Center for Disease Control organizes parade in response to National Action Month for HIV/AIDS Prevention and World AIDS Day 2024

As of November 15, 2024, the total number of HIV cases in the province is 2,087, the number of AIDS cases is 1,755, the number of people who have died from AIDS is 1,205, the number of HIV patients who are still alive and being managed is 765. To date, the province has recorded people infected with HIV/AIDS in 8/8 districts and cities, in 103/108 communes, wards and towns.

The HIV/AIDS pandemic is still a direct threat to human health and life; affecting the socio -economic development and the future of the race of nations and ethnic groups.

In Bac Kan, in recent years, HIV/AIDS prevention and control work has achieved many remarkable results. Identifying propaganda work as an important task that needs to be implemented regularly, from the beginning of the year, the Department of Health has developed a detailed plan and coordinated with relevant agencies to organize propaganda on HIV/AIDS prevention and control in ethnic minority and mountainous areas, focusing on implementing the Peak Month for HIV prevention from mother to child. In addition, the Department has implemented integrated communication and counseling for more than 5,000 times with more than 31,000 participants. Through propaganda activities, it has contributed to raising awareness and responsibility of sectors, levels and people on HIV/AIDS prevention, thereby finding solutions to prevent HIV/AIDS infection.

The clean needle and syringe program continues to operate, instructing drug addicts in districts and cities to use clean needles and syringes, preventing the spread of HIV/AIDS to the community. Currently, the province has 6 treatment facilities and 1 Methadone distribution point, supporting 692 drug addicts to receive treatment. The number of opioid addicts treated with Methadone replacement therapy out of the total number of addicts under management in the province is 77.5%.

ARV treatment and mother-to-child HIV transmission have been effectively implemented. Currently, the province has 9/9 HIV/AIDS treatment clinics maintaining medical examination and treatment services for patients from the Health Insurance Fund. Since the beginning of the year, the number of patients receiving ARV treatment is 643, reaching 92.8%; the number of newly discovered HIV-infected people is 26, of which 24/26 have received ARV treatment. Attention has been paid to the prevention of mother-to-child HIV transmission, pregnant women with HIV are counseled on pre-exposure prophylaxis according to regulations.

Since the beginning of the year, medical facilities have coordinated to provide preventive treatment for tuberculosis for people infected with HIV and treatment for latent tuberculosis for 630 patients. Specialized agencies have tested 6,284 samples, with 26 positive results (accounting for 0.4%); provided HIV screening counseling for 2,678 pregnant women; 100% of people infected with HIV know their infection status and are informed of test results.

According to Head of the HIV/AIDS Prevention Department, Center for Disease Control Hoang Van Chuyen, expanding testing and counseling services will help people at high risk to have early access to HIV testing services, people infected with HIV have early access to ARV treatment services, and limit infection in the community.

Currently, the province's HIV/AIDS prevention and control work still faces a number of difficulties and challenges. The HIV/AIDS infection situation among ethnic minorities is complicated, especially at risk of increasing in remote villages and hamlets. In addition, stigma and discrimination against people infected with HIV are still severe, especially self-stigma and inferiority complex, causing the majority of HIV/AIDS patients to not want to be treated in the province, causing difficulties in the management and care of people infected with HIV/AIDS in the community.

In the coming time, the health sector will continue to resolutely and effectively implement measures to prevent and control HIV/AIDS; promote propaganda and dissemination of legal education on HIV/AIDS prevention and control in ethnic minority areas; maintain the implementation of opioid substitution treatment with Methadone in 8/8 districts and cities; organize training courses to improve professional capacity in HIV/AIDS and Methadone treatment./.
