Encouraging results in digital transformation in Dakrong district

After 4 years of implementing Action Program No. 28-CTr/HU dated December 15, 2021 of the Dakrong District Party Committee (term VI) on "Implementing Resolution No. 02-NQ/TW of the Provincial Party Committee (term XVII) on digital transformation of Quang Tri province to 2025, with a vision to 2030", Dakrong district has achieved encouraging results in digital transformation.

Up to now, in terms of infrastructure development serving digital transformation, Dakrong district has 11 postal points in communes, 1 central postal point in towns, 1 public internet and electronic game service business point, 3 postal delivery points, 7 points providing mobile telecommunications equipment; 100% of communes and towns have 4G, 5G internet services; 78/78 villages and hamlets are covered by 4G, 5G terrestrial mobile phone signals; 76/78 villages and hamlets have fixed broadband internet; the number of households with smartphones accounts for 79% (9,489/12,002 households); the number of people with smartphones within working age accounts for 78% (20,328/26,056 people); the number of households with fiber optic internet subscriptions accounts for 35.4% (4,254/12,002 households); mobile subscribers 14,887 subscribers...

Regarding human resource development, from 2021 to now, Dakrong district has sent many civil servants, public employees, commune and village officials to participate in training courses on digital transformation and information security organized by the province, including 8 sessions with 345 participants; 13/13 communes and towns have arranged concurrent staff in charge of digital transformation and information security at the People's Committee headquarters; 100% of communes and towns have established commune-level digital transformation teams; 78 villages and hamlets have established community digital technology teams with 532 members participating...

Regarding the construction of digital government, the application of information technology in the activities of state agencies in the district has achieved positive results with 100% of cadres, civil servants and public employees at agencies, units, and People's Committees of communes and towns equipped with computers for work; the rate of computers in state agencies with internet connection is 100% (except for computers in security departments); 100% of agencies and units under the District People's Committee use internal networks (LAN) to exchange work; 13/13 communes and towns have computers connected to high-speed fiber optic internet, connecting to internal networks to take advantage of shared resources between computers such as sharing printers, sending and receiving documents; 100% of specialized agencies, district-level public service units, People's Committees of communes and towns in the district apply software to manage documents and work records; 100% of agencies, units, People's Committees of communes and towns have applied specialized digital signatures in directing and operating work...; provided 238 fully and partially online public services; integrated 100% of online public services on the national public service portal (dichvucong.gov.vn). In 2023, the rate of files resolved on time and before the deadline reached 98.16%; the rate of online files reached 79.2%; the rate of online payment files reached 30.3%...

Regarding digital economic development, the district currently has 6 enterprises operating in the fields of information technology, electronics and telecommunications; 168 enterprises in the district have paid electronic taxes; 100% of enterprises use electronic invoices; the provincial and district post offices have supported bringing the district's agricultural products to e-commerce platforms... Regarding digital social development, people's activities on the network environment have recorded growth in both the number of users and usage time; the number of individual transaction accounts opened at credit institutions in the district is 12,216 accounts; the proportion of people with electronic payment accounts accounts for 29.65%...

Vice Chairman of Dakrong District People's Committee Nguyen Dang Son said that, promoting the achieved results, in the coming time, the district will continue to thoroughly grasp and propagate the implementation of Action Program No. 28-CTr/HU dated December 15, 2021 of the Dakrong District Party Committee (term VI) on "Implementing Resolution No. 02-NQ/TW of the Provincial Party Committee (term XVII) on digital transformation of Quang Tri province to 2025, with a vision to 2030"; develop comprehensive digital transformation plans, associated with exploiting and promoting the district's potential and advantages; restructure data from the district's operating information systems, ensuring provision and sharing with the province's shared data warehouse; promote the activities of community digital technology groups and organize skill training for members of community digital technology groups; Coordinate with businesses to deploy instructions on digital platforms to promote and guide skills in exploiting and using Vietnamese digital products; have policies and allocate reasonable resources for digital transformation implementation.

Regarding the construction of digital government, Dakrong district will promote propaganda and guidance on the use of the district's online public applications and services on all media in a comprehensive and convenient manner, so that people and businesses can participate in the district's digital transformation; focus on directing civil servants and public employees at the one-stop shop and civil servants in charge of handling administrative procedures in their assigned fields to proactively propagate, mobilize, and guide people and businesses to access and perform administrative procedures through online public services and make online payments on the provincial public service portal (dichvucong.quangtri.gov.vn) or the national public service portal (dichvucong.gov.vn).

Coordinate with provincial agencies to complete administrative procedure settlement dossiers, carry out administrative procedures in the electronic environment, digitize administrative procedure settlement results according to the provisions of Decree No. 45/2020/ND-CP dated April 8, 2020 of the Government on carrying out administrative procedures in the electronic environment...

Regarding digital economic development, Dakrong district will expand the participation of people and businesses in monitoring, giving opinions and using digital transformation services and utilities; organize programs to disseminate knowledge about digital technologies and innovative digital economic models; share experiences of businesses in each field that are successful thanks to innovative business models with digital technology; connect e-commerce businesses with manufacturing businesses in each industry to create new chains; encourage the application and development of digital technology in the business community and business households.

Introduce online trading of local products in the district; organize training on e-commerce application skills for individual business households and small enterprises; focus on online business activities, develop e-commerce for local agricultural products; apply digital technology in farming, management, monitoring of agricultural product quality and product traceability...

Regarding the development of digital society, we will strengthen propaganda so that people can install and effectively use the province's on-site reflection system; deploy digitalization of relics, typical tourism products... to form digital tourism products using virtual reality technology, to introduce destinations, tourist routes, tourism services...

Focus on skill conversion, provide open online mass courses, cooperate with organizations and businesses to train, coach, improve knowledge and skills on digital technology and digital transformation...; continue to promote propaganda work on providing digital identity, electronic identification accounts for people; strengthen propaganda, guidance, support people to open and use electronic payment accounts; promote the development of payment services through banking applications and focus on priority in regions and areas where the rate of universal banking services is still low...
