On the morning of May 12, in Thai Binh province, Prime Minister Pham Minh Chinh worked with the Standing Committee of Thai Binh Provincial Party Committee to evaluate the results of leadership in implementing the political tasks of the Thai Binh Provincial Party Congress in the first 4 months of 2025 and the 2020-2025 term; key directions and tasks in the coming time; and give opinions on the province's proposals and recommendations.
Also attending the meeting were Minister of Construction Tran Hong Minh, Secretary of Hung Yen Provincial Party Committee Nguyen Huu Nghia, Secretary of Thai Binh Provincial Party Committee Nguyen Khac Than; leaders of central ministries, branches and Thai Binh province.
The land of rich tradition is changing strongly
Reports and opinions at the meeting assessed that Thai Binh is a land rich in revolutionary traditions, transforming from an agricultural province to developing modern industry, services and urban areas.

In recent times, the economy of Thai Binh province has continued to develop. GRDP in the first quarter of 2025 increased by 9.04%, the highest in the same period in 2020-2025 and higher than the national GDP growth rate (6.93%). The average GRDP growth rate for 5 years is estimated at 8.36%/year, bringing the GRDP scale in 2025 to more than 151.2 trillion VND, 1.7 times higher than in 2020 and ranking 23rd out of 63 nationwide. At the same time, the economic structure has shifted positively; inflation has been controlled, the average CPI in the first 4 months of 2025 increased by 2.07% over the same period last year.
All major sectors have grown well. Agriculture has developed steadily in a sustainable direction, applying high technology. All 51 communes have met the new rural standards, of which 45 communes have met the advanced new rural standards; 6 communes have met the model new rural standards.
Industry has developed rapidly with the main driving force being the processing and manufacturing industry. The industrial production value in the first 4 months of 2025 increased by 17.1% over the same period; the average increase in the period of 2020-2025 is estimated at 14.3%/year, higher than the previous period (13.1%/year). At the same time, supporting industries and component manufacturing have developed; the energy industry has solved bottlenecks, put thermal power plants into operation (with a total capacity of 1,800 MW) and is actively implementing the LNG power project (capacity of 1,500 MW). During the term, 4 new industrial parks were established (Lien Ha Thai, Hai Long, VSIP, Hung Phu).
Trade and services grew quite well. In the first 4 months of 2025, export turnover increased by 11.1% with export markets reaching 100 countries; total retail sales of goods and service consumption revenue increased by 16.1%, higher than the national average (10%).
Positive production and business results in the area, along with the implementation of electronic tax collection, have helped the budget revenue achieve very positive results. Total state budget revenue in the first 4 months of 2025 reached 67.2% of the estimate, up 60.8% over the same period.

Administrative procedure reform continues to be promoted; the business investment environment has been significantly improved. In 2024, the Public Administration Performance Index (PAPI) will rank 15th; the People's Satisfaction Index (SIPAS) will rank 21st; and the Provincial Competitiveness Index (PCI) will be in the top 30 nationwide.
Business development, investment attraction and public investment disbursement have seen positive changes. To date, the province has nearly 12,500 enterprises, more than double that of 2020. In the first 4 months of 2025, registered FDI capital reached over 585 million USD, nearly 4 times higher than the same period, bringing the total registered FDI capital in the 2020-2025 period to over 5.4 billion USD, 14.5 times higher than the previous period.
The disbursement rate in the first 4 months is estimated to reach 20% of the plan assigned by the Prime Minister, higher than the national average (15.6%). Strategic transport infrastructure projects have been cleared of bottlenecks and started construction, such as the Hai Phong - Ninh Binh Expressway Project through Thai Binh and Nam Dinh, and the coastal road project.
Social security is ensured; people's lives are improved; political security, social order and safety are maintained; the fields of culture, health, education, labor, etc. are focused. The province has paid attention to and organized the movement "Eliminating temporary and dilapidated houses nationwide in 2025", striving to complete before June 20, 2025.

Encroaching on the sea, developing strategic infrastructure to accelerate and break through
Speaking at the meeting, Prime Minister Pham Minh Chinh basically agreed with the reports and opinions; on behalf of the Government, he acknowledged and commended the efforts and important results that the Party Committee, government and people of Thai Binh province have achieved in the past time, making important contributions to the overall achievements of the whole country.
Analyzing some of the difficulties, challenges, shortcomings and limitations of the province, the Prime Minister said that Thai Binh has not yet fully exploited its distinct potential, outstanding opportunities and competitive advantages; the economy has not yet made any breakthroughs. The scale of the economy is small, efficiency, competitiveness and growth quality are not high. Although total retail sales and service consumption revenue have increased, they tend to decrease with the results of the first 4 months of 2023, 2024 and 2025 being 17.9%, 16.5% and 16.1% respectively.
In the coming time, the Prime Minister suggested that it is necessary to fully assess the potential differences, outstanding opportunities, and competitive advantages of Thai Binh, thereby having appropriate, breakthrough solutions, providing a fulcrum and leverage to achieve double-digit growth in 2025 and develop rapidly in the next 5 years.
The Prime Minister pointed out some outstanding potentials and advantages of the province such as rich historical and cultural traditions, hardworking people, narrow land and large population, large labor force, natural conditions, especially the sea and the ability to reclaim the sea, and effectively exploit land funds.

