Part 2: Worrying about the "gaps"

Although there have been many efforts to develop both the quantity and quality of religious party members, overall, the work of developing religious party members in the province still has many "gaps".

There are still "difficult" things

Over the past ten years, the entire Party Committee of the commune has not been able to recruit any new religious party members. This is the concern of the Secretary of the Party Committee of Hoa Son commune (Krong Bong district) Truong Thi Bich Van. Currently, the entire commune has 350 people following religions: Cao Dai, Buddhism, Protestantism, but there is only one religious party member, Secretary of the Party Cell of Village 1 Nguyen Van Phuoc. The reason is said to stem from the fact that the number of people following religions is small (only about 3.2%), and they come from many different localities, so finding a "common voice" is the biggest difficulty.

Few people follow religion, so it is difficult to develop party members who are religious; in Yang Reh commune (Krong Bong district), over 62% of the population follows religions, but the percentage of party members who are religious is only 11.3% (18/159 party members). Explaining this, Secretary of the Yang Reh commune Party Committee Hoang The Nhan said that low education level, problems in background verification and having many children are the main reasons leading to difficulties in developing party members in general and party members who are religious in particular in the commune.

Or in Binh Tan ward (Buon Ho town), although 99% of the population is religious, the percentage of religious party members is only 38% (35/90 party members). Most of the religious party members participate in the political system. Religious people who do not work as "cadres" or in agencies and public service units in the area do not have the desire to join the Party. In addition, raising awareness and cultivating ideals for the masses following religions is still limited. "This is a major concern of local Party committees in the work of developing party members in religions", Secretary of Binh Tan ward Party Committee Doan Van Dung shared.

Buon Ho Town is one of the localities with a large number of religious followers, accounting for 54.9% of the population. Currently, the entire Party Committee of the town has 3,686 party members, of which 148 are religious (more than 4%). In recent times, the Buon Ho Town Party Committee has directed grassroots party organizations in the area to strengthen the work of developing religious party members by regularly going to the grassroots, grasping the situation, and being close to religious dignitaries, officials and the masses. However, the work of creating sources for developing religious party members still faces many difficulties.

Lack of solutions, "immature" awareness

With a population of over 27% following religions, Krong Buk district is also facing many difficulties in developing party members who are religious. The biggest difficulty that local party committees are facing is that the number of religious followers in the district who meet the conditions and standards for Party membership according to regulations is very limited. In particular, there are no religious organizations or unions for the masses to participate in activities to discover and foster Party membership.

According to the assessment of the Provincial Party Committee's Organizing Committee, in the past, some Party Committees and Party Committee leaders have not yet properly recognized the importance, purpose, and significance of recruiting religious Party members, so they have not paid attention to creating sources and fostering the recruitment of religious Party members. Some grassroots Party Committees have not regularly inspected and urged, so the implementation results are still limited.

"The work of creating sources and fostering Party membership at the grassroots level still faces many difficulties due to the limited awareness and intellectual level of religious people in remote areas and ethnic minority areas. There are people who are very prestigious religious people, actively participating in local movements, but due to violations of population and family planning policies and regulations on political standards, they are not eligible for consideration for Party membership" - Deputy Head of the Provincial Party Committee's Organization Board Le Nam Cao.

In addition, the management of party members participating in religious activities and the training andeducation of outstanding religious people to recruit them into the Party in many places have not been implemented closely, are still confused and have not had measures to handle party members who violate regulations on religious activities. In some places, grassroots party committees have not fully implemented the Party's guidelines on the development of party members for religious people according to Regulation No. 06-QDi/TW of the Politburo and the guidance of the Central Organization Committee.

In addition, the reality in many localities also shows that some grassroots party organizations do not have specific programs, plans, and measures to lead and direct mass organizations, villages, hamlets, and residential groups to create sources and foster Party sentiment among religious people to introduce them for consideration of admission to the Party, so the work of developing religious party members has not achieved the desired results. The Fatherland Front and grassroots associations and organizations have not yet fully promoted their core role in gathering and developing religious union members. At the same time, they have not organized and launched many emulation movements or introduced appropriate forms of activities to discover active and outstanding masses to introduce them to the Party organization for consideration of admission.

In addition to the difficulties in resources and activities of Party committees, associations and unions in organizing movements, the inadequate awareness of joining the Party of some religious people at times and in some places is also the reason for the low rate of Party members who are religious. For example, in Cu Kuin district, although the work of developing Party members who are religious has achieved many results, it still faces many difficulties arising from this cause. According to the Organizing Committee of Cu Kuin District Party Committee, currently, a part of the masses who are religious people in Catholic areas are still hesitant to join the Party because they are afraid that their activities as believers will be restricted according to doctrine and canon law.
