The continuous discharge of water from the night of November 19 to the morning of November 20 caused many downstream areas to be submerged in floodwaters. Many areas with trees, crops and houses were submerged. Authorities made efforts to evacuate hundreds of households to safety.

At Dai Ninh Lake, at 10:30 a.m. on November 20, the water flow into the lake reached 2,105 m³/s - the highest level in many days. Dai Ninh Hydropower Company has adjusted the discharge flow from 2,070 m³/s to 2,100 m³/s to reduce pressure on the spillway. The unit also issued an urgent warning, requesting local authorities to immediately deploy a plan to evacuate people and protect lives and property from the risk of deep flooding along the river.
At the same time, Trung Nam Hydropower Joint Stock Company said that the water level of Dong Nai 2 reservoir reached 679.88 m, the flow into the reservoir was 1,548 m³/s and continued to increase due to heavy rain, combined with regulated discharge from the upper-level hydropower reservoirs.
The company had to gradually increase the spillway discharge from 1,500 m³/s to a fluctuating level of 1,500 - 2,000 m³/s; the total discharge to the downstream was from 1,610 - 2,100 m³/s depending on the water source fluctuations. Flood discharge notices were sent to civil defense forces and local authorities to organize warnings for people in downstream communes, especially Dinh Trang Thuong and Phuc Tho, to proactively respond.

According to the Lam Dong Provincial Civil Defense Command, as of the morning of November 20, all hydroelectric reservoirs were still operating in accordance with approved procedures. However, due to heavy rains since November 19, many reservoirs were forced to continuously expand their spillways: Don Duong reservoir discharged 1,400 m³/s downstream at 11:30 p.m. on November 19; Dong Nai 2, Dong Nai 3, Dong Nai 4 and Dong Nai 5 reservoirs all increased their discharge flow from dawn to 8:30 a.m. on November 20; Buon Tua Shar reservoir discharged 1,370 m³/s downstream.
The simultaneous flood discharge has clearly affected the downstream areas of hydroelectric reservoirs in Lam Dong. Many communes such as D'Ran, Ka Do, Quang Lap, Hiep Thanh, Duc Trong, Nam Da... have experienced high water levels and deep flooding in residential areas.
In D'Ran commune, many central roads were flooded more than a meter deep, the strong currents swept away rocks and soil from upstream, causing traffic jams. Authorities had to work all night to help people evacuate and move their belongings to higher ground. Some small bridges were damaged by floodwaters, and many areas of crops along the stream were washed away.

In the Da Nhim riverside area, the rapid rise in water forced hundreds of households to leave their homes overnight. Many households were unable to move their belongings in time, resulting in significant property damage. Some areas near small streams also recorded landslides, forcing the authorities to set up warning posts and prevent people from passing.
Faced with complicated developments, the Department of Agriculture and Environment of Lam Dong province has requested hydropower units to continue closely monitoring water levels, regulating reservoirs in accordance with regulations, and absolutely not allowing sudden discharges that could endanger downstream areas. Localities are required to continuously notify via loudspeaker warning systems, organize forces to be on duty at key points and prepare evacuation plans in case of bad situations.

Heavy rains in the upstream have not shown any signs of abating, and the reservoirs are still having to maintain discharge, causing the risk of flooding in low-lying areas to continue. Authorities advise people not to go near rivers and streams, not to cross flooded spillways, and to proactively protect their property and ensure safety while the reservoirs continue to discharge floodwaters.
