On the arrangement of commune-level administrative units of Thai Nguyen province in 2025

STANDING COMMITTEE OF THE NATIONAL ASSEMBLY

Pursuant to the Constitution of the Socialist Republic of Vietnam, as amended and supplemented by a number of articles under Resolution No. 203/2025/QH15;

Pursuant to Law on Organization of Local Government No. 72/2025/QH15;

Pursuant to Resolution No. 202/2025/QH15 dated June 12, 2025 of the National Assembly on the arrangement of provincial-level administrative units;

Pursuant to Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the National Assembly Standing Committee on administrative unit arrangement in 2025;

Considering the Government's proposal in Submission No. 374/TTr-CP and Project No. 375/DA-CP dated May 9, 2025, and Verification Report No. 441/BC-UBPLTP15 dated June 3, 2025 of the Committee on Law and Justice ,

RESOLUTION:

Article 1. Arrangement of commune-level administrative units of Thai Nguyen province

Based on Project No. 375/DA-CP dated May 9, 2025 of the Government on the arrangement of commune-level administrative units of Thai Nguyen province (new) in 2025, the Standing Committee of the National Assembly decided to arrange to establish commune-level administrative units of Thai Nguyen province as follows:

1. Arrange the entire natural area and population size of Thinh Duc, Binh Son and Tan Cuong communes into a new commune called Tan Cuong commune .

2. Arrange the entire natural area and population size of Hung Son town and the communes of Phuc Xuan, Phuc Triu, Tan Thai, Phuc Tan into a new commune called Dai Phuc commune .

3. Arrange the entire natural area and population size of Van Phai commune and Thanh Cong commune into a new commune called Thanh Cong commune .

4. Arrange the entire natural area and population size of Cho Chu town and the communes of Phuc Chu, Bao Linh, Dong Thinh into a new commune called Dinh Hoa commune .

5. Arrange the entire natural area and population size of Trung Luong, Dinh Bien, Thanh Dinh and Binh Yen communes into a new commune called Binh Yen commune .

6. Arrange the entire natural area and population size of Phu Tien, Boc Nhieu and Trung Hoi communes into a new commune called Trung Hoi commune .

7. Arrange the entire natural area and population size of Tan Duong, Tan Thinh and Phuong Tien communes into a new commune called Phuong Tien commune .

8. Arrange the entire natural area and population size of Diem Mac commune and Phu Dinh commune into a new commune called Phu Dinh commune .

9. Arrange the entire natural area and population size of Son Phu commune and Binh Thanh commune into a new commune called Binh Thanh commune .

10. Arrange the entire natural area and population size of Quy Ky commune and Kim Phuong commune into a new commune called Kim Phuong commune .

11. Arrange the entire natural area and population size of Linh Thong commune and Lam Vy commune into a new commune called Lam Vy commune .

12. Arrange the entire natural area and population size of Dinh Ca town, Phu Thuong commune and Lau Thuong commune into a new commune called Vo Nhai commune .

13. Arrange the entire natural area and population size of Binh Long, Phuong Giao and Dan Tien communes into a new commune called Dan Tien commune .

14. Arrange the entire natural area and population size of Vu Chan commune and Nghinh Tuong commune into a new commune called Nghinh Tuong commune .

15. Arrange the entire natural area and population size of Thuong Nung commune and Than Xa commune into a new commune called Than Sa commune .

16. Arrange the entire natural area and population size of Cuc Duong commune and La Hien commune into a new commune called La Hien commune .

17. Arrange the entire natural area and population size of Lien Minh commune and Trang Xa commune into a new commune called Trang Xa commune .

18. Arrange the entire natural area and population size of Du town, Giang Tien town, Yen Lac commune and Dong Dat commune into a new commune called Phu Luong commune .

19. Arrange the entire natural area and population size of the communes of Tuc Tranh, Co Lung, Phu Do and Vo Tranh into a new commune called Vo Tranh commune .

20. Arrange the entire natural area and population size of Yen Ninh, Yen Do and Yen Trach communes into a new commune called Yen Trach commune .

