Through these programs and projects, they have contributed to encouraging and supporting rural industrial establishments to develop production towards commodities, increase the application of scientific and technological advances and advanced, modern machinery and equipment in production and business, creating jobs and stable income for local workers.

However, with the characteristics of a mountainous province with many difficulties, implementing industrial promotion work in Bac Kan is facing many obstacles.
Mr. Cuong pointed out that rural industrial establishments in the province are small in scale, limited in both capital and management capacity, which has affected the feasibility of the industrial promotion project in practice. Even the number of establishments eligible for support according to the regulations of the industrial promotion program is low, leading to the difficulty of finding policy beneficiaries, not to mention having to change the implementation plan, beneficiaries, and stop the project because the establishments do not meet the requirements according to the contract.
Also due to capacity limitations, some establishments have not paid attention to implementing legal regulations on land and environment, causing difficulties in receiving support.
Besides, the source of funding for industrial promotion support is still low and the criteria for receiving benefits are higher than other programs such as national target programs, so many establishments are not interested in the industrial promotion program.
Regarding solutions to overcome the above difficulties, Mr. Cuong emphasized that Bac Kan has flexibly applied regulations, made efforts with rural industrial establishments to find a common voice and conveniently implemented projects.
Accordingly, the locality has diversified propaganda forms, promptly provided information on industrial promotion policies and plans for industrial and handicraft development orientation of the province so that the grassroots can understand, participate in and take advantage of the policies.
Closely follow the beneficiaries, strengthen the inspection and evaluation of the implementation of tasks to promptly remove difficulties, complete the project content, progress and effectiveness. " As mentioned, rural industrial establishments in the province have limited skills and experience in the industry, so when they start operating, they are very weak. Without close support, it will be very difficult to benefit from industrial promotion policies ," Mr. Cuong said again.
The locality also actively promotes and introduces products, supports businesses, cooperatives, and rural industrial establishments to connect and expand consumption markets. At the same time, it propagates to establishments to focus on improving the quality of human resources and management skills, paying attention to technology content and added value for products.
Focus on building a group industrial promotion project in a focused and key direction, suitable to the potential advantages of the province, synchronized with land support programs, preferential credit investment, especially in science and technology in the context of the 4.0 Industrial Revolution.
However, to facilitate the implementation and achieve good results in industrial promotion work, the leaders of the Department of Industry and Trade of Bac Kan proposed: Relevant units specify the content of bidding, auction and price appraisal to support machinery and equipment, in accordance with the Law on Bidding. " Recently, the Department of Industry and Trade has received reminders about using state budget sources to support projects. In fact, it is very difficult for us to support funding for this content because there are no specific instructions on price appraisal ," said Mr. Cuong.
Clause 4, Article 4 of Decree No. 45/2012/ND-CP on Industrial Promotion stipulates that national and local industrial promotion funds allocated from the budget that are not fully used in a year cannot be transferred to the following year. It is recommended that this provision be adjusted in the direction of being able to transfer the funding source to the following year to facilitate the implementation of the project.
In addition, through implementation, it shows that support for projects is very fragmented, support sources are low, basic counterpart is high, making it even more difficult to propagate and find beneficiaries. It is recommended to further "loosen" the regulations on beneficiaries of industrial promotion policies.
In addition, it is recommended that the Ministry of Industry and Trade issue guidelines for ranking public service units in the industry and trade sector; issue technical and economic norms for public service units using the state budget in the industry and trade sector, helping localities to implement financial autonomy according to the Government's policy.
