During the process of formation, construction, dedication and development, the entire Agribank system in general, the Representative Office and branches, units in the Central - Central Highlands region in particular have made great efforts in implementing the instructions and orientations of business activities from the head office. Over 30 years of formation and development, the positive marks in the results of performing professional tasks of the Agribank Representative Office in the Central region and branches in the Central - Central Highlands region have been clearly demonstrated.

Regional branches are constantly growing

From 11 provincial branches (type I) in 1994 when the Central region was established, by May 2024, Agribank in the Central region had 17 type I branches, 185 type II branches, and 150 transaction offices. This network is widely distributed from urban to rural areas, where the population is dense, helping to ensure good competitiveness with other credit institutions in the same area. The number of employees in the branches in the Central region as of May 2024 is 5,586 people, an increase of 1.8 times compared to when it was first established (3,191 people) and basically meets the labor needs of the units as well as the quality of labor is improved every year, labor productivity is higher year after year.

In capital mobilization activities, branches in the Central region have grown strongly over the years, successfully completing assigned plan targets, contributing to Agribank maintaining its position as the commercial bank with the largest capital in the region. Branches also closely follow market developments, ensure operational safety, flexibly adjust interest rates; proactively and actively promote and introduce capital mobilization products... Thanks to that, by May 31, 2024, mobilized capital in the region reached VND 232,423 billion, 282 times higher than when it was first established (VND 824 billion), with an average annual growth rate of 21.7%, mainly from residential deposits; Agribank has the highest market share compared to the Big 4 group with a rate of 22.9%.

Along with the entire Agribank system, the branches in the region have always strived and worked hard over the years to help the credit growth of the branches reach the set targets, the credit structure has been converted in accordance with the capital structure and orientation of the restructuring project of Agribank. Accordingly, by May 31, 2024, the total outstanding investment debt in the economy reached VND 224,462 billion, an increase of 163 times compared to the time of establishment (VND 1,378 billion), the average annual growth rate is 19.1%, accounting for the highest market share compared to the Big 4 group with a rate of 17.8%.

Thereby, it well meets the needs of serving the development of the fields of farming, purchasing, production, processing, exporting agricultural - forestry - aquatic products, supporting industries, small and medium enterprises, households and individuals, serving preferential policies, priority subjects, key projects of the economy and each locality. On the other hand, Agribank has affirmed its position and key role in serving the "Tam Nong" sector, building "New Rural Areas". Agribank's capital contributes to the development of local socio-economy; limits usury, creates conditions for production and business households, farmers to rise up to eliminate hunger, reduce poverty and get rich; makes an important contribution to the process of economic restructuring, is a lever for socio-economic development.

In addition to growth, the branches have paid attention to ensuring operational safety and controlling credit quality. With the efforts of the branches, bad debt in the whole region has always been well controlled, the bad debt ratio has always been kept low, the average from 2000 to May 2024 was 1.5%, contributing to the stable and safe development of the whole system. On the other hand, the branches in the region have constantly improved service quality, actively deployed banking products to customers, made the most of available advantages to promote non-credit revenue, which is the main source of revenue for Agribank, gradually increasing the non-credit revenue ratio to contribute to improving and stabilizing the financial situation. In the period from 2010 to 2023, the average annual growth rate of service revenue in the whole region was 18.7%. Branches have actively implemented solutions to improve financial capacity in a sustainable manner; managed financial work in conjunction with capital mobilization, credit and services; controlled bad debt ratio well, increased the collection of interest on due and overdue loans to increase the actual interest rate to improve financial capacity and ensure income for employees.

Mr. Nguyen Tien Truong, Party Secretary, Head of Agribank Representative Office in the Central region, said that in the past time, based on the prescribed functions and tasks, the Office has actively and proactively advised Agribank headquarters in implementing mechanisms, regulations, business processes, and implementing business plans for branches in the region. At the same time, it directly handles related issues to protect Agribank's interests in the region; conducts periodic or ad hoc internal inspections and supervisions according to the programs and plans of the headquarters or the unit itself. Accordingly, Agribank Representative Office in the Central region has always been active and proactive in organizing and implementing inspection and supervision programs and plans at branches and transaction offices in the region.

