Efforts to develop the economy and care for people's lives

Tom Village, Muong Sai Commune is a resettlement village in the flooded area of Son La Hydropower Reservoir. The village has 92 households, mainly La Ha ethnic people. With solidarity and determination to eliminate poverty, Tom Village was honored to receive a Certificate of Merit from the Prime Minister for its achievements in implementing the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas for the 2021-2025 period.

The village management board propagates and mobilizes people to participate in building new rural areas.

Coming to Tom village, one can clearly feel the positive changes in people's lives. The village roads and alleys are concreted, with spacious houses and stilt houses on both sides. Mr. Quàng Văn Pánh, Party Cell Secretary and Head of Tom village, said: Every year, the village coordinates with agencies and units to propagate and mobilize people to comply with the Party's guidelines and policies, the State's policies and laws; to switch from small-scale livestock farming to commercial farming. To enclose and protect natural forests, develop planted forests; to actively change crop structure and participate in conferences to introduce and find jobs, increase income, and stabilize life.

Every year, people cultivate 140 hectares of corn, 60 hectares of cassava, take care of 3 hectares of fruit trees; raise 330 large cattle, 3,500 poultry. Notably, from the National Target Program for Socio -Economic Development of Ethnic Minorities and Mountainous Areas, 82 La Ha households in the village are supported with breeding cows with a total cost of 820 million VND. There are 60 households that are given preferential loans from the Social Policy Bank to invest in economic development, with a total outstanding debt of 3.4 billion VND.

The village has 130 workers working outside the province, with an average income of 7-10 million VND/month; 1 case is in the process of exporting labor to Japan. In addition, the village also protects 153 hectares of natural forest and 12 hectares of planted forest, and receives more than 60 million VND per year from forest environmental services.

Mr. Quang Van Thuong, Tom village, said: The family invested in solid barns, proactively planted grass, fermented food and prevented epidemics for livestock. Since the beginning of the year, the family has sold 12 goats, earning nearly 30 million VND; currently raising 8 cows and 7 goats. Each year, more than 4 hectares of corn and cassava are grown, earning about 80 tons, reaching over 100 million VND. The family is also learning to grow fruit trees to increase income and stabilize life.

With economic development, the people in the village have the conditions to contribute to the construction of new rural areas, actively participate in cleaning village roads and alleys; collect and treat waste according to regulations; build hygienic toilets and bathrooms. With the support of the State, the people contributed over 300 working days to pour concrete for 1.6 km of internal village roads and 7.5 km of roads to the production area. Up to now, 100% of households have moved livestock out from under the floors of their houses, and more than 90% of households have standard sanitary facilities.

The village cultural house has been upgraded and fully equipped with cultural facilities to serve community activities. The village is preparing to invest in building a clean water project, with a total capital of 2.3 billion VND, expected to start construction at the end of 2025. Along with that, the village management board has promoted the people's response to the campaign "All people unite to build a cultural life in residential areas", preserving and promoting national identity; coordinating to open La Ha language classes for 60 people and teaching weaving to more than 30 young people. Every year, 86% of households achieve the title of "Cultural Family".

Mr. Lo Van Tam, Chairman of Muong Sai Commune People's Committee, said: The commune is making efforts to bring Tom village out of the extremely difficult situation, coordinating with specialized agencies to survey potential, identify key crops, build suitable economic models; support plant and animal varieties to transform production structure. The commune is also actively connecting with businesses and cooperatives to link production and consumption of agricultural products for the people.

Despite many difficulties, with the support of the State and local authorities, the people of Tom village continue to unite and strive to develop the economy, increase income, improve life, and strive for a better life.
