Joy from new homes
Entering the last months of the year, people in the highland villages of Nghe An have begun to shiver in the bitter cold. Mrs. Vi Thi Ba in Thai Son 2 village, Mon Son border commune, said that in previous years, when winter came, she and her grandchild were constantly worried when the thatched house with bamboo walls was exposed to wind from all sides. “Before, I was worried that my grandchild would get sick, or that the rain would leak or the wind would blow. Now that we have a new house, I am no longer afraid of the cold in winter, and my sleep is also warmer. I am very happy, excited, and grateful to the Party and the State,” Mrs. Vi Thi Ba happily said.

Being a poor household for many years, Ms. Vi Thi Ba currently lives alone and raises her grandchildren. Her main source of income is rice cultivation and raising a few chickens, so building a new house is very difficult and impossible for her. "Ms. Ba's new, spacious house has just been completed 3 months thanks to a combination of many sources of capital, including the National Target Program and the Warm House Fund of the Women's Union. In addition, the Mon Son Border Guard Station also supported Ms. Vi Thi Ba with a breeding buffalo. That cooperation has helped Ms. Vi Thi Ba have both a solid home and a livelihood to escape poverty" - Ms. Vi Thi Ngan, Secretary of Thai Son 2 Party Cell said.
Also in Thai Son 2 village, Mr. Vi Van Trung and Mrs. Vi Thi Hoa are also happy and busy these days decorating their new house. Mr. Trung is over 70 years old this year, and for the first time in his life he has moved into a newly built, spacious house. Introducing his new house, Mr. Trung happily said that without the encouragement of the government, the village, and support from the National Target Program (40 million VND), and low-interest loans to be paid in installments over 15 years, he and his wife would not have a new house to live in until the end of their lives.
Mr. Vi Van Trung has been a commune official for more than 40 years, then a village official with his main source of income being rice cultivation and poultry farming, so he is unable to contribute money to build a new house. “The active support of the Party and the State, especially the National Target Program, has helped poor and near-poor households gain more motivation and determination to rise up. This is a superior policy, greatly affecting the lives of our highland people,” said Mr. Vi Van Ngan, Head of Thai Son 2 Village.

Not only in Mon Son, in the period of 2021-2025 in the province, from the support source for building houses and repairing dilapidated houses of the National Target Program, specifically Project 5 on Housing Support for Poor and Near-Poor Households, the work of supporting 6,164 houses for people has basically been completed. Of which, 3,540 new houses were built and 2,624 houses were repaired, ensuring that they meet the area and quality standards required by the Program. Thereby, helping thousands of poor and near-poor households have safe and stable housing, contributing to ensuring social security and sustainable poverty reduction.
Effectively integrating capital resources in program implementation
In Nghe An province, the central budget development investment capital for the medium-term plan for the period 2021-2025 assigned by the Prime Minister is 918,868 billion VND and by July 20, 2025, 100% of the assigned capital has been allocated in detail, including 3 National Target Programs.
The leader of the Department of Ethnic Minorities and Religions said that the province has paid attention to and directed the mobilization of resources to implement the National Target Programs in many forms and solutions, especially in mobilizing socialized capital. Encourage and call on businesses to invest in agriculture and rural areas, link with farmers in production, processing and consumption of products, actively contributing to the construction of new rural areas. Effectively mobilize credit flows for investment in agriculture, rural areas, remote areas, and especially difficult areas. The province has promoted lending to poor households, near-poor households, and households that have just escaped poverty to create jobs through the Policy Bank.
In particular, the National Target Program for Sustainable Poverty Reduction in 4 years has provided preferential credit capital to 305,876 poor households and other policy beneficiaries. Specifically, 31,561 poor households, 58,373 near-poor households, 32,327 households that have just escaped poverty have borrowed capital for production and business in disadvantaged areas and have been supported with loans for production development, loans for children to go to school, loans for working abroad, loans for repair, renovation, new construction, and purchase of social housing, loans for clean water and sanitation projects to improve the quality of life, with a total capital of 13,559.675 billion VND.
The National Target Program on New Rural Construction has focused on lending for housing construction, production development, business and consumption, with a total credit capital of VND48,359,225 billion.

The integration of areas and capital sources between national target programs has been effectively implemented in localities. For example, the Project to build roads to the center of Nhon Mai and Mai Son communes, Tuong Duong district, uses capital sources from the National Target Program for Sustainable Poverty Reduction (VND 86,797 billion) and the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas (VND 318,203 billion)... Or the social policy credit capital has contributed to socio-economic development, poverty reduction in ethnic minority areas through livelihood support, improving people's lives, contributing to preventing the phenomenon of loan sharking and "black" credit in rural, remote and isolated areas.

It can be seen that sustainable poverty reduction, especially in ethnic minority and mountainous areas, when poverty reduction and social security work is given special attention by all levels and sectors, the awareness of Party committees, authorities and people is raised and has changed significantly. The goal of poverty reduction has become an important task and target in the leadership, direction and operation of Party committees and local authorities. Along with the effective integration and implementation of the National Target Program on Sustainable Poverty Reduction, up to now, the communes that have met the criteria for multidimensional poverty reduction account for 77.07%, contributing greatly to the overall economic development of the whole province.
