According to the Department of Dyke Management and Natural Disaster Prevention and Control ( Ministry of Agriculture and Environment ), as of July 23, heavy rains have left one person missing and one person injured in Nghe An; more than 420 houses had their roofs blown off in Thanh Hoa, Nghe An and Phu Tho; nearly 120,000 hectares of rice and crops were flooded. In some low-lying areas, many roads were cut off, forcing people to evacuate urgently.

Hanoi is a locality that has not recorded any human losses, but has been heavily affected in terms of infrastructure and agriculture . According to the Office of the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of Hanoi City, the heavy rain and thunderstorms that have lasted from July 19 to now have caused 228 trees to fall and have broken branches (of which 118 trees have fallen), concentrated on Thang Long Avenue, Vo Nguyen Giap Street and parks. In total, the whole city has nearly 500 affected trees, which need to be urgently cleared to ensure traffic safety.

In addition, Hanoi recorded 407 incidents of public lighting systems and 43 traffic incidents that were handled. In particular, regarding dykes, the city had two serious incidents in Da Phuc commune (Cau right dyke) and Phuc Loc commune (Hong right dyke), with a total length of subsidence cracks of up to 631m, with some sections sinking up to 8cm deep. The Hanoi Department of Agriculture and Environment has urgently reported, and the Ministry of Agriculture and Environment has issued a document requesting timely handling to ensure safety.

Along with that, localities in Hanoi also reported many specific damages: thunderstorms blew off the roofs of 13 constructions in Tran Phu and Tay Phuong communes, damaged a school in Xuan Mai commune, flooded 23 hectares of crops in Hoa Phu commune and 0.72 hectares of rice in Ung Thien commune. Some river banks in Chuyen My and Chau Can are at risk of landslides and need to be reinforced soon.

According to the City's Steering Committee for Natural Disaster Prevention, Control and Search and Rescue, it is currently the peak of the 2025 storm season, and floods on river banks continue to rise. To proactively respond, the People's Committees of communes, wards, and departments and branches need to strictly implement telegrams and directives from the central government and the city; organize 24/7 on-duty; proactively deploy response plans according to the "four on-site" motto; update information on damage and overcoming consequences on the Steering Committee's online system.

In particular, communes along the dike need to closely monitor the river water level situation, promptly notify the impact of reservoir flood discharge to people, aquaculture facilities, ferry terminals, and inland waterway vehicles; at the same time, check, guard, and promptly handle incidents at key locations or locations under construction. The review and supplementation of plans to protect key and vulnerable locations need to be closely aligned with reality, ready to be activated when the flood rises.

The National Center for Hydro-Meteorological Forecasting also warned that from now until the end of the week, the circulation of storm No. 3 will continue to cause very heavy rain in the North and North Central regions, with rainfall exceeding 200mm in some places. The water levels of the Ma, Buoi, and Ca rivers are rising, and the risk of flash floods, landslides, and localized flooding remains very high.
