5 new points in the content of the Political Report presented to the Congress
Speaking at the opening of the Conference, Vice President - General Secretary Nguyen Thi Thu Ha expressed her joy at the full participation of 48 member organizations of the Vietnam Fatherland Front; at the same time, she sent her sincere thanks to the member organizations for always accompanying the Vietnam Fatherland Front in implementing the 5 action programs of the 2019-2024 term.
Vice President - General Secretary Nguyen Thi Thu Ha said that up to now, 10,596/10,597 commune-level units in 63/63 provinces and cities have completed the Congress of Vietnam Fatherland Front delegates at the commune level (reaching a rate of 99.99%); 374/704 (excluding Hoang Sa district, Da Nang city) district-level units of 63/63 provinces and cities have organized the Congress (reaching a rate of 53.12%), the Congress of Vietnam Fatherland Front at district and county levels will be completed in June 2024; 3/63 provinces and centrally run cities have organized the Congress of Vietnam Fatherland Front delegates for the 2024-2029 term, and by the end of August 2024, the organization of the Congress of Vietnam Fatherland Front in provinces and centrally run cities will be completed. The 10th Congress of the Vietnam Fatherland Front for the 2024-2029 term will take place in October 2024.
According to Vice President - General Secretary Nguyen Thi Thu Ha, this is an important Conference, the comments and practical experiences of the delegates attending the Conference will be added to the draft Report of the 9th Central Committee of the Vietnam Fatherland Front at the 10th National Congress of the Vietnam Fatherland Front, term 2024-2029 (Political Report) and the content of amendments and supplements to the Charter of the Vietnam Fatherland Front in the next term.
Referring to the 5 new points of the draft Political Report submitted to the 10th Congress of the Vietnam Fatherland Front, term 2024-2029, Vice President - General Secretary Nguyen Thi Thu Ha said that the first new point is that the content of the Report focuses on the highlights in the implementation process and adds new results in performing tasks to meet practical requirements: Results of the Vietnam Fatherland Front participating in the prevention and control of the Covid-19 pandemic; Deploying the Project to mobilize support for building Great Solidarity houses for poor households in Dien Bien province towards the 70th anniversary of the Dien Bien Phu victory, this is also the foundation for the Central Emulation and Reward Council to coordinate with the Central Committee of the Vietnam Fatherland Front to organize the Launching Ceremony of the Emulation Movement for the whole country to join hands to "Eliminate temporary and dilapidated houses" in 2025; Building and publishing the book "Promoting the tradition of great national unity, building our country to be increasingly rich, civilized and happy" by General Secretary Nguyen Phu Trong.
The next new point is that the Report has added many comments and assessments on the 40-year renovation journey of the Vietnam Fatherland Front according to the Party's guidelines. In particular, it has summarized the process of innovation in thinking, unification of theory, awareness, policies and viewpoints of the Party, and improvement of the State's laws on the position, role, rights and responsibilities of the Vietnam Fatherland Front; at the same time, it has generally assessed the fundamental and outstanding achievements of the Front's work, of promoting the strength of great national unity, contributing to the successful implementation of the goals and tasks of building and developing the country over nearly 40 years of renovation.
Also according to Vice President - General Secretary Nguyen Thi Thu Ha, the content of the orientation and goals of the work of the Vietnam Fatherland Front in the new term has specified the new guiding ideas of the Party and State for the activities of the Front system.
Along with that, the Report also mentioned 3 breakthroughs of the entire term based on the requirements of the Front's work in the new situation, emphasizing the activities of supervision and social criticism; focusing on implementing the completion of the goal of the Campaign "The whole country joins hands to eliminate temporary and dilapidated houses" in 2025 along with implementing social security activities to care for the people; at the same time, focusing on building self-governing, united, prosperous and happy residential areas.
