With an investment of more than 39 billion VND, but due to its location not being central and not being able to recruit students, the VocationalEducation and Continuing Education Center of Huong Khe District (Ha Tinh) was abandoned after 9 years of operation.
According to the investigation of the People's Representative Newspaper reporter, in 2011, the People's Committee of Ha Tinh province signed a decision approving the project of the Vocational Training, Career Guidance and Continuing Education Center of Huong Khe district (now the Vocational Education and Continuing Education Center of Huong Khe district) in Huong Binh commune with an investment of 39.2 billion VND, on a total area of over 3.5 hectares.
The Vocational Education and Continuing Education Center of Huong Khe District (Ha Tinh) was abandoned after 9 years of operation.
The project includes the following items: Head office, theory building, practice workshop, poultry laboratory, livestock laboratory, library, dining hall and installation of teaching equipment system, 3-storey dormitory. In September 2014, the school was put into use.
The project’s goal is to ensure the needs of 600 students, both studying and vocational training. However, after 9 years of operation, the Huong Khe District Vocational Training, Career Guidance and Continuing Education Center had to close because it failed to meet its initial goals.
According to the reporter's records, after closing, the interior items were seriously degraded, the school campus was shabby.
From the Vocational Education and Continuing Education Center of Huong Khe district built in Huong Binh commune to the district center about 14km is too far, making enrollment difficult.
Speaking to reporters, Mr. Le Van Hop, Director of the Center for Vocational Education and Continuing Education of Huong Khe district, said that the reason the project in Huong Binh commune had to close and be abandoned was because it was built far from the center, so it could not recruit students. Starting from the 2021-2022 school year, students studying at this facility will be transferred to study in Huong Khe town. By the 2023-2024 school year, this facility will be completely closed.
According to the report of the Center for Vocational Education and Continuing Education of Huong Khe district, because this facility is far from the town center, students have difficulty traveling, so the rate of student mobilization is low. Specifically, in the 2016-2017 school year, only 20/138 students needed to be mobilized were mobilized, in the 2017-2018 school year, only 7/117 students were mobilized, and in the 2018-2019 school year, only 34/321 students were mobilized.
Due to abandonment, many items have deteriorated.
“Because the Center is far from the district town, it cannot recruit students. Moreover, through surveys, the majority of parents and students wish to study in the town. In that situation, the People's Committee of Huong Khe district organized many meetings and agreed to choose the option of repairing Gia Pho High School (old) in residential group 12, Huong Khe town so that the Huong Khe District Vocational Education and Continuing Education Center can serve as a training facility from the 2021-2022 school year, while maintaining some classes at the Huong Binh commune school. From the 2023-2024 school year, all remaining classes at the Huong Binh commune school will be transferred to the Huong Khe town facility,” the report said.
The fact that a project with an investment of more than 39 billion VND was abandoned after 9 years of use makes people feel sorry for the waste.
Also according to the report of the Center for Vocational Education and Continuing Education of Huong Khe district, the unit is currently hiring a security guard to look after the Huong Binh commune location to avoid loss of assets. Currently, the factory area at the Huong Binh commune location still has some machinery, assets, and equipment.
"After the Center completes the transfer of assets and practice equipment to the town site, the Center will report to the District People's Committee to propose to the Department of Finance and the Provincial People's Committee a plan to handle "selling assets on land, transferring land use rights" for real estate facilities at Huong Binh commune site according to regulations", said Mr. Le Van Hop.
