The position of Rapporteur is part of the leadership (Bureau) of the Commission - the person who compiles the final report of the Commission to submit to the United Nations General Assembly. Ambassador Nguyen Hong Thao was also elected as the head of the Asia- Pacific group (consisting of 8 members).
In 2016 , Ambassador Nguyen Hong Thao became the first Vietnamese person elected as a member of the International Law Commission.
During the 2017-2022 term, the Ambassador has always proactively played a role in promoting the research results of the ILC, actively speaking and participating in discussions on topics at the Committee.
Professor Nguyen Hong Thao has made contributions to traditional topics of interest to researchers in general, such as national inheritance, international dispute resolution...
In addition, the ambassador contributed to showing the interest of developing countries in new and non-traditional topics. He actively participated in discussions on the topics of protecting the atmosphere and the environment in armed conflicts...
With his role in solidarity, harmony and active contribution to the work of the Committee, in 2018, the 70th anniversary of the establishment of the ILC, Ambassador Nguyen Hong Thao was elected by his colleagues to the position of Second Vice Chairman of the Committee, a position that not everyone in the first term can obtain.
In November 2021 , the Ambassador was re-elected as an ILC member for the 2023-2027 term, in a vote at the 76th session of the United Nations General Assembly in New York, with 145/191 votes, ranking 4th out of 11 candidates in the Asia- Pacific region.
Mr. Nguyen Hong Thao graduated with a PhD in Law from Paris I School, Sorbonne University, France. He used to hold the position of Deputy Head of the National Border Committee, Head of the delegation negotiating border agreements with Vietnam's neighboring countries.
He also serves as a legal advisor for important law projects such as the Law of the Sea and the Law on Environment; is a founding member of the Vietnam Society of International Law (VSIL) and the Asian Society of International Law (AsianSIL). Since 2020, he has been an Arbitrator of the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
The International Law Commission (ILC) was established by resolution 174 of the United Nations General Assembly on November 21, 1947, with the mission of promoting the codification and progressive development of international law, through research, discussion and making recommendations. The ILC is the birthplace of many important international treaties, typically the 1969 Vienna Convention on International Treaties. ILC members are often famous professors, diplomats , and jurists with experience in researching, teaching, and practicing international law. |
