Many localities cannot maintain the good momentum of public investment disbursement in 2023.
That is one of the reasons why, by the end of June 2024, it is estimated that public investment disbursement will only reach VND 196,700 billion, reaching 29.39% of the plan, lower than the figure of 30.49% of the same period last year.
Citing data from the Ministry of Finance , the Ministry of Planning and Investment said that as of June 30, 2024, ministries, agencies, and localities had allocated VND 639,300 billion in detail, reaching 95.5% of the plan assigned by the Prime Minister; VND 29,900 billion had not been allocated in detail.
“ The Ministry of Planning and Investment has reported to the Government on the adjustment of the capital reduction until May 15, 2024, which has not been allocated in detail to supplement other ministries, central agencies and localities in need. However, after May 15, 2024, 4 ministries and 10 localities continued to allocate capital of VND 954.4 billion,” said the Ministry of Planning and Investment .
Meanwhile, regarding disbursement, it is estimated that by June 30, 2024, public investment disbursement will reach about VND 196,700 billion, reaching 29.39% of the plan assigned by the Prime Minister. This disbursement rate is lower than the figure of 30.49% in the same period last year.
Explaining this figure, the Ministry of Planning and Investment said that it was due to lower disbursement of local budget capital compared to the same period last year. In the first 6 months, the disbursement rate of localities only reached 28.77%, while in the same period in 2023 it was 32.76%.

Reporting to the Government, the Ministry of Planning and Investment said that in the first 6 months of the year, many ministries, central and local agencies have proactively and resolutely implemented tasks, solutions, and provided guidance on handling and removing obstacles and difficulties in a timely and effective manner to speed up the disbursement of public investment capital.
As a result, 11/44 ministries, central agencies and 35/63 localities have disbursement rates above the national average. Among them, there are a number of ministries, branches and localities with high disbursement rates, such as the Ministry of Construction, the Ministry of Agriculture and Rural Development, the Ministry of Transport, the provinces of Nam Dinh, Thanh Hoa, Lao Cai, Phu Tho, etc.
However, there are still 15 ministries, agencies and 33 localities with lower disbursement capital than the same period. The disbursement rate of important national projects, key traffic projects, and inter-regional projects managed by localities is low.
"Many ministries, central agencies and localities have not been able to maintain good disbursement results as in the same period in 2023," the Ministry of Planning and Investment assessed, adding that 15/44 ministries, central agencies and 33/63 localities have lower disbursed capital compared to the same period in 2023.
In particular, there are some localities that, although assigned a higher plan for 2024 than for 2023, have an absolute disbursement value in the first 6 months of 2024 that is significantly lower than the same period in 2023.
For example, Ho Chi Minh City is 4,604 billion VND lower; Quang Ngai is 1,510 billion VND lower; Hai Phong City is 1,476.9 billion VND lower; Bac Giang is 1,097 billion VND lower; Dong Nai is 839 billion VND lower...
Explaining why the disbursement of public investment capital has not met expectations, the Ministry of Planning and Investment said that, in addition to the difficulties and problems pointed out such as slow site clearance; lack of land and sand for embankment; fluctuations in raw material prices; prolonged conversion of forest, rice land, and forest land use purposes, the above situation is also due to the local budget capital plan in 2024 being about VND89,000 billion higher than in 2023, mainly from land use revenue and lottery.
However, due to many fluctuations in the real estate market, localities have not been able to organize land auctions, affecting the ability to mobilize and disburse local budget capital plans.
In addition, according to the Ministry of Planning and Investment, the slow disbursement is also due to subjective reasons, due to the inadequate organization and implementation in some ministries, branches and localities, not really taking drastic action, not promoting the role and responsibility of the leaders. There is also a situation where officials avoid and push away work, are afraid of mistakes and responsibilities, and have not fully performed their duties and powers according to their authority.
To promote the disbursement of public investment capital, speed up the progress of key and important national projects, etc., the Ministry of Planning and Investment requests ministries, branches and localities to speed up the completion of investment procedures and project bidding; establish and strictly comply with the disbursement plan, assign leaders to be responsible for the implementation progress and disbursement for each project; review and adjust the capital plan from slow-disbursement projects to good-disbursement projects.
At the same time, speed up site clearance, remove difficulties in licensing mines, exploiting stone, sand, soil, etc.; control prices and quality of construction materials, update and adjust the announcement of construction material prices and construction price indexes monthly, in accordance with market developments.
The Ministry of Planning and Investment also recommended that the Government direct localities to strengthen revenue management and thoroughly save local budget expenditures to ensure maximum capital according to progress for public investment projects.
In addition, direct ministries, branches and localities to urgently complete investment procedures to allocate and disburse public investment capital from the central budget revenue increase source in 2022.
