Many solutions to promote agricultural restructuring in Hai Lang

In order to promote agricultural development and improve people's lives, in recent times, Hai Lang district has implemented many solutions to restructure agriculture. Especially applying technical advances, actively calling for and implementing preferential policies, attracting businesses to invest in the agricultural sector. Thereby, gradually shifting agriculture in a positive direction, promoting the potential and advantages of each region.

One of the outstanding marks of the agricultural sector of Hai Lang district is the implementation of the policy of land consolidation, land accumulation, establishment of cooperatives, and groups of households renting land to build large fields to produce high-quality rice, specialty rice, and organic rice.

Up to now, the whole district has dozens of large-scale field models with a total area of over 1,570 hectares. The annual high-quality rice production area reaches nearly 8,700 hectares. The average rice yield in 2023 is 64.1 quintals/ha; the paddy output is over 87,500 tons. In particular, there are over 170 hectares of organic rice production, VietGAP; more than 300 hectares of rice are linked with enterprises to consume products; planning about 1,500 hectares ensures essential conditions for organic rice production.

For hilly communes, localities have focused on effectively exploiting potentials and advantages to produce typical key products with high economic efficiency such as developing concentrated orange cultivation in Hai Phu, Hai Thuong, Hai Lam, Hai Son communes... with an area of over 94 hectares. Maintaining more than 430 hectares of large timber plantations with income many times higher than traditional forest plantations. Exploiting over 2,300 hectares of production forests with an output of over 222,680 m3.

In particular, implementing Plan No. 119/KHUBND dated July 5, 2023 of the District People's Committee on the development of large timber plantations and FSC certified forests in the district for the period 2023 - 2025, with a vision to 2030, localities have coordinated with consulting units to organize workshops, training, and propaganda on forest planting according to FSC/FM Certificate with a registered area of over 3,200 hectares. Currently, the dossier is being completed to organize assessment and certification according to regulations.

In the field of aquaculture, the whole district currently has nearly 690 boats of all kinds with a total capacity of more than 9,600 CV. The output of exploited aquatic products reached over 4,780 tons, of which seafood with export value reached over 1,300 tons. More than 470 hectares of freshwater fish farming area, 160 fish cages, including 56 eel cages; 87 hectares of industrial shrimp farming area. The output of farmed shrimp reached nearly 1,900 tons.

In addition to shrimp farming, people have now introduced some new farming species such as snails, rabbitfish, whales, yellowfin pomfret... into shrimp ponds and initially brought quite high efficiency. In particular, the yellowfin pomfret farming model gives a yield of 14 - 15 tons/ha, opening up a new farming direction for people, especially in areas with low efficiency in shrimp farming.

Hai Lang district has focused on exploiting the potential of sandy areas in the direction of clean agricultural production and intensive cultivation of off-season vegetables and fruits, bringing higher economic efficiency than before. A typical example is the model of growing bitter melon using natural farming methods in Hai Ba and Hai Duong communes with a total area of 16 hectares, with an average profit of over 110 million VND/ha. The model of growing nettle in Hai Duong commune with an income of 130 - 140 million VND/ha.

Head of the Department of Agriculture and Rural Development of Hai Lang district, Van Ngoc Tien Duc, affirmed that thanks to correctly identifying the focus and key points to implement solutions in a synchronous manner, the district has aroused the internal strength of farmers and economic sectors to focus on developing agriculture in depth, sustainably and achieving many important results in terms of scale, productivity and product value.

The growth rate of agricultural - forestry - fishery production value in 2023 reached 7.41%; total production value reached over 2,700 billion VND. Production value per unit area reached 92 million VND/ha, contributing about 23.6% to the structure of production value of economic sectors. Contributing to increasing farmers' income, currently reaching over 66.15 million VND/person/year.

There have been more and more new agricultural production models in the direction of specialized and concentrated farming with the active participation of economic sectors. Some products in the area have been registered for trademarks, applied organic production processes, registered to use product traceability stamps such as Hai Lang rice, K4 oranges, Hai Lang sand crabs, Tu Hai chickens...

According to Mr. Duc, based on the achieved results, in 2024, Hai Lang district will continue to promote the restructuring of agricultural production, focusing on developing agricultural products with competitive advantages associated with concentrated planning areas, linking production with preservation, processing and consumption of agricultural products. Focus on developing comprehensive agricultural production in the direction of sustainable organic, applying high technology, enhancing deep processing to improve the quality and value of agricultural products.

Accordingly, the rice area will be kept stable at 13,450 hectares, of which high-quality rice is 8,500 hectares. The structure of the main rice varieties includes: An Sinh 1399, HN6, DBR57, KD...; expanding promising rice varieties such as ST 25, Ha Phat 3, DT100, TBR97, DV108 Dai Thom 8, DD2. The district will focus on supporting farmers to cultivate about 100 hectares of organic rice production associated with product consumption linkage, including about 40 hectares of organic rice.

Restore and develop the pig herd to over 38,900 heads, increase the sow herd to over 9,300 heads. Maintain a stable cow herd of over 4,000 heads, increase the crossbred cow ratio to over 85%. Stabilize the poultry herd of over 610,000 heads. Develop farm livestock according to planning, apply high technology; raise livestock in an organic and biosafety direction.

Exploiting the strengths of sandy areas by expanding the area of valuable plants such as: nem, kieu, bitter melon, various melons, spices... Gradually applying high technology, technical advances and replicating the model of growing safe vegetables according to VietGAP standards suitable for the consumer market.

Take advantage of land areas with favorable conditions, encourage the development of medicinal plant growing models; plan and convert water surface areas and low-lying land to lotus growing. Plant ginger, turmeric and shade-tolerant plants to take advantage of the area under the tree canopy. Propaganda and mobilize people to convert from planting small timber forests to planting large timber forests, forests with FSC certification. Build agricultural production models applying high technology, clean and organic agriculture associated with trademark registration and product consumption contracts. Mobilize fishermen to improve their fishing equipment.

Encourage investment in developing freshwater fish farming in the direction of intensive farming. Focus on developing and replicating effective aquaculture models; raising shrimp according to the right planning and farming process. Support the completion of legal procedures for recognizing organic and safe products, growing area codes, and geographical indications. Gradually build brands and register protection for some key products, such as: rice, net, K4 oranges, pepper, Tu Hai chicken... in the direction of organic and food safety. At the same time, strengthen production and consumption links with some reputable enterprises to increase people's income.
