The implementation of electronic invoices (E-invoices) with codes from tax authorities generated from cash registers is actively contributing to digital transformation, preventing revenue loss and increasing State budget revenue. The Ninh Binh tax sector has focused on implementing many synchronous solutions for businesses and business households to use E-invoices generated from cash registers, contributing to bringing benefits to both tax authorities and taxpayers.
Comrade Nguyen Van Khanh, Head of the Taxpayer Support and Propaganda Department, Provincial Tax Department said: Deploying electronic invoices initiated from cash registers with electronic data connection to the Tax Department aims to create maximum conditions for people, businesses, and business households, ensuring safety and cost savings. At the same time, strengthening measures to manage revenue in the retail sector directly to consumers.
Electronic invoices generated from cash registers also have many benefits, such as: Helping sellers to be proactive in creating invoices when there are sales of goods and services, thoroughly handling the past problems regarding the delay between the time of payment and the time of creating invoices, buyers can receive electronic invoices immediately upon payment and have the opportunity to participate in the "Lucky Invoice" program.
Unlike traditional invoices, electronic invoices generated from cash registers do not require a digital signature; expenses for purchasing goods and services using invoices generated from cash registers are considered expenses with sufficient legal invoices and documents when determining tax obligations. Taxpayers can proactively handle errors arising on their devices if they have installed electronic invoice software from cash registers according to tax authority standards; at the end of the day, they only have to transfer the data of electronic invoices used during the day to the tax authority through an organization providing services for receiving, transmitting, and storing data.
In order to effectively implement the Electronic Invoice Program initiated from cash registers, from the beginning of December 2022, the Ninh Binh Provincial Tax Department has resolutely implemented solutions to deploy Electronic Invoices initiated from cash registers such as establishing a Steering Committee, organizing training conferences, propaganda, supporting taxpayers, reviewing and making a list of enterprises and business households subject to implementation, reporting to the Provincial People's Committee to direct the deployment of Electronic Invoices initiated from cash registers in the province.
The tax sector has disseminated to each group of subjects applying such as: Enterprises, households, individuals doing business paying taxes according to the declaration method and providing goods and services directly to consumers belonging to business groups such as: Group of food and beverage businesses, restaurants, hotels; Group of retail goods (Trade centers; supermarkets; retail consumer goods); Group of retail pharmaceuticals; Group of other services (entertainment services, bridge and road tickets, bus tickets, sightseeing tickets, tourism , ...) and group of gold and silver businesses, in order to contribute to promoting the development of e-Government, improving the quality and efficiency of State agencies' operations, serving people and businesses better and better; publicizing and making transparent the operations of State agencies on internet platforms.
With the target assigned by the General Department of Taxation by June 30, Ninh Binh has reached 30% of the total 475 taxpayers in the province registering to use electronic invoices under the direction of the General Department of Taxation.
The initial results have been positive, with 120% of units registered with the General Department of Taxation by the end of Phase 1 as of March 31, 2023. Phase 2, implemented from April 1, 2023 to June 30, 2023, successfully registered 416/475, reaching 88% of the 2023 target of taxpayers using electronic invoices generated from cash registers, exceeding 38% of the target assigned by the General Department of Taxation.
Ngoc Minh Trading Joint Stock Company, Ninh Binh City is one of the enterprises that is testing the issuance of electronic invoices to customers from cash registers that have data connection with tax authorities. Previously, the unit had to spend a lot of time waiting for confirmation from the tax authorities. Now, thanks to creating electronic invoices and sending them to the tax authorities, they are confirmed immediately and customers can get the invoices right away.
Representative of Ngoc Minh Trading Joint Stock Company shared: Using electronic invoices generated from cash registers helps us simplify the accounting system, save time and costs, thereby helping businesses have the opportunity to increase revenue, attract consumers because this makes transactions transparent.
However, the solution to deploy using electronic invoices generated from cash registers still has many shortcomings and difficulties in the implementation process.
According to comrade Nguyen Van Khanh: The installation of the electronic invoice system generated from the cash register is only an encouragement but does not have a legal basis, nor is it binding for sellers to issue electronic invoices generated from the cash register to buyers for each transaction. On the other hand, the inspection and handling of violations against business establishments that do not issue invoices to buyers by competent authorities have not been implemented drastically, so many organizations, businesses, and individuals do not issue invoices according to the provisions of law.
It can be said that with a high spirit of determination and many synchronous and unified measures and solutions, Ninh Binh tax authority is determined to successfully complete the task of deploying electronic invoices generated from cash registers, contributing to promoting the digital transformation process, modernizing and simplifying administrative procedures of tax authorities.
