Deputy Governor of the State Bank of Vietnam Nguyen Ngoc Canh said that, implementing Resolution No. 18 of the Politburo , after the National Conference on December 1, 2024, the State Bank of Vietnam determined that this is an important and urgent political task, to be implemented resolutely throughout the system. On December 4, 2024, the Governor of the State Bank of Vietnam issued a Decision to establish a Steering Committee to review, arrange and restructure the organizational apparatus according to Resolution 18, headed by the Secretary of the Party Committee and Governor of the State Bank of Vietnam with the full participation of the members of the Committee.
The streamlining of the organization and putting the new apparatus into operation from March 1, 2025, ensures smooth operation without interruption. The apparatus of the Central State Bank is rearranged from 25 to 20. Regarding the branch system, 63 provincial and municipal branches of the State Bank are rearranged into 15 regional State Bank branches.
Following the policy of restructuring administrative units from 63 provinces and cities into 34 units and a two-level government model, the State Bank has synchronized the restructuring of regional branches, completing the direction of the Central and Government .
Due to administrative changes, Tay Ninh province (old) and Long An (old) merged into Tay Ninh province (new); Tien Giang (old) and Dong Thap (old) merged into Dong Thap province (new). After the reorganization, the State Bank of Vietnam Region 13 managed the areas of Dong Thap and Tay Ninh provinces. The areas of Ben Tre and Tra Vinh provinces were transferred to the State Bank of Vietnam Branch Region 14.

SBV Branch Region 13 currently manages 125 commercial bank branches and 70 people's credit funds, with a capital mobilization scale of VND 391 trillion and outstanding loans of VND 493 trillion.
Regarding personnel, the Governor of the State Bank of Vietnam has mobilized and appointed Mr. Tran Thien Tri, Deputy Director of the State Bank of Vietnam Branch Region 12, and Mr. Vuong Tri Phong, Deputy Director of the State Bank of Vietnam Branch Region 15, to hold the position of Deputy Director of the State Bank of Vietnam Branch Region 13.
Speaking at the conference, Deputy Governor Nguyen Ngoc Canh requested the SBV Regional Branch and local credit institutions to promote a sense of responsibility, focus on implementing tasks, especially solutions in Resolution 01 of the Government and Directive 01 of the SBV Governor. The goal is to complete the 2025 plan, strive to achieve at least 8% growth for the whole year and create a foundation for double-digit growth in the 2026-2030 period.
At the same time, the State Bank of Vietnam, Region 13 Branch, needs to promote the application of information technology, digital transformation in management and administrative reform, improve the effectiveness of state management and the quality of service to people and businesses.
Credit institutions in the area also need to increase safe credit growth, direct capital to production and business sectors, and prioritize and control credit in risky sectors; promote investment in key projects, implement social housing lending programs, remove difficulties for businesses and people, as well as expand modern payment services.
At the conference, the State Bank of Vietnam donated VND82 billion from contributions from officials and employees of the entire sector to build 1,366 new houses for the poor, exceeding the initial target by 36.6%. At the same time, the State Bank of Vietnam provided an additional VND15 billion through the Central Committee of the Vietnam Fatherland Front and VND67 billion directly to localities, of which VND4 billion was to support Tay Ninh province under Branch Region 13.

Because the provinces of Ben Tre (old), Tra Vinh (old) and Vinh Long (old) merged into Vinh Long province (new); Bac Lieu province (old) merged with Ca Mau province (old) into Ca Mau province (new), in this restructuring of the State Bank of Vietnam Region, State Bank Branch Region 14 was assigned to manage the area of 2 (new) provinces/cities: Can Tho city and Vinh Long province.
The Governor of the State Bank of Vietnam has signed decisions to transfer and appoint 2 Deputy Directors of the State Bank of Vietnam, Branch Region 14, specifically: Transferring and appointing Mr. Le Cong Thanh, Deputy Director of the State Bank of Vietnam, Branch Region 13, to hold the position of Deputy Director of the State Bank of Vietnam, Branch Region 14; Transferring and appointing Mr. Le Van Hai, Deputy Director of the State Bank of Vietnam, Branch Region 13, to hold the position of Deputy Director of the State Bank of Vietnam, Branch Region 14.