21. Arrange the entire natural area and population size of the communes of On Luong, Phu Ly and Hop Thanh into a new commune called Hop Thanh commune .

22. Arrange the entire natural area and population size of Hoa Thuong town, Song Cau town, Minh Lap commune and Hoa Trung commune into a new commune called Dong Hy commune .

23. Arrange the entire natural area and population size of Tan Long commune and Quang Son commune into a new commune called Quang Son commune .

24. Arrange the entire natural area and population size of Trai Cau town and Hop Tien commune into a new commune called Trai Cau commune .

25. Arrange the entire natural area and population size of Cay Thi commune and Nam Hoa commune into a new commune called Nam Hoa commune .

26. Arrange the entire natural area and population size of Khe Mo commune and Van Han commune into a new commune called Van Han commune .

27. Arrange the entire natural area and population size of Hoa Binh commune and Van Lang commune into a new commune called Van Lang commune .

28. Arrange the entire natural area and population size of the communes of Binh Thuan, Khoi Ky, My Yen and Luc Ba into a new commune called Dai Tu commune .

29. Arrange the entire natural area and population size of Minh Tien, Phuc Luong and Duc Luong communes into a new commune called Duc Luong commune .

30. Arrange the entire natural area and population size of Ban Ngoai, Phu Cuong and Phu Thinh communes into a new commune called Phu Thinh commune .

31. Arrange the entire natural area and population size of Hoang Nong, Tien Hoi and La Bang communes into a new commune called La Bang commune .

32. Arrange the entire natural area and population size of Phuc Linh, Tan Linh and Phu Lac communes into a new commune called Phu Lac commune .

33. Arrange the entire natural area and population size of Cu Van, Ha Thuong and An Khanh communes into a new commune called An Khanh commune .

34. Arrange the entire natural area and population size of Quan Chu town and Cat Ne commune into a new commune called Quan Chu commune .

35. Arrange the entire natural area and population size of Van Yen commune and Van Phu commune into a new commune called Van Phu commune .

36. Arrange the entire natural area and population size of Yen Lang commune and Phu Xuyen commune into a new commune called Phu Xuyen commune .

37. Arrange the entire natural area and population size of Huong Son town, Xuan Phuong, Uc Ky, Nha Long, Bao Ly communes and part of the natural area and population size of Thuong Dinh commune into a new commune called Phu Binh commune .

38. Arrange the entire natural area and population size of Tan Hoa, Tan Kim and Tan Thanh communes into a new commune called Tan Thanh commune .

39. Arrange the entire natural area and population size of the communes of Ha Chau, Nga My, Diem Thuy and the remaining part of Thuong Dinh commune after being arranged according to the provisions in Clause 37 of this Article into a new commune called Diem Thuy commune .

40. Arrange the entire natural area and population size of the communes of Luong Phu, Tan Duc, Thanh Ninh, Duong Thanh and Kha Son into a new commune called Kha Son commune .

41. Arrange the entire natural area and population size of Ban Dat, Dao Xa and Tan Khanh communes into a new commune called Tan Khanh commune .

42. Arrange the entire natural area and population size of the communes of Boc Bo, Nhan Mon, Giao Hieu and Bang Thanh into a new commune called Bang Thanh commune .

43. Arrange the entire natural area and population size of Xuan La, An Thang and Nghien Loan communes into a new commune called Nghien Loan commune .

44. Arrange the entire natural area and population size of the communes of Cong Bang, Co Linh and Cao Tan into a new commune called Cao Minh commune .

45. Arrange the entire natural area and population size of Cao Thuong, Nam Mau and Khang Ninh communes into a new commune called Ba Be commune .

46. Arrange the entire natural area and population size of Cho Ra town, Thuong Giao commune and Dia Linh commune into a new commune called Cho Ra commune .

47. Arrange the entire natural area and population size of the communes of Bang Trach, Ha Hieu and Phuc Loc into a new commune called Phuc Loc commune .

48. Arrange the entire natural area and population size of Yen Duong, Chu Huong and My Phuong communes into a new commune called Thuong Minh commune .

