At the meeting, investors reported on progress, difficulties and obstacles in the process of disbursing public investment capital. Many solutions to promote the disbursement rate in the coming time were also proposed by investors, departments and branches.
Regarding capital disbursement, Director of Construction Investment Project Management Board No. 3, Ha Sy Son informed that by November 14, 2025, the unit's disbursement rate reached over 26.67%. It is expected that 10 projects of the unit and regional boards will request capital transfer to 2026. The remaining projects, the Project Management Board strives to complete in 2025.
“Land clearance is still the biggest bottleneck in project implementation. We are working with localities to speed up this area. The Board has made detailed plans for each project and assigned tasks to each individual during the implementation process. By the end of 2026, the Board's disbursement rate is expected to reach 74%,” Mr. Son pledged.

Reporting on the progress of the projects, Director of the Construction Investment Project Management Board No. 1, Nguyen Nhan Ban, informed that the unit has only disbursed 21.5% of the plan. Currently, the Board has worked resolutely with contractors, localities, and consulting units on site clearance. The difficulties and problems encountered have been basically resolved so far. "We have worked and made clear commitments with the construction units. If the weather is favorable, we will focus human and material resources to speed up the project's progress," said Mr. Ban.

Regarding the solution to promote the disbursement of public investment capital, Director of the Department of Construction Le Ngoc Tien proposed that local authorities should accelerate the determination of land prices and resettlement unit prices. This is the basis for compensation for site clearance. Once the site is available, the project can be implemented quickly.
At the meeting, Vice Chairman of Lam Dong Provincial People's Committee Vo Ngoc Hiep affirmed that regarding the disbursement of public investment capital, the leaders of the Provincial People's Committee have done everything within their capabilities. The Provincial People's Committee requires investors, construction units, and localities to participate with real determination. Projects and works need to report progress daily to grasp and handle arising difficulties.

According to the report of the Department of Finance, as of November 14, 2025, Lam Dong has disbursed 6,333 billion VND in public investment capital, reaching 33.88% of the plan. There are many reasons for the slow disbursement of public investment capital.
First of all, the site clearance work in many projects is slow because of the lack of agreement with the people. The determination of land origin, counting, appraisal, approval of site clearance plans, and the establishment of specific land prices are still limited.
