State-owned enterprises based on the summary of Resolution 12-NQ/TW," the Deputy Prime Minister directed.

Notably, it is necessary to review and systematize the Party and State's policies to clarify the role, position and mission of SOEs at present and in the coming period, in the context of Resolution No. 68-NQ/TW.

At the same time, re-evaluate the system of legal documents on SOE development; update and study foreign experiences, closely follow international regulations to build a transparent SOE governance model, in line with international practices and standards.

"In addition, SOEs need to lead in technology, contributing to breakthroughs in national competitiveness," the Deputy Prime Minister emphasized.

Regarding divestment of state-owned enterprises, the Deputy Prime Minister noted that the ideology, thinking and approach must be more strongly innovated; the areas that need to be focused on investment, divestment and development must be identified. The strategic areas and important infrastructure in the country must be held. New industries, industries - technology - strategic products must be focused on.

"This is not only a matter of the State towards SOEs, it cannot be done in a one-way direction, but the enterprises themselves must proactively participate and be responsible. Enterprises are the subjects so they need to proactively contribute ideas, make suggestions, and make proposals to operate effectively, develop healthily, make worthy contributions, lead, and be pioneers. SOEs must hold key fields and be pioneers in new fields," the Deputy Prime Minister suggested.

In the spirit of building a short, concise Resolution, closely following the Party and State's guidelines, the Deputy Prime Minister requested that the work contents must be specified quickly; the policy mechanism must be strong enough, have a strategic vision, clear bottlenecks, and create breakthroughs in state-owned enterprises.

According to the Deputy Prime Minister, it is necessary to establish a Drafting Team with the participation of the National Assembly's Economic and Financial Committee, State-owned corporations and groups, etc./.
