In early April 2025, we had the opportunity to visit the fruit tree growing model of Mr. Duong Cong Doanh's family in Na Nuay village, Hung Vu commune. In the fruit tree garden of more than 1.5 hectares, Mr. Doanh shared: Previously, on this area, my family only grew corn, so the economic efficiency was not high. In 2017, with the guidance of the commune Farmers' Association staff, my family borrowed 50 million VND from the District Social Policy Bank Transaction Office to invest in growing Dien grapefruit, green-skin grapefruit, and Canh oranges. To effectively use the capital, I participated in training courses on science and technology transfer organized by the commune, visited and learned from the experiences of models in Bac Giang province. Thanks to that, my family has now planted over 1,200 fruit trees, each year Canh oranges yield 5-6 tons of fruit, grapefruits yield about 15,000 fruits, bringing the family an income of 200 million VND/year after deducting expenses.
As for the family of Ms. Duong Thi Ngu, Ma Hin village, thanks to preferential loans, her family has had a stable income with the pig farming model. Ms. Ngu said: In 2018, my family was given the opportunity to borrow 50 million VND from the District Social Policy Bank Transaction Office to develop livestock farming. Thanks to the capital, I invested in barns and breeding animals. On average, each year, my family sells 50-60 pigs to the market, bringing in an income of 200 million VND/year. My family has now paid off all the debt to the bank.
Not only Mr. Doanh and Ms. Ngu's family, from preferential capital, many poor households and other policy beneficiaries in the commune have built effective economic models such as: raising pigs, goats, poultry; growing fruit trees; planting forests... Currently, the total outstanding debt of preferential loan programs in the commune has reached 28.6 billion VND with 760 households still in debt.
Mr. Duong Dinh Duy, Chairman of the Commune People's Committee, said: Hung Vu is a purely agricultural commune, the main income of the people depends on agricultural production. The whole commune currently has 1,061 households with 4,881 people. In recent years, the Party Committee and the commune government have always identified the orientation and assistance of people to access preferential capital sources for economic development as one of the key tasks. Therefore, every year, the Commune People's Committee always coordinates with associations and organizations to grasp the borrowing needs of households, then guides them to prepare documents and orient the appropriate use of capital sources. In addition, every year, the Commune People's Committee coordinates with the district's professional agencies to organize 2 to 3 training courses to transfer science and technology to the people.
To effectively manage capital, the commune closely coordinates with the bank to do a good job of inspecting and supervising the use of loans by the people. Accordingly, every year, the commune's Poverty Reduction Committee conducts inspections of 100% of loan groups and borrowers; the association organizations conduct periodic inspections every quarter and inspect borrowers 30 days after lending. The inspections show that all households use the capital for the right purpose and effectively.
Mr. Nguyen Thanh Lang, Director of the Transaction Office of the Social Policy Bank of Bac Son District, assessed: In recent years, the Party Committee and the government of Hung Vu commune have always paid attention to and directed the effective implementation of the Government's preferential loan programs. Thanks to that, this commune has always been in the top 5 communes with high outstanding debt in the district, and credit quality is guaranteed. Thereby, capital is transferred quickly and promptly to poor households and policy beneficiaries, contributing to the socio-economic development of the commune. In 2024, Hung Vu commune was awarded a certificate of merit by the Board of Directors of the Social Policy Bank of the district for its outstanding achievements in implementing policy credit activities in the area.
Thanks to the effective promotion of capital resources, up to now, the commune has had many economic models that bring high income. Thereby contributing to reducing the poverty rate of the commune over the years, by the end of 2024, the poverty rate of the commune will be 5.24% (in 2023 it will be 6.54%); average income per capita will reach 55.81 million VND/person (an increase of over 8 million VND/person compared to 2023), thereby helping Hung Vu commune to implement the criteria in building new rural areas, helping the commune to meet the advanced new rural standards in 2024.
