In his speech directing the Congress, Standing member of the Secretariat Tran Cam Tu noted that it is necessary to continue to affirm and firmly defend the Party's ideological foundation, which is Marxism-Leninism and Ho Chi Minh Thought. Creative development of theory must be consistent with Vietnam's reality; improve the effectiveness of propaganda andeducation in political theory, further deepen the awareness and strengthen the belief of cadres, party members and people of all walks of life in socialism and the path to socialism in Vietnam.
Stating that propaganda and mass mobilization work must come before propaganda and mobilization, must go together with implementation and come after the summary, Standing member of the Secretariat Tran Cam Tu emphasized that the Propaganda and Mass Mobilization Department must promote its role as the Standing Agency of the Central Steering Committee 35. Closely following the direction of the Central Committee, the Politburo, and the Secretariat, focus on leading and directing to further improve the quality of staff work; deploy and implement tasks, maximize the combined strength of the entire Party, the entire people, the entire army, and the entire political system to firmly and effectively protect the Party's ideological foundation.

The Congress heard the announcement of the decision of the Standing Committee of the Party Committee of the Central Party agencies on the appointment of the Executive Committee, Standing Committee, Secretary, Deputy Secretary, and Inspection Committee of the Party Committee of the Central Propaganda and Mass Mobilization Department.
Accordingly, the Party Executive Committee of the Central Propaganda and Mass Mobilization Department consists of 23 comrades; the Standing Committee consists of 7 comrades; and the Inspection Committee consists of 5 comrades.
Member of the Party Central Committee, Permanent Deputy Head of the Central Propaganda and Mass Mobilization Commission Lai Xuan Mon was appointed to hold the position of Party Secretary of the Central Propaganda and Mass Mobilization Commission for the 2025-2030 term.