Vice President Nguyen Thi Thu Ha emphasized that, following the success of the 5 action programs for the 2019-2024 term, the 2024-2029 term will supplement the contents, goals, and solutions for the new term and supplement the 6th action program to build self-governing, united, prosperous, and happy residential areas to realize the content of Resolution No. 43-NQ/TW and related documents. The goal of building 6 action programs is to mobilize the participation of member organizations in consultation, coordination, and unified action, taking residential areas as important locations to organize and implement emulation movements and campaigns launched by the Vietnam Fatherland Front.
“The political report once again affirms the core political role of the Vietnam Fatherland Front in firmly consolidating the great national unity bloc, emphasizing listening to the people's thoughts and aspirations; conducting supervision and criticism to protect the people's legitimate rights and interests,” Vice President - General Secretary Nguyen Thi Thu Ha stated.
Referring to the content of the amendment to the Charter of the Vietnam Fatherland Front, Vice President - General Secretary Nguyen Thi Thu Ha said that the amended Charter of the Vietnam Fatherland Front this time has supplemented and updated a number of new contents, ensuring consistency with the Documents and Resolution of the 13th National Congress of the Party; Directive No. 22-CT/TW dated May 25, 2023 of the Secretariat; Decision No. 120-QD/TW dated September 6, 2023 of the Politburo and new policies and regulations of the Party, recent laws of the State on the Vietnam Fatherland Front and the practical activities of the Vietnam Fatherland Front.
Vice President - General Secretary Nguyen Thi Thu Ha hopes that delegates attending the Conference will focus on discussing new points in the political report and the content of the draft amendments and supplements to the Charter of the Vietnam Fatherland Front, thereby contributing to enhancing the image, position and strength of great solidarity of the Vietnam Fatherland Front in the 2024-2029 term.
Promoting the role of member organizations in implementing the action program
At the Conference, delegates focused on discussing the draft Political Report and the draft amendments and supplements to the Charter of the Vietnam Fatherland Front. Opinions said that the content of the draft Political Report needs to correctly, substantially and objectively assess the situation of all classes of people and the great national unity bloc; the results of implementing the Resolution of the Vietnam Fatherland Front Congress for the 2019-2024 term; add more data and mention the role of member organizations in implementing the 5 action programs; frankly point out limitations, shortcomings, weaknesses, causes, and lessons learned. Which results should continue to be implemented in the next term; which limitations need to be overcome.
On that basis, the directions and tasks for the 2024 - 2029 term need to continue to concretize the Resolution of the 13th National Party Congress and Resolution No. 43-NQ/TW on building the great national unity bloc and the work of the Front; clearly define the goals and tasks, propose breakthrough solutions to innovate the content and methods of operation of the Vietnam Fatherland Front in gathering and uniting the majority of people; continue to effectively implement emulation movements and campaigns; improve the quality of supervision and social criticism work; ... Thereby promoting the role of member organizations in implementing the action program for the 2024-2029 term.
The opinions also affirmed that the amendment and supplementation of the Charter of the Vietnam Fatherland Front must be consistent with the Party's policies, the provisions of the Constitution, the Law on the Vietnam Fatherland Front and the requirements and tasks of the Front's work in the current period; the amendment of the Charter of the Vietnam Fatherland Front will create an important political and legal basis for the activities of the Vietnam Fatherland Front system and its member organizations in the new term...
Agreeing with the new points in the draft documents of the 10th National Congress of the Vietnam Fatherland Front, Mr. Ngo Sach Thuc, former Vice President of the Vietnam Fatherland Front Central Committee, President of the Vietnam Association for the Relief of Disabled Children, said that the methods of gathering and expanding the great national unity bloc of the Vietnam Fatherland Front are very diverse, so in the action program of the new term, the Vietnam Fatherland Front needs to strengthen propaganda, mobilization, expansion, the great national unity bloc, gathering truly prestigious and representative people in residential areas to participate in the work of the Front. Regarding social security policies, the Vietnam Fatherland Front needs to promote its core role in mobilizing, calling for the response and cooperation of the whole society, building and promoting positive factors in society to gather people to participate.
