(TN&MT) - At the October work conference, Minister Do Duc Duy requested that units need to be more determined and make greater efforts to complete the tasks assigned by the Government and the industry since the beginning of the year.
On the morning of November 20, Minister Do Duc Duy chaired the Ministry's Leadership Conference for October 2024 to review and evaluate the work results of October and the first 10 months of the year, set out directions, key tasks and main solutions for the last months of the year, with the goal of completing the 2024 Work Plan Program.
Attending the Conference were Deputy Ministers Nguyen Thi Phuong Hoa, Le Minh Ngan, heads and leaders of units under the Ministry. The Conference was held in person and online.
At the Conference, leaders of units of the Ministry of Natural Resources and Environment and leaders of the Ministry exchanged and discussed frankly, further analyzed the good and bad aspects, especially the shortcomings, limitations and difficulties; identified the causes, drew lessons from experience to propose appropriate, feasible and effective solutions in the direction and implementation of tasks to ensure quality and efficiency in the remaining period of 2024.
Minister Do Duc Duy assessed that the units of the Ministry have organized and completed a huge amount of work, including many urgent and unexpected tasks under the direction of the Party Central Committee, the National Assembly, the Government , the Prime Minister and from practical requirements.
The Minister appreciated and acknowledged the leaders of the Ministry for their determination and closeness in leadership, direction and operation, ensuring synchronization and comprehensiveness in all aspects of work and activities of the Ministry according to assigned fields.
In addition, the heads of agencies and units under the Ministry have done a good job of advising, proactively grasping the practical situation, identifying difficulties and challenges, innovating the organization and implementation methods in a flexible and creative manner, completing assigned tasks well, ensuring requirements on progress and quality.
Assessing the work of building institutions and policies as a key task, the Minister noted that in October, the Ministry focused on leading and directing the development and completion of legal documents to submit to the National Assembly for approval at the 8th Session, including: the draft Law on Geology and Minerals; Resolution of the National Assembly on specific mechanisms and policies to remove difficulties and obstacles for projects and land in the conclusions of inspections, examinations, and judgments in Ho Chi Minh City, Da Nang City, and Khanh Hoa Province; Resolution of the National Assembly on piloting the implementation of commercial housing projects through agreements on receiving land use rights or having land use rights; Policy on adjusting the National Land Use Plan.
In particular, there are tasks to be carried out with very urgent time such as 02 draft Resolutions of the National Assembly on the land sector. In addition, continue to issue circulars according to the Decree under the direction of the Prime Minister.
Regarding the organization of propaganda and dissemination of policies and laws on Natural Resources and Environment, especially the 2024 Land Law to localities. Minister Do Duc Duy highly appreciated and welcomed Deputy Minister Le Minh Ngan and 03 land units, in addition to completing their professional tasks well, they still spent time going to localities to propagate and disseminate policies and laws on land.
By the end of November 19, 2024, the Land Law policy had been disseminated to 41/63 provinces and centrally-run cities, thereby disseminating and equipping knowledge about land policy, creating high consensus throughout the system, which is an important foundation for synchronous and effective law enforcement.
In addition, administrative procedures continue to be reviewed and simplified in the process of directing the drafting of legal documents, promoting decentralization and delegation of authority to localities to handle a number of administrative procedures under the authority of the Ministry; Actively and proactively implementing national and sectoral planning immediately after approval by competent authorities.
In addition, the Ministry of Natural Resources and Environment has also advised the Government on solutions to mobilize, allocate and effectively coordinate natural resources, making an important contribution to the completion of the country's socio-economic development goals.
Support and guide localities to promptly remove difficulties and obstacles in management, exploitation and use of resources: land, minerals, water resources, and marine and island resources.
Strengthen international cooperation, monitor and coordinate activities of exploiting and using water resources to ensure efficiency and savings in the context of our country facing increasing challenges in water security; Continue to effectively implement policies and laws on environmental protection; Do a good job of forecasting and warning in a timely and accurate manner about extreme weather phenomena and developments in hydrometeorology nationwide, contributing to timely direction and management, minimizing damage to people and property caused by natural disasters.
Actively and proactively implement policies and solutions for green transformation, emission reduction, and proactively respond to climate change through expanding international cooperation activities; attract resources to support ministries, sectors and localities in implementing tasks of responding to climate change. Assessing this as a new and difficult field, Minister Do Duc Duy highly appreciated the Department of Climate Change for being proactive in this work to propagate and disseminate to sectors, localities and people to understand and perceive this correctly.
In addition to the positive results achieved, the Minister suggested that units also need to frankly acknowledge the shortcomings and limitations that need to be further resolved in the coming time.
To complete the assigned tasks in 2024, the Minister requested that units continue to maintain the spirit of urgent and drastic work in leadership, direction, operation and organization of work implementation. Working groups on legal policy development; personnel organization; planning - finance; inspection; digital transformation; international cooperation; training and scientific research as well as specialized fields, the Minister requested that heads of units promote their capacity and responsibility as leaders, organize implementation methodically, scientifically, closely following progress and requirements.
