Reporting at the Conference, Mr. Khuat Hoang Kien - Deputy Director of the Department of Digital Transformation and Data Information of Natural Resources and Environment (DT&TTDL) said that in 2023, the Department has consulted, proposed and implemented solutions and methods of direction and management based on digital transformation (DT), digital data and high-level application of information technology, initially achieving breakthrough and innovative results in the DT of the Ministry and branches.

In particular, the Department has achieved outstanding achievements through the implementation, ensuring the plan and quality in digital transformation work, operating e-Government towards digital Government according to the plan, including: Building and completing shared digital infrastructure; building and completing national and specialized databases; deploying operations; digital platforms, information systems serving management, direction, and professional work; providing online public services, connecting and integrating with the National Public Service Portal, the National Single Window Portal; implementing the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030, etc.

In addition, the Department completed key tasks and solutions for e-Government development according to Resolution No. 17/NQ-CP dated March 7, 2019; E-Government Development Strategy towards Digital Government; National Digital Transformation Program; National Cyber ​​Security and Safety Strategy; Project on developing applications of population data, identification and electronic authentication.

At the same time, continuously operate the System to receive and respond to feedback and recommendations from citizens, businesses and National Assembly Delegations through the Feedback System of the National Public Service Portal and the Feedback System of the Ministry of Natural Resources and Environment. Deploy online public service provision, connect, interconnect, and integrate with the National Public Service Portal, the National Single Window Portal to provide online public services for administrative procedures of the Ministry, 100% of Portal services at the qualified level.

The Department's results in the year were highly appreciated, such as: The Digital Transformation Index (DTI) of the Ministry of Natural Resources and Environment ranked 3rd/17 among ministries and ministerial-level agencies with public services; The Readiness Index for Development and Application of Information and Communications Technology (ICT Index) of the Ministry of Natural Resources and Environment ranked 2nd/17 among ministries and ministerial-level agencies with public services and the Department of Digital Transformation and Information Technology of the Ministry of Natural Resources and Environment received a Certificate of Merit from the Minister of Information and Communications for outstanding achievements in implementing phase 1 of the IPv6 for Gov program according to Decision No. 1096/QD-BTTTT dated June 23, 2023; Certificate of Merit from the Minister of Natural Resources and Environment for regular achievements Decision No. 1280/QD-BTNMT dated May 18, 2023.

Mr. Khuat Hoang Kien identified tasks to promote key solutions in applying Information Technology, build orientations for the development of digital transformation in the industry in 2024 and made some proposals. The Department needs to promote research and widely deploy artificial intelligence (AI) platforms in developing e-Government towards digital Government serving people and businesses, developing the socio-economy, practically modernizing the country, being independent in technology, and integrating into international technology levels.

Proposing some opinions at the Conference, Mr. Le Xuan Tung - Office of the Ministry of Natural Resources and Environment said that the Department needs to continue to focus on, promote reform solutions and improve the efficiency of handling administrative procedures, especially reviewing and implementing tasks assigned by the Ministry in specific plans. In particular, it is necessary to focus on overcoming the work of statistics, reporting, and data export on the Electronic One-Stop System software to serve the digital transformation process quickly and conveniently.

Directing at the Conference, Deputy Minister of Natural Resources and Environment Tran Quy Kien commended and congratulated the Department of Digital Transformation and Digital Tourism of Natural Resources and Environment for achieving good results and completing the tasks set out in the past year. In particular, the Deputy Minister highly appreciated the capacity of the Department as demonstrated by the Digital Transformation Readiness Index, the Department is currently ranked 2nd among the Ministries and sectors. However, maintaining this position in the current context is also a big challenge. Therefore, the Department really needs to focus on investing in resources, human resources, financial resources, and funding to be able to fully exploit its potential in developing Projects and Schemes.

To ensure the organizational structure of the Department, leaders of units in the Department also need to thoroughly grasp to increase the payroll and human resources in the Department of Digital Transformation to operate effectively and smoothly.

Conference Overview

In addition to the achievements, the task of 2024 is very large and is considered a pivotal year to implement many programs such as investment projects, public and medium-term investment of the Ministry of Natural Resources and Environment (accounting for 20% of the total budget); large projects such as the digital transformation project, the Natural Resources and Environment database that the Department must implement this year and 2025 are basically completed.

Accordingly, the Department must specifically review the land database, evaluate many projects to proceed, and no later than December 31, 2024, the multi-purpose land project must be put into operation. Therefore, the Department needs to act decisively, complete and maintain updates on projects, develop specific step-by-step plans based on standards, regulations and thoroughly understand policies and guidelines to effectively implement the goals. At the same time, coordinate with the Department of Science and Technology, invite partners to connect information, scientific technology, connect and closely combine to produce technology products and scientific topics that can be applied in practice.
