(TN&MT) - On the afternoon of October 19, Member of the Party Central Committee, Minister of Natural Resources and Environment Do Duc Duy chaired a working session with the National Assembly Delegation of Dak Nong province and the Dak Nong Provincial People's Committee to remove difficulties and obstacles of the natural resources and environment sector in the province.
Attending the meeting, on behalf of the Ministry of Natural Resources and Environment, there were Deputy Minister Tran Quy Kien and leaders of units under the Ministry.
On behalf of the Dak Nong Provincial National Assembly Delegation and Dak Nong Provincial People's Committee, there were comrades: Nguyen Truong Giang, Deputy Secretary General of the National Assembly, Deputy Chairman of the National Assembly's Committee for Law; National Assembly Delegate Duong Khac Mai, Deputy Head of the Dak Nong Provincial National Assembly Delegation; Le Trong Yen, Vice Chairman of the Dak Nong Provincial People's Committee and leaders of departments and branches of Dak Nong province.
At the meeting, Dak Nong leaders informed that the province has a total natural area of more than 650,927 hectares, including 07 districts and 01 city; 71 communes, wards and towns.
According to Decision No. 866/QD-TTg of the Prime Minister, Dak Nong has a very large area planned for exploitation and exploration of bauxite minerals: 121,000 hectares (87,000 hectares planned for exploitation and 34,000 hectares planned for exploration); accounting for 18% of the province's natural area. In recent years, Dak Nong province has always identified the development of alumina industry, aluminum smelting, and bauxite mining as one of the three pillars of the locality.
However, this is a very special mineral. Although the area of bauxite mineral planning in Dak Nong province is very large, the mobilized reserves and ore value are not high. Meanwhile, most of the investment activities in infrastructure construction, appraisal and approval of urban planning, rural planning, conversion of residential land use purposes for people... in 6/8 districts and cities of the province are being delayed due to overlapping bauxite planning and there is no solution to carry out administrative procedures on mineral exploitation in the area of investment projects to build works on the bauxite planning area according to Articles 64 and 65 of the 2010 Mineral Law.
Dak Nong province informed that if there is no solution to remove the above obstacles and the progress of implementing bauxite mining projects remains the same as since the Plan 167/2007/QD-TTg until now (on average, only exploiting an area of about 100 hectares per year), Dak Nong province will take hundreds of years to exploit and process all the bauxite reserves and resources in Dak Nong province to have land without bauxite to implement other investment projects.
At the meeting, leaders of the Vietnam Minerals Department, Vietnam Geology Department, Land Department; Land Registration and Information Data Department; Department of Land Resources Planning and Development discussed and resolved groups of issues proposed by Dak Nong on solutions to recover and protect minerals to implement projects in areas where bauxite minerals were discovered. In particular, the Ministry of Natural Resources and Environment and the Vietnam Geology Department urgently assessed the resources and reserves of bauxite ore within the scope of 37 local projects provided; and removed difficulties in the exploitation of minerals for common construction materials in the bauxite planning area.
Regarding the draft Law on Geology and Minerals, Dak Nong believes that Bauxite is a special mineral, different from most other metal minerals, therefore, it is recommended that the Ministry of Natural Resources and Environment develop a number of separate provisions in the planning, exploitation, protection, mine closure and multi-purpose land use for bauxite to suit the practical situation in the locality.
Delegates also discussed to resolve difficulties in implementing the North-South Expressway project in the West, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) section issued by the Government...
In addition, Dak Nong proposed that the Ministry of Natural Resources and Environment agree with the Ministry of Industry and Trade to recommend the Prime Minister to adjust Planning 866/QD-TTg to be consistent with Decision 326/QD-TTg and ensure that localities allocate land for socio-economic development activities.
In addition to the above contents, in the implementation of the 2024 Land Law, localities encountered some difficulties and reported to the Ministry of Natural Resources and Environment for opinions. Leaders of units under the Ministry also discussed to resolve many contents related to land prices, auction of land use rights, compensation, support and resettlement.
Based on the opinions of the leaders of the units, Deputy Minister of Natural Resources and Environment Tran Quy Kien clarified the technical contents to remove the obstacles for Dak Nong. In addition, regarding the problems related to many ministries and branches, Deputy Minister Tran Quy Kien requested Dak Nong province to report to the Ministry of Natural Resources and Environment for discussion and to seek the opinions of the Government leaders to resolve.
Concluding the meeting, Minister Do Duc Duy highly appreciated the efforts and proactiveness of Dak Nong in resolving the difficulties. With the recommendations answered by the leaders of the specialized agencies of the Ministry of Natural Resources and Environment, Minister Do Duc Duy said that after today's meeting, the locality can be proactive and confident in implementing them.
Besides, there are also opinions from Dak Nong proposing to adjust the contents of legal documents, the Ministry of Natural Resources and Environment agrees with the locality and will advise and report to the Government leaders to resolve the issue for the province.
In addition, with the recommendations to build the project of the Law on Geology and Minerals, Minister Do Duc Duy suggested that the drafting agency absorb as much as possible and report back to the National Assembly Standing Committee as well as explain to the National Assembly so that when the Law is promulgated, it will create more favorable conditions, removing difficulties that Dak Nong in particular and other localities in general are facing.
Regarding specific recommendations on the mineral sector, in addition to the opinions clarified by specialized agencies, Minister Do Duc Duy suggested that Dak Nong province should adhere to the viewpoint of deep processing, mineral exploitation must be associated with processing. Specific projects must focus resources on public investment projects to promote socio-economic development and disbursement of public investment capital.
In the land sector, it is necessary to closely follow the 2024 Land Law. Only issues that are allowed by law should be implemented. Any content that is allowed to be transferred should be transferred. If it is not allowed to be transferred, the process must be re-implemented to ensure compliance with current laws.
In addition, Minister Do Duc Duy said that the Ministry of Natural Resources and Environment will support Dak Nong in disseminating the 2024 Land Law, building technical economic norms, etc. The Minister suggested that the province send a specific request for the Ministry to respond in writing, thereby removing obstacles, freeing up land resources, thereby meeting local development needs and ensuring people's rights.
