Deputy Minister of Natural Resources and Environment Le Cong Thanh answered at the press conference.

Deputy Minister of Natural Resources and Environment Le Cong Thanh said that in recent times, landslides in the Central Highlands have caused serious damage to people's lives and property. Typical examples include the landslide at Bao Loc Pass (Da Lat) or the safety of dams in some locations in Dak Lak and Dak Nong provinces. The press has published many expert analyses on the causes of landslides; many articles have also helped raise public awareness of this issue.

According to Deputy Minister Le Cong Thanh, with natural mountain slopes and hillsides, the weathering of soil and rock occurs slowly. Landslides gradually form natural and stable slopes. When there is a change in the surface from forest land to land for growing trees or leveling land for building houses, roads, building hydroelectric reservoirs, etc., the structure of the ground has changed, leading to the risk of landslides when there is very heavy rain. Common signs to detect and identify this situation are: Cracks appear, trees on the mountain slopes lean in one direction; explosions in the ground indicate the appearance of cracks... At that time, local forces need to monitor and proceed to evacuate residents and property... if there is a great risk.

Nowadays, people's awareness and actions on natural disaster prevention and control have been raised. In particular, local disaster prevention and control agencies and rescue agencies have documents and maps of high-risk landslides in the locality. Youth volunteer forces for natural disaster prevention and control are also trained to review the situation before heavy rains to warn people to evacuate when necessary.

“In the near future, when the Law on Civil Defense is implemented, we will have a more well-trained and organized local civil defense force that can work with the people and local agencies to monitor and supervise signs of cracks to provide early notification, avoiding damage to people and property,” said Deputy Minister Le Cong Thanh.

In addition, we have just started the rainy season. In recent days, there has been heavy rain in the northern mountainous areas and the Northern Delta, and landslides have begun to appear in Son La and Lai Chau provinces. The Prime Minister has also issued a telegram closely directing the provinces in the Central Highlands to continue monitoring, supervising, and overcoming the situation; at the same time, directing other provinces and localities to take more drastic actions in monitoring and warning people about extremely dangerous phenomena such as landslides.