Pointing out five key tasks, the Prime Minister requested that first of all , it is necessary to proactively and resolutely implement the arrangement of administrative units at all levels and build two-level local governments, on the basis of closely following the resolutions, conclusions and directions of the Central Committee, the Politburo and the National Assembly.
Emphasizing that the merger of Thai Binh with Hung Yen will create new space and development momentum, the Prime Minister requested to soon stabilize the operations of agencies, pay attention to ensuring smooth and effective implementation of public services, especially online public services, without interrupting or affecting the operations of agencies, organizations, businesses and people, focusing on building public administrative service centers, shifting from a passive state to a proactive service state.
Second, determination and determination to achieve double-digit growth. The province has many conditions to do this thanks to political stability, agriculture as a strength, building industrial parks, developing transport infrastructure, health, education, and society; taking the lead from state resources, activating all social resources for development, renewing the three traditional growth drivers (investment, export, consumption) and promoting new growth drivers. The Prime Minister noted that the province should diversify products, markets, supply chains, build brands, improve designs and packaging for products, research and exploit strengths and specialties such as fish cakes, sticky rice, etc.
Third, focus on researching, thoroughly grasping, and resolutely and focusedly implementing the Politburo's Resolutions on the "strategic quartet": Science and technology, innovation, national digital transformation (Resolution 57), international integration (Resolution 59), law making and enforcement (Resolution 66), and private economic development (Resolution 68).
Fourth, connecting Thai Binh's economy with the Red River Delta, with the Central region, through Hai Phong - Quang Ninh connecting with China, connecting the region, connecting internationally.
Fifth, in the context of limited land and a large population, the Prime Minister directed the province to study and develop a plan to reclaim the sea to develop economic zones, industry, ports, and infrastructure; and reserve the inner land for high-tech agricultural development.
Directing 9 specific tasks, the Prime Minister requested to review the goals and targets according to the Resolution of the 13th National Party Congress and the Resolution of the Provincial Party Congress. For any goals that have been completed, we must try to complete them better. For any goals that have not been completed, we must have solutions and try harder to achieve them in 2025.
Along with that, proactively and resolutely implement the Resolutions, Conclusions and directions of the Central Committee, Politburo, National Assembly and Government; well prepare for Party Congresses at all levels, towards the 14th National Congress of the Party.
Research and effectively exploit land; develop strategic infrastructure, of which the Ninh Binh - Hai Phong expressway section through Nam Dinh and Thai Binh must be completed in 2026.
Promote administrative procedure reform, improve the investment and business environment. In 2025, abolish at least 30% of unnecessary investment and business conditions; reduce at least 30% of administrative procedure processing time; reduce at least 30% of administrative procedure costs. Timely resolve difficulties and obstacles, create maximum convenience for people and businesses in production and business activities.
At the same time, strengthen national defense and security, maintain security, politics, order and social safety. Focus on ensuring social security, not sacrificing progress, fairness, social security and the environment to pursue economic growth alone; take care of healthcare, education, and organize the high school graduation exam well. Determined to reach the finish line early in the movement "The whole country eliminates temporary and dilapidated houses by 2025"; implement social housing projects.
Focus on building a clean and strong Party and political system, improving the leadership capacity and fighting strength of Party organizations and Party members, consolidating and strengthening solidarity and unity.
The Prime Minister basically agreed with the province's proposals and recommendations, including those related to the development of Thai Binh economic zone, and requested the development of specific plans and projects for implementation.
The Prime Minister proposed to study and immediately build the most direct route with a scale of 10 lanes from Hung Yen City to Thai Binh City, from there connecting with Hanoi - Hai Phong Expressway, Phap Van - Cau Gie Expressway, Ninh Binh - Hai Phong Expressway.
The Prime Minister also agreed in principle and proposed to quickly implement the investment project to build a 1,500-bed General Hospital and the project to develop Thai Binh University of Medicine and Pharmacy into a leading medical university in Vietnam and move towards regional advanced level, reaching international standards. With the requirement of rapid implementation within about 2 years, oriented towards smart hospitals and smart universities, the Prime Minister said that the Central Government will support part of the funding for these projects in the overall implementation of Resolution 57.
