Efforts to promote the development of the gaming industry.
Within the framework of the game industry development strategy, the Ministry of Information and Communications has directed the development of the Strategy for the Management and Development of the Online Electronic Game Industry in Vietnam for the period 2025-2030. This is an important strategy aimed at creating a legal basis and a favorable environment for the sustainable development of this industry.
One of the key events marking the Ministry of Information and Communications' efforts to promote the gaming industry was the organization of the Vietnam Gameverse 2024 international gaming exhibition. This event not only attracted over 40,000 participants but also featured more than 60 major global gaming organizations and businesses, such as Google, Meta (Facebook), TikTok, Roblox (USA), Moonton (China), and Netmarble (Korea). This provided an opportunity for domestic game developers to connect with international partners, exchange technology, and foster innovation.
In addition, the Ministry of Information and Communications has organized numerous workshops and seminars connecting domestic and international game producers and publishers. These activities not only enhance the creativity of businesses in the industry but also promote international cooperation. The Ministry also places special emphasis on developing human resources in the game industry by establishing the VTC Game Academy training center in collaboration with leading technology companies such as Google and Microsoft. In 2024, the Posts and Telecommunications Institute also launched a training program in "Game Design and Development" within the "Multimedia Communications" field to meet the demand for high-quality human resources in the game industry.
Solutions for managing the gaming industry
Although the gaming industry in Vietnam has great potential, negative impacts from games, such as gambling games, pirated games, and player data security issues, remain problems that need to be addressed. The Ministry of Information and Communications has implemented many strong measures to manage and control the gaming industry, ensuring a healthy environment for players.
The Ministry has directed game service providers to strictly comply with legal regulations. Solutions to prevent the exploitation of games for gambling and organizing gambling activities have been implemented. In particular, the Ministry of Information and Communications has coordinated with relevant agencies to scan and handle over 600 games violating the law, including gambling games, on international platforms such as Google and Apple, and has requested the removal of unlicensed games. More than 5,300 domain names related to gambling games and 667 fan pages advertising gambling games have been suspended.
In addition, the Ministry of Information and Communications has strengthened inspection, supervision, and handling of violations in the gaming industry. Cases of violations of regulations on game licenses, unauthorized changes to information, or providing games that do not conform to the approved script have been strictly dealt with. Penalties include fines and temporary suspension of operations for businesses that do not comply with regulations.
Challenges and future directions
Despite achieving significant results, the Vietnamese gaming industry still faces several major challenges. One prominent issue is the high percentage of foreign-origin games licensed for release in Vietnam, reaching 86%. Meanwhile, Vietnamese game companies primarily play a publishing role rather than a production role, resulting in the domestic gaming industry's contribution not yet matching its development potential.
Furthermore, some Vietnamese game companies have not fully fulfilled their legal obligations, including managing player information and submitting regular reports to authorities. This requires the Ministry of Information and Communications to continue improving its supervision and strengthening stricter management measures to protect consumer rights and create a healthy competitive environment.
The Ministry of Information and Communications has made commendable efforts in supporting and managing the gaming industry in Vietnam. Policies, development strategies, and support activities have helped the industry thrive, contributing to the country's creative economic value. However, the gaming industry still needs continued management and reform to mitigate negative impacts and maximize its potential.