According to Mr. Ngo Sach Thuc, in the new term, the work of supervision and social criticism needs to be implemented effectively and substantially, focusing on the attitude of accepting recommendations after supervision of the supervised subjects; at the same time, in addition to the method of giving opinions in writing, it is necessary to supplement the method through conferences, with many in-depth contributions after the conference. Along with that, when prominent issues arise in residential areas, the Front needs to coordinate with the authorities to directly survey and grasp the situation of the people related to specific subjects and cases, proactively and more closely following the grassroots.
"In the upcoming action program on housing mobilization and ensuring social security of the Vietnam Fatherland Front, it is necessary to add content on supporting scholarships and helping disabled children go to school," Mr. Ngo Sach Thuc suggested.
Agreeing with the development of 6 Action Programs as well as the necessity of amending the Charter of the Vietnam Fatherland Front, term IX, Most Venerable Thich Duc Thien, Vice President and General Secretary of the Central Executive Council of the Vietnam Buddhist Sangha, said that it is necessary to continue reviewing the new policies and regulations of the Party and State on the position, role and responsibility of the Vietnam Fatherland Front in building, consolidating and promoting the strength of great national unity to amend and supplement appropriately, meeting the requirements of innovation in content and methods of operation, in accordance with functions and tasks, in sync with the process of innovation of the entire political system.
According to Venerable Thich Duc Thien, the content of the draft document of the 10th National Congress of the Vietnam Fatherland Front needs to be clearer and more substantial in terms of criteria, conditions, standards, mechanisms, and procedures for admitting member organizations; at the same time, clearly demonstrating the role of the Front Working Committee, studying the mechanism to suit the role and position as an organization of the Front, considering adding and specifying the tasks and roles of the Advisory Councils to suit the function as an organization within the Front.
Commenting on the draft Political Report, referring to the content written about "Intellectuals", Chairman of the Vietnam Union of Science and Technology Associations Phan Xuan Dung said that it is necessary to add the role of the current intellectuals. Reality shows that the intellectuals have increased rapidly in quantity and improved in quality, making great contributions to the cause of national construction and defense of the Socialist Republic of Vietnam, which have been recognized and highly appreciated by the Party, State and People. Many highly qualified, dynamic and creative intellectuals in many important sectors and fields have caught up with advanced countries in the region and the world in a number of fields with great contributions, not only to Vietnam but also to the development of science and technology in the world.
“The intellectual community hopes that the Party and State will continue to pay more attention and create more favorable conditions for them to further promote their achievements and creativity for the rapid and sustainable development of the country,” Mr. Dung mentioned.
Lawyer Do Ngoc Thinh, Chairman of the Vietnam Bar Federation, said that the draft political report has affirmed the core political role of the Vietnam Fatherland Front in promoting the tradition of great national unity, contributing to building a prosperous and happy country. Another important point that needs to be affirmed in the draft political report is that the Vietnam Fatherland Front is the most solid bridge between the Party, the State and the people.
"The Party's guidelines and policies, the State's laws and policies must reach the people through the Front. The Front is also the place to gather and reflect the people's opinions in the most complete and profound way to the Party and the State. This content needs to be expressed more clearly in the political report to see the important role of the Vietnam Fatherland Front," Mr. Thinh proposed.
Acknowledging the opinions of delegates at the Conference, Vice President - General Secretary Nguyen Thi Thu Ha affirmed that many enthusiastic opinions have contributed to opening up the activities of the Front in the coming time; at the same time, she affirmed to absorb the maximum opinions expressed, concretize them into contents to edit and continue to perfect the draft documents of the 10th National Congress of Delegates of the Vietnam Fatherland Front, term 2024-2029.
Vice President - General Secretary Nguyen Thi Thu Ha hopes that member organizations of the Vietnam Fatherland Front will continue to have more key comments on the contents of the draft documents of the 10th National Congress of the Vietnam Fatherland Front that are directly related to the functions and tasks of their organizations; and have more proposals on the content of the political report of the 10th National Congress of the Vietnam Fatherland Front, term 2024-2029.
