According to this person, in the face of rising flood and serious inundation in Thai Nguyen City, some rescue vehicle owners have connected with boat owners at Huong Pagoda to bring boats to Thai Nguyen City to support people.

So far, 4 cars carrying a total of 12 boats have set off for Thai Nguyen City. Commune leaders said this was a personal activity, not through any organization or government.
