On November 25, in Hanoi , the 13th Party Central Committee met to review and give opinions on the following contents:

On summarizing the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently"

The 13th Party Central Committee identified this as a particularly important task, a revolution in streamlining the apparatus of the political system, requiring a high level of consensus in awareness and action throughout the Party and the entire political system. The Party Central Committee has basically agreed on the principles, goals, requirements, progress of summarizing Resolution No. 18-NQ/TW and a number of suggested contents and orientations for Party committees at all levels, Party organizations, agencies and units under the Central Committee to study and propose to arrange and perfect the streamlined apparatus, operate effectively and efficiently.

Assign the Politburo and the Central Steering Committee to summarize Resolution No. 18-NQ/TW:

Decide on the arrangement according to authority for agencies and organizations that have had a plan for arrangement and careful preparation.

Direct the development of the Summary Report; propose tasks and solutions for innovation, reorganization of the political system to be streamlined, operate effectively and efficiently, and submit to the 13th Party Central Committee for approval.

About the Nuclear Power Program in Vietnam

The Party Central Committee basically agreed on the policy of restarting the Ninh Thuan Nuclear Power Project and continuing to study the Nuclear Power Program in Vietnam to firmly ensure national energy security, meet socio-economic development goals, enhance scientific and technological potential and sustainable national development.

The Politburo is assigned to direct relevant agencies and localities to research and develop a project to develop nuclear power in Vietnam in the coming time; in the immediate future, continue to research the Ninh Thuan Nuclear Power Plant Project and report to competent authorities for consideration and decision.

About personnel work

Give opinions on personnel for the Politburo to decide to introduce to the 15th National Assembly for approval of the positions of Minister of Finance and Minister of Transport; elect members of the Standing Committee, Secretary General of the National Assembly, and Head of the National Assembly Office.

Review and discipline party members who violated the law: Mr. Pham Van Vong, former member of the Party Central Committee, former Secretary of the Vinh Phuc Provincial Party Committee, former Chairman of the Vinh Phuc Provincial People's Council; Mr. Ngo Duc Vuong, former member of the Party Central Committee, former Secretary of the Phu Tho Provincial Party Committee; Mr. Nguyen Doan Khanh, former member of the Party Central Committee, former Secretary of the Phu Tho Provincial Party Committee, during their time holding leadership positions in provincial Party Committees, had degraded in political ideology, ethics, and lifestyle; seriously violated Party regulations and State laws in performing assigned duties and tasks, in preventing and combating corruption and negativity; violated the Regulations on what party members are not allowed to do and the responsibility to set an example; caused very serious consequences, public outrage, and had a very negative impact on the reputation of the Party organization and local government.

The Party Central Committee decided to discipline Mr. Pham Van Vong, Mr. Ngo Duc Vuong, and Mr. Nguyen Doan Khanh by expelling them from the Party.

Consider and remove from office members of the 13th Party Central Committee: Mr. Bui Van Cuong, member of the Party Central Committee, former Secretary General of the National Assembly, former Head of the National Assembly Office, former Secretary of the Dak Lak Provincial Party Committee; Nguyen Van The, member of the Party Central Committee, Secretary of the Party Committee of the Central Agencies, former Minister of Transport, for violating Party regulations and State laws in performing assigned duties and tasks, in preventing and combating corruption and negativity; violating the Regulations on what Party members are not allowed to do and the responsibility to set an example, causing serious consequences, risk of loss and waste of State money and assets, causing bad public opinion, reducing the prestige of Party organizations, local authorities and State management agencies.

Fully aware of their responsibilities to the Party and the People, Mr. Bui Van Cuong and Mr. Nguyen Van The submitted a request to resign from their assigned positions, retire from work and enjoy the prescribed regimes and policies.

Based on current regulations of the Party and State and considering the wishes of individuals, the Party Central Committee agrees to let Mr. Bui Van Cuong and Mr. Nguyen Van The cease to hold the positions of members of the 13th Party Central Committee.