Specifically, focusing on comprehensive inspection of business activities; thematic inspections; surprise inspections; inspections when there are signs of abnormalities detected through monitoring results; inspection of customer service standards and brand recognition; inspection of secret customer programs. Through the results of inspection and monitoring, the unit has promptly directed branches to overcome existing problems and shortcomings arising during operations; promptly detected potential risks that could affect the business activities of the branch to propose and recommend corrections, supplements, and edits. Thanks to that, it can help branches control bad debts, prevent bad debts from arising, ensure the safety of Agribank's assets, and contribute to maintaining discipline in business activities at branches.

The Central Representative Office also implements remote monitoring through the internal payment and customer accounting system (IPCAS), focusing mainly on key areas such as credit and finance and accounting. At the same time, it is important to detect early, warn and request branches to rectify and review the implementation of lending procedures, cash flow management, accounting, asset management, and limit risks right from the beginning.

Many initiatives for monitoring have been researched, accepted and implemented at the unit such as: completing the process of checking financial accounting, asset management, treasury currency through data mining on IPCAS (2018); program to support checking and warning about the application of deposit interest rates on IPCAS (2020); program to manage data to authenticate letters of guarantee and review, compare to warn about letters of guarantee via Visual Basic application in Excel (2021); guide and support the work of reviewing, evaluating and identifying risk factors through remote monitoring on IPCAS and direct monitoring of credit activities (2022); application to exploit information, data, support checking credit granting for customers (2023). Each year, the Agribank Representative Office in the Central region compiles over 350 periodic/ad hoc reports; Synthesize information and documents related to banking activities and business activities of branches and send them to the head office and branches as documents to serve administrative and operational work.

In order to protect the legitimate rights and interests of Agribank in the region as an “extended arm” of the headquarters, the Agribank Representative Office in the Central region has signed a coordination charter with the High People’s Court in Da Nang and the High People’s Procuracy in Da Nang. In addition, it has coordinated with law enforcement agencies to organize specialized conferences to help branches in the region gain more experience in identifying some common violations and crimes in the credit granting process, limiting risks in the process of appraising collateral, disputes arising from credit contracts; exchanging experiences in the process of performing professional tasks and solutions to prevent violations and crimes in the field of banking credit.

In addition, in the work of information, propaganda and coordination, the Agribank Representative Office in the Central region has performed the task of coordinating and signing communication cooperation agreements with management agencies and press agencies; annually publishing positive news, articles, television reports, articles promoting the brand, new products and services. From the synchronous implementation of activities, it has contributed to bringing the brand, image of Agribank and branches in the region to the people and the community as well as propagating and disseminating the policies and guidelines of the Party and State, new products and services, regulations on credit mechanisms, and interest rates of the industry in supporting businesses and people to restore production and business.

According to the Organization and Operation Regulations, the Agribank Representative Office in the Central region is a unit under Agribank, with the function of advising and proposing to the Board of Members and the General Director in directing, managing and operating activities at 17 type I branches in the region, including provinces and cities from Quang Binh to Khanh Hoa and 4 Central Highlands provinces: Gia Lai, Kon Tum, Dak Lak, Dak Nong; promulgating and organizing the implementation of internal regulations related to business strategies, product and service development, statistics, economic forecasts, finance and currency; representing under authorization, protecting the legitimate rights and interests of Agribank in the region. Currently, the Central Representative Office has 4 functional departments (synthesis; business development support; internal inspection and supervision; administration, management); 1 grassroots Party Committee with 4 subordinate Party cells with a total of 51 active Party members; 1 grassroots Trade Union organization; 1 grassroots Youth Union organization and 1 Veterans Association organization.
