Pho Yen City currently has over 900 households operating boarding houses, providing accommodation for about 4,000 workers in industrial parks and clusters in the area. In reality, many boarding houses have a high risk of fire and explosion, and despite knowing the risks and dangers, many workers still have to accept renting to live.

However, through inspection by the authorities, most of the boarding houses in Pho Yen City currently do not meet these conditions.
Located near the two industrial parks of Yen Binh and Diem Thuy, Dong Tien, Hong Tien, and Bai Bong wards are localities with many households running boarding houses. However, in many boarding houses, regulations on building fire prevention plans; installing fire alarm systems, fire fighting systems, fire prevention systems, smoke prevention systems, escape routes, etc. are almost non-existent.
For example, My Mung boarding house of Ms. Nguyen Thi My's family, in Hong Tien ward, has a scale of 4 floors, 200 rooms, but the owner only equipped fire extinguishers. Or like the 2-storey boarding house, scale of 6 rooms, of Ms. Man Thi Chi, in Thai Binh residential group, Dong Tien ward, is not fully equipped with equipment and conditions for fire prevention.
Last September, the interdisciplinary team of Pho Yen City and 18 communes and wards inspected fire safety and rescue work at 97 establishments at high risk of fire and explosion, mainly boarding houses.
As a result, 100% of the boarding houses were inspected for violations of fire prevention regulations. Common violations include: Electrical systems that do not ensure fire and explosion safety (connections, hookups, lack of regular inspection, maintenance and replacement); doors and emergency stairs are not guaranteed in terms of quantity and size; fire prevention equipment is not qualified for operation...
During the inspection, the authorities recommended that the facilities improve fire prevention and fighting conditions, and at the same time made records, handled administrative violations, and collected over 230 million VND to the State budget.
According to Major Phan Van Kien, Head of the Administrative Management Team for Social Order (Pho Yen City Police): There are many reasons for the above situation. Firstly, people's awareness of complying with the law on fire prevention and fighting is still limited, and they even have an uncooperative attitude when the authorities conduct inspections and reminders. In addition, most of the tenants are workers from other provinces, with low monthly incomes, so they often look for cheap accommodation. To meet the demand for low prices, many landlords have reduced investment costs in fire prevention and fighting. In addition, the number of rented rooms is large while the authorities are thin, so the work of propagating and disseminating regulations on fire prevention and fighting, inspection and handling also faces many difficulties and limitations.
In the coming time, Pho Yen City Police will increase propaganda, training, and dissemination of regulations on fire prevention, rescue, and first aid for owners of lodging establishments; at the same time, increase inspection, reminders, and handling of violations.
The authorities recommend that each individual and household in the rented accommodation proactively implement fire prevention measures (do not arrange goods and objects to cover or obstruct escape routes; keep flammable items, goods and materials away from sources of fire and heat when cooking); equip yourself and your family members with skills and equipment to support escape and escape to respond in case of an unfortunate fire at the rented accommodation...
