According to the scenario, the People's Committee of Binh Dinh province will put into trial operation 2 administrative procedures, including: processing, sending/receiving interconnected electronic documents and resolving administrative procedure records" according to the 2-level local government model.

Accordingly, starting from 8:00 a.m. on June 20, all 58 People's Committees of communes and wards will simultaneously receive and process two administrative procedures according to the new model, including: submitting online applications for issuing copies of household registration extracts; submitting direct applications for receiving meritorious people into nursing and care facilities managed by the province.
The process of receiving and processing documents will be completed within 30 minutes, before 8:30 a.m. the same day (June 20). After communes update documents through the administrative procedure settlement information system, the provincial Department of Home Affairs will process a single document in a maximum of 15 minutes.
The trial will be closely monitored and controlled at many stages and levels. The leaders of the Provincial People's Committee will monitor the entire process of receiving and processing documents at the localities through the display system at the Provincial Public Administration Service Center. Key officials and leaders at the district and commune levels will directly monitor the implementation process at the commune-level Public Administration Service Centers.
The evaluation of the test results is conducted through indicators such as: the rate of successful online application receipt and payment; the efficiency of document digitization; transparency in the electronic processing process via the iGate system; the quality of issued electronic documents; and the results of administrative procedure settlement stored in the citizen data warehouse.
It is known that the records used for the trial are all virtual records. After completing the process, the Provincial People's Committee Office will coordinate with the Administrative Procedure Control Department to delete this data from the Electronic One-Stop Information System and the National Public Service Portal.
Localities will use existing personal digital signatures and digital certificates to approve documents during the trial period.
