(Chinhphu.vn) - Within the framework of the official visit to the Russian Federation and attending the 80th anniversary of Victory Day in the Great Patriotic War, on the morning of May 10th local time, General Secretary To Lam and the high-level Vietnamese delegation met and delivered a speech at the Presidential Academy of Public Administration and National Economy of the Russian Federation (RANEPA), also known as the Presidential Academy.

Also attending were Chairman of the Russian State Duma Vyacheslav Viktorovich Volodin, leaders of the National Assembly and Government of the Russian Federation, veterans, dignitaries, intellectuals, experts from the Russian Federation and the former Soviet Union, and a large number of students and postgraduates.

In his welcome speech, Rector of the Academy of Public Administration and National Economy under the President of the Russian Federation Alexey Gennadievich Komissarov said that the Academy is a higher education institution that provides training at all levels in the fields of economics, social affairs and humanities; as well as training and fostering leaders and senior managers in the administrative apparatus of the Russian Federation. The Academy is the only educational institution directly under the management of the President of the Russian Federation. The predecessor of RANEPA was the Institute of Social Sciences under the Central Committee of the Communist Party of the Soviet Union, which trained and fostered nearly 1,000 senior leaders of Vietnam, including the late General Secretary of the Communist Party of Vietnam Nguyen Phu Trong...

Emphasizing the importance of the visit of General Secretary To Lam and his wife along with the high-ranking Vietnamese delegation, Chairman of the State Duma of Russia Vyacheslav Viktorovich Volodin affirmed that the State Duma of Russia is always proud of the loyal and steadfast relationship between Russia and Vietnam. This visit contributes to deepening the traditional friendship and comprehensive strategic partnership between the two countries, including parliamentary cooperation.

Here, General Secretary To Lam delivered a speech titled "Cultivating the Traditional Friendship and Comprehensive Strategic Partnership between Vietnam and the Russian Federation in the New Era, for Peace, Cooperation, and Development."

General Secretary To Lam expressed his pleasure at visiting and speaking at the Academy of Public Administration and National Economy under the President of the Russian Federation on the occasion of Russia's celebration of the 80th anniversary of Victory Day in the Great Patriotic War.

The General Secretary emotionally shared that the past century has witnessed special ties between the two countries. From the 1920s, when the Vietnamese revolutionary movement was still in its formative stages, Soviet Russia – the result of the Great October Revolution – became a beacon illuminating the path to national liberation for Vietnam. President Ho Chi Minh, the founder and leader of the Vietnamese revolution, went to Russia early on, studied at the Communist International, and embraced Marxism-Leninism, thereby laying the ideological foundation for the founding of the Communist Party of Vietnam in 1930. Many pioneering revolutionaries such as Tran Phu, Le Hong Phong, and Ha Huy Tap also studied and trained in the Soviet Union, growing into outstanding leaders of the Vietnamese revolutionary movement.

The General Secretary affirmed that the sincere, loyal companionship, sharing, and assistance, as well as the noble solidarity of the Soviet Union in the past and the Russian Federation today, are a precious historical legacy for the two countries to continue to cultivate, build, and develop their substantive friendly cooperative relationship now and in the future.

Beyond geographical distance, the two countries share immense similarities in history, spirit, vision, and values. Both peoples are "in tune" in spirit, "empathize" in overcoming challenges, and "walk together" on paths of development, above all, sharing a bond of comradeship and brotherhood. In the world, few countries have consistently held such a deep and unwavering affection in the hearts of generations of Vietnamese people as the former Soviet Union and present-day Russia.

Regarding the process of implementing the Doi Moi (Renovation) policy in Vietnam, the General Secretary stated that, overcoming many difficulties, Vietnam has today risen to become an open, dynamic economy, a shining example of growth. These great achievements of historical significance, along with the recognition of international friends, have placed Vietnam at a new historical starting point, confidently stepping into a new era with strategic and long-term orientations for the next stage.

General Secretary To Lam receives the title of "Honorary Professor" from the Presidential Academy of the Russian Federation.

