Many violations at Ngoc Hien District General Hospital project

Following an inspection of the implementation of the Ngoc Hien District General Hospital Project, the Ca Mau Provincial Inspectorate recommended and proposed specific solutions for package number 20 and the advance payment of over 7.5 billion VND at the hospital.

On November 21st, the Ca Mau Provincial Inspectorate announced that it had issued a conclusion on the inspection of construction projects and discovered numerous violations at the Ngoc Hien District General Hospital construction project, which is managed by the Ca Mau Provincial Construction Project Management Board.

Specifically, package No. 20 (examination, administration, emergency resuscitation, paraclinical, and surgical departments) was awarded the construction contract by Tan Thinh Phat Civil and Industrial Construction Company Limited (abbreviated as Tan Thinh Phat) with a price of more than 33.5 billion VND. As of December 2017, the investor paid Tan Thinh Phat more than 20.2 billion VND (about 60% of the contract value), recovered 50% of the advance payment, the remaining 50% (more than 7.5 billion VND) has not been recovered yet. Because the contractor Tan Thinh Phat was slow in construction, the contract was terminated.

For the remaining work of package No. 20, worth over 13.2 billion VND, the investor appointed Ca Mau Investment and Construction Joint Stock Company to carry out the construction. An inspection revealed that the investor overpaid Ca Mau Investment and Construction Joint Stock Company by nearly 300 million VND.

In addition, in package 26, the investor owes more than 1.8 billion VND in payment for completed volume to Hiep Thanh Company Limited (owed from January 2020). In package 36, the consortium of Van Hoi Phat Technical Trading Company Limited and Saigon AST Medical Equipment Trading - Service Company Limited owes more than 3.7 billion VND in payment for completed volume (owed from January 2020).

Faced with the above shortcomings, the Inspectorate of Ca Mau province recommended that the Chairman of the People's Committee of Ca Mau province direct the Director of the Construction Project Management Board of Ca Mau province to report in detail and propose specific handling directions for package No. 20 and the advance payment of more than 7.5 billion VND; and construction debt for packages No. 26 and 36 with an amount of over 4.5 billion VND.

The Ca Mau Provincial Inspectorate also requested the Chairman of the Ngoc Hien District People's Committee to direct the Ngoc Hien District Construction Project Management Board and related units to locate the lost documents and hand them over to the Ca Mau Provincial Construction Project Management Board for project settlement in accordance with regulations.
