The impacts need to be clearly assessed.

In his opening remarks, the Standing Vice Chairman of the Vietnam Fatherland Front Committee of the province, Nguyen Phi Hung, emphasized the important significance of the conference in listening to and receiving feedback, criticisms, suggestions, and proposals from representatives of relevant agencies, units, organizations, and individuals. This aims to ensure the necessity and appropriateness of the draft plan in accordance with current legal regulations, the Party's resolution on administrative unit restructuring, and local practices; and to ensure the scientific validity and feasibility of the plan after it is approved by the competent authority.

Following the chairman's suggestion, the comments and critiques focused on the proposed plan for reorganizing district and commune-level administrative units; assessing the impact, advantages, difficulties, and implementation. Particular attention was paid to assessing the impact of reorganizing district and commune-level administrative units. This is a crucial part of the plan but has not received adequate attention, especially a comprehensive and thorough assessment of the negative impacts of the reorganization.

Mr. Nguyen Phi Hung observed that, among the four areas of impact when reorganizing administrative units, the negative impact on production, business activities, and people's lives is very important. However, the draft plan does not yet include specific methods or solutions to address this issue in accordance with the Party's viewpoint in Resolution 37 dated December 24, 2018, of the Politburo .

We need to address the human resources issue effectively.

The arrangement and placement of personnel, and policies regarding redundant staff resulting from administrative unit restructuring, received significant attention at the review conference.

Mr. Nguyen Van Long, Vice Chairman of the Provincial Association for the Promotion of Learning, suggested that it is necessary to prioritize the review, screening, structuring, and consolidation of the staff of officials, civil servants, and employees according to job positions, matching their abilities, professional qualifications, and adaptability to new working environments; avoiding "mechanical addition" in personnel management.

Mr. Le Tan Trung, former Secretary of the District Party Committee and Chairman of the People's Committee of Que Son District, believes that the draft plan on the arrangement and roadmap for the placement of officials, civil servants, and employees after the reorganization of administrative units is not truly specific and contains contents that are difficult to implement.

Mr. Trung proposed several specific solutions for implementation, including suggesting that, regarding the arrangement and placement of officials, civil servants, and employees after the reorganization of new administrative units, there should be the participation and coordination of two provincial-level organizational agencies: the Provincial Party Committee's Organization Department and the Department of Internal Affairs.

Mr. Chau Anh Khiem, Head of Block 1, An Xuan Ward, Tam Ky City, suggested that the reorganization of administrative units should pay special attention to the human factor. The human factor here refers not only to officials and civil servants but also to the people in the localities directly affected by the merger.

Mr. Le Duc Thang, Head of Phu Tra village, Binh Chanh commune, Thang Binh district, suggested that the organizational structure and personnel placement should be based on integrity and competence, avoiding localism, in order to ensure that the new administrative unit is more effective than before the merger.

Policies to support the people must be specific.

Suggesting counter-arguments, Mr. Nguyen Phi Hung – Standing Vice Chairman of the Vietnam Fatherland Front Committee of the province – stated that Resolution 37 dated December 24, 2018, of the Politburo clearly outlines the solution: “Local authorities at all levels shall implement and create favorable conditions for the people in carrying out procedures for converting personal identification documents or documents related to production and business activities when converting due to changes in administrative boundaries.” However, the draft proposal does not address this solution.

This content has also received much criticism. Specifically, regarding changes to personal identification documents, land and property records, and administrative procedures related to individuals and organizations, concerns have been raised about the roadmap and implementation plan to avoid inconvenience for individuals and organizations.

Ms. Cao Thi Thanh Nga, Chairwoman of the Vietnam Fatherland Front Committee of Que My commune (Que Son district), proposed including specific solutions to support people in converting their administrative documents in the draft plan. Previously, when Que My commune was established by merging Que Cuong and Phu Tho communes, people were informed that they would receive financial support for converting their administrative documents, but this support has not been provided since 2020. This has caused difficulties and negative consequences in implementing the State's policies in general and the reorganization of administrative units in particular.

Summarizing the feedback and criticisms, the Standing Vice Chairman of the Vietnam Fatherland Front Committee of the province, Nguyen Phi Hung, requested the drafting agency to incorporate, revise, and supplement relevant content, including solutions for the implementation of the reorganization of district and commune-level administrative units. According to Mr. Hung, the solutions section in the draft plan heavily focuses on "directions" (reiterating the Party's leadership viewpoints) without providing specific corresponding solutions to address and overcome negative impacts and difficulties. This is the crucial content, because reading the plan will clearly show how the difficulties and negative impacts will be effectively resolved, bringing reassurance and support to the people, officials, and civil servants.
