On June 23, Minister of Education and Training Nguyen Kim Son led a delegation of the Ministry to inspect the preparation for the high school graduation exam in Thai Binh province. Before the working session, the delegation inspected the exam site at Nguyen Duc Canh High School, Thai Binh City.
Reporting to the delegation, Mr. Nguyen Ngoc Ha - Director of the Department of Education and Training of Thai Binh province - said that this year's exam has 24,318 candidates registered in the province. Of which, 23,931 candidates study under the 2018 GeneralEducation Program, the remaining 387 candidates study under the 2006 General Education Program. The province organizes 37 exam sites (including 1 site for the 2006 program), with a total of 1,041 official exam rooms, 37 backup exam rooms and 51 waiting rooms.

To serve the exam, nearly 3,000 officers and teachers were mobilized to perform exam invigilation and supervision duties; along with more than 780 personnel from the police, medical, security, and service forces, ensuring security, medical, and logistical conditions for the exam. Coordination between departments, branches, and local authorities was closely implemented, developing specific plans for traffic safety, food safety, disease prevention, fire prevention, etc.

Notably, the review and professional preparation for the exam were carried out early and systematically. Right from the beginning of the school year, schools surveyed students' wishes and developed a review plan that was close to reality. The Department of Education and Training organized training for 100% of teachers of graduation exam subjects; guided educational institutions in developing review materials and a common question bank; and organized training courses on regulations and professional skills for all staff and teachers participating in the stages of the exam.
In particular, the Department of Education and Training of Thai Binh province closely coordinated with the provincial police to organize specialized training for supervisors on skills to identify, inspect and prevent cheating in exams using high technology - one of the potential risks that can affect the seriousness of the exam.
At the meeting, delegates focused on discussing and reviewing issues related to the arrangement of examination sites, ensuring facilities, transporting and securing examination papers, as well as plans to handle arising situations. Colonel Nguyen Quoc Vuong - Deputy Director of the Provincial Police Department - said that the police forces at all levels have coordinated with examination sites to develop full plans to ensure absolute safety for the examination, from protecting examination papers and papers to the safety of staff and candidates.
Affirming his determination to organize the exam seriously, Mr. Pham Van Nghiem - Vice Chairman of the Provincial People's Committee, Head of the Steering Committee for the 2025 High School Graduation Exam of Thai Binh Province - said that up to now, the province has basically completed all preparations and is ready to enter the official exam. The province also seriously accepted the instructions from the working group of the Ministry of Education and Training to continue to perfect the exam organization plans in accordance with the general direction.
Speaking at the meeting, Minister Nguyen Kim Son highly appreciated the serious, methodical and proactive participation of Thai Binh province. He emphasized that this year's exam has many new points, being the first exam to be held simultaneously for students following the two general education programs of 2018 and 2006. The exam also took place in a special context, when the whole country is implementing the rearrangement of commune-level administrative units and implementing the two-level local government model.
According to the Minister, in any circumstances, education and training, especially the high school graduation exam, must be organized seriously, fairly and safely. He emphasized that localities need to adhere to the spirit of "4 rights - 3 noes - 2 reinforcements", emphasizing the role of leadership, clear direction, responsibility and compliance with regulations. The process of organizing the exam, especially the invigilation stage, must promptly and strictly handle cases of violations of regulations.
In addition, the Minister suggested that localities step up communication work to create peace of mind and trust for parents and students; at the same time, pay attention to medical and logistical work serving the exam, as well as preparing for the new school year in the context of administrative unit rearrangement.

He also requested the Department of Education and Training of Tuyen Quang province to closely coordinate with relevant sectors and units to continue to carefully review and complete preparations and readiness for the exam, especially ensuring security and order at exam sites, traffic flow, ensuring food safety and hygiene, medical care for candidates and officials on duty at the exam, timely support for candidates in difficult circumstances, plans when floods occur... Thereby, ensuring that the High School Graduation Exam in the province takes place safely, seriously and effectively.
According to the Provincial Steering Committee for the 2025 High School Graduation Exam, the province has 30 exam sites with 451 exam rooms and over 1,600 staff and teachers participating in organizing the exam. Up to now, the preparation work for the exam is being completed, ready for the exam to take place.
Previously, on the afternoon of June 20, Minister Nguyen Kim Son, Permanent Deputy Minister Pham Ngoc Thuong, and members of the National Steering Committee for the 2025 High School Graduation Exam worked with the Hanoi City Steering Committee on preparations for the Exam. During the inspection, Permanent Deputy Minister of Education and Training Pham Ngoc Thuong acknowledged the serious and thoughtful preparations of Hanoi City with a separate, solid printing location, and forces on duty 24/7, ready to operate.
This year, the entire city of Hanoi has 124,072 candidates registered for the exam, an increase of nearly 16,000 compared to 2024. Of these, 2,565 candidates follow the 2006 General Education Program.
The city has arranged 233 examination sites with 5,587 examination rooms. The number of officers, teachers and staff mobilized is up to more than 16,000 people. In addition, the City Police mobilized nearly 900 soldiers to participate in the examination sites, to make notes and grade the exams. 625 officers are on duty to inspect and supervise at the examination sites; along with 16 - 17 surprise inspection teams and 5 inspection teams to protect exam papers and exams outside of working hours...
In Ho Chi Minh City this year, there were 99,578 candidates registered for the exam, of which 97,940 candidates took the exam under the 2018 General Education Program and 1,638 candidates under the 2006 General Education Program. Notably, the number of independent candidates increased by nearly 5,000 compared to last year.
The city has mobilized more than 12,000 officials to participate in the exam supervision work. In addition, all exam sites are equipped with surveillance cameras in the exam storage room, ensuring coverage of all items containing exam questions, exam papers and actions affecting those items. The camera system operates continuously, even during power outages, ensuring absolute safety for the storage of exam questions and exam papers.
