After implementing the merger project, Ha Tinh province still has many spacious commune headquarters and newly built schools worth billions of dong that are not being used, are deteriorating, and have become places for grazing buffalo and cows.

Implementing the project to rearrange commune-level administrative units in the 2019-2020 period, Ha Tinh province reduced the number of communes from 262 to 216 communes.
After the merger, 34 communes were formed based on the merger of 80 communes according to the new administrative boundaries, so Ha Tinh has dozens of surplus headquarters. Many of them are in prime locations, newly built and renovated with a budget of billions of VND, but are currently abandoned, causing waste.
The headquarters of the People's Committee of Thach Huong commune (old), Thach Ha district, Ha Tinh province, was built on a campus of thousands of square meters, including two two-story buildings and a spacious hall with a capital of 8 billion VND in 2018, and is currently unused.
Inside the old headquarters of the People's Committee of Thach Huong commune, there are many solidly built, spacious and airy rooms.
Right next to the headquarters of Thach Hung commune, the headquarters of the People's Committee of Thach Lam commune also faces the same situation, abandoned for many years after the commune merged in early 2020.
Although merged into the new administrative unit, many records and documents are still left behind.
Many belongings were scattered in the old headquarters. "The headquarters of Thach Hung commune has been in use for less than 2 years, when it merged with Thach Tan and Thach Lam communes to form Tan Lam Huong commune (Thach Ha district) on January 1, 2020. After the merger, this headquarters was used as a quarantine point for the Covid-19 outbreak, the rest is still empty. Although the district assigned it to the commune for use, we currently have no plans," said Mr. Nguyen Van Ninh - Chairman of the People's Committee of Tan Lam Huong commune.
Many schools in Ha Tinh province have been abandoned for many years after the merger, causing serious deterioration of facilities.
Thach Binh Secondary School (Thach Binh Commune, Ha Tinh City) covers an area of nearly 15,000 m2 and was built in 2005, with a 2-storey building consisting of 8 classrooms, a multi-purpose room and a principal's office. In 2016, after the merger, students from this school were transferred to study at Dai Nai Secondary School (Dai Nai Ward, Ha Tinh City), which was seriously degraded.
Mr. Dang Ke (residing in Binh Minh village, Thach Binh commune) said: “This school is in a very convenient location to make a playground for children or a community activity place for the people. However, due to being abandoned for many years, this place has degraded and become shabby. We hope that the authorities will soon take measures to use it to avoid waste.”
Many classrooms are dirty and untidy.
The spacious and solid headquarters of the People's Committee of Cam Huy commune (merged with Cam Xuyen town, Cam Xuyen district, Ha Tinh) has also been abandoned for many years.

During the COVID-19 pandemic, a part of the headquarters was chosen as a quarantine area for patients, and has been abandoned since then.
Cam Huy Primary School, Cam Xuyen, has been abandoned for many years and has deteriorated, becoming a place for local people to gather construction materials.
