Ha Dam has changed positively after re-establishment.

On August 29, 2001, the Government issued Decree No. 59/2001/ND-CP dividing Quang Ha district into two districts, Dam Ha and Hai Ha. Dam Ha district was re-established with 9 administrative units.

At that time, Dam Ha faced many difficulties such as 30% of the residents were ethnic minorities, the economy developed fragmentedly and spontaneously, and the traffic and social infrastructure were lacking and not synchronized. However, now, Dam Ha has a new look, with a rapid growth rate, attracting investors.

By 2021, when Dam Ha district marked 20 years of re-establishment, the total value of local production sectors had reached VND 5,650 billion; total state budget revenue reached VND 874.352 billion, total budget expenditure was VND 625.416 billion; total social investment capital reached VND 1,275 billion; average income per capita reached VND 62.87 million/person/year.

By the end of 2023, economic development indicators continued to grow rapidly. Of which, the total production value reached VND 8,351 billion; total state budget revenue was over VND 977 billion, total state budget expenditure was over VND 938 billion. In the first 6 months of 2024 alone, the production value in the 3 sectors was estimated at VND 4,559 billion, equal to 118.2% of the same period in 2023.

In Dam Ha area, there are many large corporations and companies implementing investment projects in the field of high-tech agriculture . One of them is Viet Uc Group with a project to produce high-quality shrimp seeds with a capacity of 8 million seeds/year. From 2019 to now, the unit has achieved an annual output of 1.5 billion to 1.7 billion shrimp seeds, supplying the market in the northern provinces. In addition, there is Bac Viet Cooperative specializing in researching and organizing the production of marine fish seeds, supplying from 750,000 to 1 million grouper seeds/year.

Another bright spot in Dam Ha is the strong shift from small-scale farming to concentrated farms and ranches. Many large-scale farming projects, applying technical advances and high technology, have been implemented in the area, such as: Mavin Group's high-tech pig farming project; TH Group's high-tech agricultural zone for concentrated dairy farming and cooperation with people in Dam Ha district...

According to Mr. Hoang Vinh Khuyen - Chairman of Dam Ha District People's Committee, in order to strongly shift the district's economic structure towards sustainability, the district has oriented to establish 4 industrial clusters when implementing the planning. Currently, the first industrial cluster of the district, Dong Dam Ha B, has selected an investor and basically completed the initial investment procedures. The project is expected to start construction in the fourth quarter of 2024.

In the fields of trade, services and tourism, Dam Ha is working with Bao Nguyen Joint Stock Company to complete investment procedures for the Da Dung Island eco-tourism resort project; MKL Construction and Trade Investment Joint Stock Company is completing investment procedures for the New Urban Area project on both sides of Highway 18A and the East of the central iron bridge of the district.

Up to now, the district has 94 enterprises, 73 cooperatives, and over 1,000 business households operating, creating a vibrant economic picture.

Resilience from infrastructure

With the complex and fragmented mountainous terrain, and far from the province's major economic centers, transport infrastructure has been the biggest limitation, holding back local development. However, thanks to the large resources from the National Target Program on New Rural Development, the district's transport and social infrastructure has made strong progress.

"As soon as the new rural construction planning project was approved, Dam Ha district focused on reviewing socio-economic infrastructure items to have an investment plan suitable to the local conditions and practical situation. The total investment resources for the tasks of building new rural areas and advanced new rural areas of Dam Ha district are nearly 6,000 billion VND, including the great contributions of labor and material assets from people and businesses" - Mr. Hoang Vinh Khuyen said.

Up to now, a series of works such as electricity, roads, schools, medical stations, communal and village cultural houses, etc. have been invested in and built synchronously and spaciously. The whole district has 383/383km of asphalted and concreted roads. The district also allocates resources to invest in wastewater and waste treatment systems and forms concentrated production areas, high-tech agricultural zones for aquaculture, livestock farming, etc.

The inter-regional connectivity of Dam Ha district is currently very good thanks to its location on National Highway 18A; and is located between two major economic zones, Mong Cai and Van Don. Dam Ha benefits from important roads connecting to major economic centers and international border gates of Quang Ninh province.

National Highway 18A is a vital traffic route connecting major urban areas of Quang Ninh province such as Ha Long, Cam Pha, Mong Cai and Van Don airport. This route runs through Dam Ha district, connecting the district with major industrial, tourist and seaport centers.

In addition, the Van Don – Mong Cai Expressway, which will be completed in 2022, will help connect Dam Ha with two important trade hubs, Van Don International Airport and Mong Cai International Border Gate. This expressway not only helps improve inter-provincial traffic in the district, but also expands connectivity opportunities with China. As a result, travel time from Dam Ha to economic centers in the province has been significantly reduced, thereby facilitating import-export activities and economic development.

Furthermore, Dam Ha is also located near major seaports in Quang Ninh province such as Cai Lan port and Van Ninh port under construction in Mong Cai. This facilitates the transportation of goods to international markets via sea.

"Dam Ha not only has a great advantage in terms of connectivity of transport infrastructure, the district also has a large land fund, the local government is open and very supportive of investors and businesses. This is clearly seen when investors can easily access and study the planning to learn about investment opportunities. We also receive enthusiastic guidance and support in the process of carrying out procedures to implement the project. These are the things that make investors like us very secure when investing in the district" - Mr. Cung Vinh Thanh - Director of Quang Ninh Branch of Shinec Joint Stock Company - investor of Dong Dam Ha B Industrial Park project shared.

In 2024, Dam Ha district sets a goal of striving to attract and implement non-budgetary investment projects in the district, with a total investment capital of about 2,200 billion VND.

These projects include: Industrial cluster east of Dam Ha B, total investment capital of 514 billion VND; residential area south of Dam Ha market, total investment capital of 105 billion VND; urban area south of Dam Ha town center, total investment capital of 986 billion VND; garment and biological packaging factory for export in Dai Binh commune, total investment capital of 120 billion VND; production and livestock area in Tan Ha village, Tan Binh commune, total investment capital of 151 billion VND; general business and product display point on Chua Sau slope, Dong Tam village, Duc Yen commune, total investment capital of 67 billion VND; commercial service area at the western gateway of Dam Ha in Duc Yen commune, total investment capital of 80 billion VND...