49. Arrange the entire natural area and population size of the communes of Quang Khe, Hoang Tri, Bang Phuc and Dong Phuc into a new commune called Dong Phuc commune .

50. Arrange the entire natural area and population size of Thuong An commune and Bang Van commune into a new commune called Bang Van commune .

51. Arrange the entire natural area and population size of Van Tung town, Coc Dan commune and Duc Van commune into a new commune called Ngan Son commune .

52. Arrange the entire natural area and population size of Na Phac town and Trung Hoa commune into a new commune called Na Phac commune .

53. Arrange the entire natural area and population size of Thuan Mang commune and Hiep Luc commune into a new commune called Hiep Luc commune .

54. Arrange the entire natural area and population size of Xuan Lac, Dong Lac and Nam Cuong communes into a new commune called Nam Cuong commune .

55. Arrange the entire natural area and population size of Tan Lap commune and Quang Bach commune into a new commune called Quang Bach commune .

56. Arrange the entire natural area and population size of Ban Thi, Yen Thuong and Yen Thinh communes into a new commune called Yen Thinh commune .

57. Arrange the entire natural area and population size of Bang Lung town and the communes of Ngoc Phai, Phuong Vien, and Bang Lang into a new commune called Cho Don commune .

58. Arrange the entire natural area and population size of Dai Sao, Yen My and Yen Phong communes into a new commune called Yen Phong commune .

59. Arrange the entire natural area and population size of Luong Bang, Binh Trung and Nghia Ta communes into a new commune called Nghia Ta commune .

60. Arrange the entire natural area and population size of Phu Thong town and Vi Huong, Tan Tu, and Luc Binh communes into a new commune called Phu Thong commune .

61. Arrange the entire natural area and population size of the communes of Quan Ha, Nguyen Phuc, My Thanh and Cam Giang into a new commune called Cam Giang commune .

62. Arrange the entire natural area and population size of the communes of Sy Binh, Vu Muon and Cao Son into a new commune called Vinh Thong commune .

63. Arrange the entire natural area and population size of Dong Thang, Duong Phong and Quang Thuan communes into a new commune called Bach Thong commune .

64. Arrange the entire natural area and population size of Duong Quang commune and Don Phong commune into a new commune called Phong Quang commune .

65. Arrange the entire natural area and population size of Kim Hy, Luong Thuong and Van Lang communes into a new commune called Van Lang commune .

66. Arrange the entire natural area and population size of Van Vu commune and Cuong Loi commune into a new commune called Cuong Loi commune .

67. Arrange the entire natural area and population size of Yen Lac town, Son Thanh commune and Kim Lu commune into a new commune called Na Ri commune .

68. Arrange the entire natural area and population size of Van Minh, Cu Le and Tran Phu communes into a new commune called Tran Phu commune .

69. Arrange the entire natural area and population size of Quang Phong, Duong Son and Con Minh communes into a new commune called Con Minh commune .

70. Arrange the entire natural area and population size of Dong Xa, Liem Thuy and Xuan Duong communes into a new commune called Xuan Duong commune .

71. Arrange the entire natural area and population size of Tan Son, Cao Ky and Hoa Muc communes into a new commune called Tan Ky commune .

72. Arrange the entire natural area and population size of Thanh Van, Mai Lap and Thanh Mai communes into a new commune called Thanh Mai commune .

73. Arrange the entire natural area and population size of Nong Ha commune and Thanh Thinh commune into a new commune called Thanh Thinh commune .

74. Arrange the entire natural area and population size of Dong Tam town, Quang Chu commune and Nhu Co commune into a new commune called Cho Moi commune .

75. Arrange the entire natural area and population size of Yen Cu, Binh Van and Yen Han communes into a new commune called Yen Binh commune .

76. Arrange the entire natural area and population size of the wards of Trung Vuong, Tuc Duyen, Dong Quang, Quang Trung, Hoang Van Thu, Tan Thinh, Phan Dinh Phung and part of the natural area and population size of Gia Sang ward into a new ward called Phan Dinh Phung ward .

