
Early in the morning of July 22, Hai Thinh commune experienced heavy rain and strong winds. The prolonged rain caused some low-lying areas along the sea dike of Con Tron, Hai Thinh 2, Hai Thinh 3, and residential groups 1, 2, 3, and 5 of Hai Thinh commune to be flooded. Water quickly flooded low-lying houses with a water level of about 20cm, affecting people's property.
Faced with that situation, Hai Thinh Commune Police mobilized about 30 officers, coordinated with local authorities to support people in transporting assets, rice, electrical equipment such as refrigerators and televisions to a safe place, and protected people's property.
Previously, on July 20 and 21, the police force, together with local authorities and border guards, checked and mobilized households with elderly people, people with disabilities, single people, and households at risk of flooding to evacuate to safe places and at the same time reinforced people's houses.
By noon on July 22, authorities had helped evacuate more than 50 people and their property from the danger zone.
According to statistics from Hai Thinh commune, due to the impact of storm No. 3, by noon on July 22, the whole commune had 760 hectares of rice fields, 220 hectares of crops and 11 hectares of people's ponds flooded. Most of the rice fields were newly planted and crops were newly harvested, so the damage was not too great but greatly affected people's lives.
Chairman of Hai Thinh Commune People's Committee Nguyen Van Long said that before the storm, the local government coordinated with the police force to check, mobilize and help people move away from areas at high risk of flooding. Therefore, currently, the forces continue to support people to move their assets to high, safe places, minimizing damage to people.
Regarding the commune's sea dike, units continue to closely monitor, detect and promptly handle incidents related to dikes, embankments and culverts; ensure the safety of natural disaster prevention works, buffer drainage and timely drainage of flooding.
Hai Thinh commune has 3 dike lines: river dike, river mouth dike and sea dike with a total length of nearly 18 km, distributed in 18 hamlets. The commune's sea dike line of over 7 km is being repaired and upgraded. Hai Thinh commune People's Committee has prepared 20,000 bamboo poles, 8 passenger cars, 12 trucks and 7 excavators; mobilized 231 people to participate in natural disaster prevention work, and prepared a plan to evacuate about 1,700 people in dangerous areas to medical stations and schools in the area to ensure people's safety when the weather turns bad.
According to the Ninh Binh Provincial Civil Defense Command, due to the impact of storm No. 3, on the morning of July 22, Ninh Binh province had strong winds of level 6, gusts of level 9, heavy to very heavy rain, with rainfall ranging from 80 - 180 mm, some places over 200 mm; such as Tam Diep ward 214 mm; Hai Anh commune 213 mm; Giao Ninh commune 201 mm. In the morning, localities in the province evacuated nearly 3,490 people to safe shelters. The whole province has 23,468 hectares of flooded rice area, 1,530 hectares of floating rice.
Vai Gioi Mountain, Nam Hoa Lu Ward, suffered a landslide with a volume of about 2 m3. The Office of the Provincial Civil Defense Command coordinated with the Nam Hoa Lu Ward Civil Defense Command to inspect and direct Doanh Sinh Service and Trading Joint Stock Company to put up warning signs and barriers at the landslide area to alert people and vehicles participating in traffic on the road to Thung Nham eco-tourism area to be aware and proactively take precautions against danger.