To promote cooperation between the two countries, the General Secretary stated that Vietnamese and Russian leaders had exchanged views and outlined the following directions: Strengthening delegation exchanges, regular and substantive consultations and dialogues at the high and highest levels; elevating economic, trade, and investment cooperation – a key area of ​​cooperation in bilateral relations; and especially prioritizing and facilitating the expansion of trade, investment, and financial-credit relations in accordance with international law and the legal regulations of both countries to promote the exchange of goods and services. Along with this, cooperation should be expanded in the fields of agriculture, forestry, and fisheries; mineral exploitation and processing; industry; machinery manufacturing; and energy.

The General Secretary emphasized that strengthening defense and security cooperation plays a particularly important role in the overall Vietnam-Russia relationship, promptly meeting the demands of the current situation while contributing to ensuring peace, stability, and development in the region and the world. He stressed the importance of promoting cooperation in science and technology, innovation, and digital transformation, viewing this as a key area of ​​cooperation, including basic science, information technology, artificial intelligence (AI), automation, biomedical technology, and renewable energy.

The General Secretary emphasized that building nuclear power plants is a high priority for Vietnam at present, and therefore attaches particular importance to strengthening cooperation in the field of atomic energy, especially the effective implementation of the project to build a Nuclear Science and Technology Research Center in Vietnam.

According to the General Secretary, the two countries need to strengthen cooperation in the fields of education and training, culture, arts, tourism, and people-to-people exchanges; they need to continue expanding the activities of the Vietnam-Russia Network of Technical Universities to promote the training of high-quality human resources; and he hopes that the RANEPA Academy will continue to expand cooperation with research institutes and universities in Vietnam, especially in the fields of public administration, international economics, and international relations.

The two countries need to strengthen cooperation and coordinate closely in international and regional multilateral forums, continue to promote multilateralism, a just and sustainable multipolar world order, in which Russia is an important pole, based on the fundamental principles of the UN Charter and international law; promote the joint efforts of the international community to respond to non-traditional security challenges, and hope that the Russian Federation will continue to support strengthening the central role of the Association of Southeast Asian Nations (ASEAN) in the Asia-Pacific regional structure. The General Secretary pledged that Vietnam will strengthen close coordination with Russia to further deepen the ASEAN-Russia Strategic Partnership…

The General Secretary emphasized the glorious history and great achievements of the Russian nation and people, as well as the proud development of bilateral relations, which have affirmed Russia's special role and position in Vietnam, including the important contributions of the RANEPA Academy. Generations of students, researchers, and postgraduate students at the Academy will undoubtedly continue to be bridges promoting the great friendship between Vietnam and the Russian Federation.

Speaking at the event, the General Secretary expressed his deep gratitude to the Russian veterans, intellectuals, and experts who have wholeheartedly supported Vietnam throughout the years. The General Secretary emphasized that they will all forever remain loyal and close friends, comrades, and brothers of the Vietnamese people.

The General Secretary expressed his hope that, following in the footsteps of previous generations, the young generation of both countries today should internalize the noble spirit of internationalism applied in the close, loyal, and rare relationship between the people of Vietnam and the Russian Federation, as well as the important significance of continuing to cultivate solidarity, friendship, and strong cooperation between the two countries in the new era.

The General Secretary expressed confidence that Vietnam and the Russian Federation will continue to walk hand in hand on the path towards prosperity, well-being, and happiness for their people, and that the relationship between the two countries will develop to a new level, commensurate with the historical and cultural stature of each country and the demands of the times.

On this occasion, Alexey Gennadievich Komissarov, Rector of the Academy of Public Administration and National Economy under the President of the Russian Federation, awarded General Secretary To Lam the title of "Honorary Professor" of the Academy; and presented him with a copy of the dissertation "Activities of the Communist Party of Vietnam aimed at strengthening relations with the masses in the current period (based on the experience of the Communist Party of the Soviet Union)", by the late General Secretary of the Central Committee of the Communist Party of Vietnam Nguyen Phu Trong, defended in 1983.