77. Arrange the entire natural area and population size of Chua Hang ward, Dong Bam ward and Cao Ngan, Huong Thuong, Linh Son communes into a new ward called Linh Son ward .

78. Arrange the entire natural area and population size of Trung Thanh ward (Thai Nguyen city), Phu Xa, Tan Thanh, Tan Lap, Tich Luong and part of the natural area and population size of Cam Gia ward into a new ward called Tich Luong ward .

79. Arrange the entire natural area and population size of Huong Son ward, Dong Lien commune, the remaining part of Gia Sang ward after arrangement according to the provisions in Clause 76 of this Article and the remaining part of Cam Gia ward after arrangement according to the provisions in Clause 78 of this Article into a new ward called Gia Sang ward .

80. Arrange the entire natural area and population size of Thinh Dan ward, Phuc Ha commune and Quyet Thang commune into a new ward called Quyet Thang ward .

81. Arrange the entire natural area and population size of Tan Long, Quang Vinh, Quan Trieu wards and Son Cam commune into a new ward called Quan Trieu ward .

82. Arrange the entire natural area and population size of Thang Loi, Pho Co and Cai Dan wards into a new ward called Song Cong ward .

83. Arrange the entire natural area and population size of Mo Che ward, Chau Son ward and Ba Xuyen commune into a new ward called Ba Xuyen ward .

84. Arrange the entire natural area and population size of Luong Son ward, Bach Quang ward and Tan Quang commune into a new ward called Bach Quang ward .

85. Arrange the entire natural area and population size of Ba Hang, Hong Tien, Bai Bong and Dac Son wards into a new ward called Pho Yen ward .

86. Arrange the entire natural area and population size of Nam Tien, Dong Tien, Tan Huong and Tien Phong wards into a new ward called Van Xuan ward .

87. Arrange the entire natural area and population size of Trung Thanh wards (Pho Yen city), Dong Cao, Tan Phu and Thuan Thanh into a new ward called Trung Thanh ward .

88. Arrange the entire natural area and population size of Bac Son ward, Minh Duc commune and Phuc Thuan commune into a new ward called Phuc Thuan ward .

89. Arrange the entire natural area and population size of Nguyen Thi Minh Khai, Huyen Tung and Duc Xuan wards into a new ward called Duc Xuan ward .

90. Arrange the entire natural area and population size of Song Cau, Phung Chi Kien, Xuat Hoa wards and Nong Thuong commune into a new ward called Bac Kan ward .

91. After the arrangement, Thai Nguyen province has 92 commune-level administrative units, including 77 communes and 15 wards; of which 75 communes and 15 wards were formed after the arrangement prescribed in this Article and 02 communes did not carry out the arrangement: Sang Moc commune and Thuong Quan commune.

Article 2. Entry into force

1. This Resolution comes into force from the date of its adoption.

2. Competent agencies shall promptly carry out necessary preparations to ensure that local authorities in commune-level administrative units formed after the arrangement prescribed in Article 1 of this Resolution officially operate from July 1, 2025.

3. The local government in the previously arranged commune-level administrative unit shall continue to operate until the local government in the later arranged commune-level administrative unit officially operates.

Article 3. Implementation

1. The Government, the People's Council, the People's Committee of Thai Nguyen province, local authorities of administrative units related to the implementation of the arrangement and other relevant agencies and organizations are responsible for organizing the implementation of this Resolution; arranging and stabilizing the apparatus of local agencies and organizations; stabilizing the lives of local people, ensuring the requirements of socio-economic development, national defense and security in the area.

2. The Government is assigned, based on this Resolution and Project No. 375/DA-CP dated May 9, 2025 of the Government, to organize the accurate determination of the natural area of commune-level administrative units and publicly announce it before September 30, 2025; at the same time, promptly deploy the work of measuring and determining the boundaries of administrative units in the field to establish records on administrative unit boundaries according to regulations.

3. The Nationalities Council, the National Assembly Committees, the National Assembly Delegation and the National Assembly deputies of Thai Nguyen province, within the scope of their tasks and powers, shall supervise the implementation of this Resolution.
