The Bac Hung Hai irrigation system provides irrigation water for the Northern Delta. However, this system is receiving thousands of cubic meters of dirty water from Hanoi , Hung Yen, and Bac Ninh every day, making the already polluted water even more serious.

The Bac Hung Hai irrigation system was built in 1958, including rivers, dams over 230 km long, pumping stations, and dykes serving irrigation and drainage for four provinces and cities: Hanoi, Bac Ninh, Hung Yen, and Hai Duong .

Cau Bay River, a branch of the Bac Hung Hai irrigation system with a length of more than 12 km from Viet Hung ward, Long Bien flows into the Bac Hung Hai river system at Xuan Thuy sluice gate in Kieu Ky commune, Gia Lam, Hanoi.

According to Dan Viet reporters, the water of this river branch is in a state of serious pollution.

Along the main stream of Bac Hung Hai River, there are hundreds of small-scale production facilities that discharge waste directly. Tan Quang Industrial Park, Van Lam District, Hung Yen Province, has a Ngoc Da sluice that discharges into the main stream of Bac Hung Hai.
